1st Interregional Policy Learning Event - SARDINIA

On 13 November - 15 November 2024, the second meeting of the consortium partners - Interregional Policy Learning Event - took place on the Italian island of Sardinia within the REWARD project. The regional government of the Autonomous Region of Sardinia was the hosting partners‘ institution for the meeting. The meeting was directed by the host institution and in cooperation with the lead partner of the project Savonlinna Development Department Services Ltd.

The project aims to retain and attract knowledge workers and their skills to support regional development. The theme of the project meeting was then university-industry colaboration, mutual exchange of experience and transfer of good practice on the topic.

On the first day, the partner organisations and their stakeholders visited the Sotacarbo research centre, located near the Sulcis coal basin. Here they were able to learn how the centre transforms traditional mining operations into innovative clean energy solutions, contributes to sustainable development and retains local talent through its activities. The visit thus showed how the region can use existing industries to foster innovation. In addition, there was an introduction to the ARIA project in the Nuraxi Figus area of Carbonia. This project is an example of how industrial sites can be revitalised into cutting-edge research facilities. Here, the conversion of former mining sites has been taking place, promoting economic development and attracting skilled professionals back to the region. An evening visit to the science and technology park in Pula was organised by Sardegna Ricerche. This visit showcased the collaboration between the CRS4 (Centre for Advanced Studies, Research and Development in Sardinia), universities and industrial enterprises. Here it was presented how the park develops innovation, supports start-ups and SMEs and creates a vibrant ecosystem that attracts and retains talent.

On the second day, the partner organisations and stakeholders met at the San Michele site, a medieval castle in the heart of Cagliari. Here, best practices of our Sardinian partners and other participants from the partner regions were discussed. Morning presentations by key Sardinian stakeholders showcased successfully implemented initiatives to combat the brain drain and promote sustainable development:

  • University of Cagliari: Professors Luciano Colombo and Fabrizio Pilo discussed their work on research, territory, and innovation, highlighting how academic institutions can drive regional growth.
  • CRP (Centro Regionale di Programmazione): They will present on regional planning and research projects for innovation, showcasing strategic approaches to attract and retain talent.
  • ASPAL: The agency will share insights about the Master&Back program and other regional initiatives aimed at talent placement and preventing brain drain.
  • Emilia Romagna Region: Representatives presented their policies for talent attraction and retention, providing a comparative perspective from another Italian region.
  • NODI: This presentation was about attracting Sardinian talents who work abroad or have returned to the island.

The meeting was an inspiring example of international cooperation aimed at strengthening regional development through innovation and talent support. Visits to innovation centres showed how local resources and traditional industries can be used to create modern infrastructure and opportunities. Presentations by each partner provided valuable insights on how to address the brain drain and attract professionals back to the regions. By working together and sharing best practices, the REWARD project is becoming an example of how to effectively promote sustainable development and create a strong base for future growth.
