Reunion Island’s economy presents a mixed picture. The Gross Domestic Product (GDP) per capita stands at €23,800, which is 65% of the national GDP in 2019. Despite this, the island faces a high unemployment rate of 18% as of 2022, highlighting ongoing economic challenges. The cost of living is also notably higher, with expenses being 35% more than mainland France. 

The Digital Economy 

Reunion Island is home to a burgeoning digital economy with 250 digital employers, creating over 1,200 salaried jobs and supporting 1,100 independent digital workers. The island's digital infrastructure is robust, with a 95% Fiber to the Home (FttH) coverage rate and 99% 4G coverage. Three submarine cables currently connect the island to the global internet, with plans to add a fourth, enhancing connectivity further. 

The Role of the Reunion Regional Council 

The Reunion Regional Council plays a pivotal role in the island’s development, focusing on areas such as professional training, high school construction and operation, transport, regional planning, and economic development. It also manages European funds and intervenes in sports, tourism, culture, youth, international relations, and digital initiatives.

Since the COVID-19 pandemic, there has been an accelerated push towards digitalizing services for citizens, ensuring that the island keeps pace with technological advancements. 

Digitization Challenges and Focus Areas 

Despite its progress, Reunion Island faces significant challenges, including a low per capita income, a high unemployment rate, a strong illiteracy rate, and a predominance of very small enterprises (VSEs) and small and medium-sized enterprises (SMEs). To address these, the island focuses on building better education systems, fostering social empowerment, and creating greater economic opportunities. Improving the financing of public policies through European and French funds, particularly the European Regional Development Fund, is a key priority. 

Best Practices in Digitization 

Reunion Island has implemented several successful digitization initiatives. The public operator "Réunion THD" has nearly completed the deployment of optical fiber to reach less accessible areas, ensuring equal digital access across the island. The “Kap Numérik” digital check subsidizes website creation for small and medium-sized businesses, benefiting 1,800 companies with over €4.5 million in funding. Additionally, the digital pass provides access to digital support services for beneficiaries, with 31 associations and around 1,000 people benefiting from this initiative in 2023.
