On the Way Up
Description
The pilot action “On the Way Up” wishes to test adaptability of the good practice of AAR,the Staircase to Staircase model.The pilot action will improve the policy instrument by testing a new, more targeted approach of reaching and reintegrating vulnerable target groups.
The Staircase to staircase model has 3 defining characteristics:1)Holistic approach working with an interprofessional team;2)Relational approach working towards building a trustful relation with vulnerable families;3)Co-creation–the municipal employee and the family plan sustainable solutions together. HEE will be working on incorporating these approaches and testing their adaptability to their context.Firstly,a multidisciplinary intervention team will be formulated primarily from policy officers of the Municipality's social, economic and safety department and the neighbourhood managers of Heerlen North. The 30-40 families participating will also be identified and selected.
Intervention Team members then start working with the families in the neighbourhoods,compiling first an inventory of the current situation, needs of the families and the current approach used with them. Secondly and thirdly, the intervention team members will define the interventions needed together with the families, as well as identify which member(s) of the MIT can be connected to the family.
Detailed plan will be made for the pilot evaluation, defining outcome indicators, success chances and possible risks. Throughout the pilot,changes in the families will be recorded, describing the steps that led to these.
As evaluation a concise case study is to be compiled depicting the starting point,communication tools and techniques used and indicator values reached. Recommendations will be made for improvement, as well as the possibility of upscaling and replicating the pilot action, with specific focus on how to incorporate learnings into the targeted Heerlen North policy of HEE, as well as how to serve as example for PPs’ policy improvement goals.
