The transition from institutional to community-based services constitutes a key policy goal for the EU in line with the UN Convention on the Rights of Persons with Disabilities (UN CPRD), the UN Convention on the Rights of the Child and the European Convention on Human Rights. There are still over 1.438.000 persons living in institutions across the European Union; hundreds of thousands of persons with disabilities, mental health problems, older people or vulnerable children.

FABCOM aims to bring together public authorities and relevant stakeholders to exchange knowledge on improving regional policies on community-based and family-based care.

The impact sought is to build the organisational capacity of policy authorities to improve the design and provision of community and family-based care and ultimately lead to evidence based codesigned policy measures for strengthening social cohesion of European regions.
