Zaragoza presents Cycling Culture in Active Mobility Webinar

On 19 November 2024, the Policy Learning Platform is hosting the first episode of the webinar series Active Mobility. Join us from 10:00 to 11:30 CET for an insightful session on how to promote cycling in cities and regions. Teresa Vicente from Zaragoza City Council, Spain, Lead Partner of the Project Cycling Waterways, will be presenting on the topic of Behaviour Change in the Cycling Masterplan of Zaragoza.

The Bicycle Master Plan in Zaragoza aims to increase the presence of bicycles as a daily, sustainable mode of transport in the city and its surroundings. Key objectives include promoting sustainable mobility, ensuring cyclists' safety, and encouraging the use of bicycles over motorized private vehicles. The plan also integrates education efforts to foster a respectful culture for sustainable transport and to educate the population about the positive impact of cycling on urban mobility.

Zaragoza’s approach includes coordinated efforts in infrastructure development, security, and education. The plan's success can be seen in the increased use of bicycles: Zaragoza has nearly double the national average of cycling usage in Spain, with 19% of the population cycling regularly compared to the national average of 9%.

The current bike lane network in Zaragoza spans 155 km. Regarding the public bicycle system, Zaragoza operated a system of 130 stations and 1,300 mechanical bicycles from 2008 until 31 October 2024. Starting in January 2025, the city will introduce an electric bike system, expected to include 276 stations and 2,500 electric bicycles distributed throughout the city before the end of the year.

The most important factor in promoting cycling is creating a CYCLING CULTURE. Key elements for success include political and technical commitment, an integrated and cross-departmental municipal bicycle office, favorable regulations, the Bicycle Master Plan, public participation, and, of course, the provision of cycling infrastructure in the city or region.
