Skellefteå Municipality's Responsible Digitalization group

Skellefteå Municipality, a partner in the Interreg Europe funded ENAIBLER project, is taking a proactive approach to ethical AI use. Through a series of meetings with AI system suppliers, they are gathering feedback on a newly developed RFI document.

This document outlines key questions for suppliers, focusing on:

• Clarity of requirements
• Relevance and appropriateness of requirements
• Allocation of responsibility for compliance

These questions are based on EU regulations and ethical principles for responsible AI.

Skellefteå Municipality, together with a research group at Umeå University, led by Professor Virginia Dignum, Professor of Responsible Artificial Intelligence, has developed questions that aims to achieve several goals:

• Develop a comprehensive AI procurement requirements catalog and policy for municipalities.
• Ensure responsible AI use that benefits residents and promotes equality and sustainability.
• Equip municipalities to set appropriate ethical and responsible requirements for AI-powered solutions.
• Leverage supplier expertise and vision for future AI development.

Skellefteå Municipality will use supplier responses to assess their capabilities and identify potential partners for future AI procurements. This initiative paves the way for more responsible and ethical AI adoption within municipalities.
