On September 11, 2024, Ballyhoura Development CLG hosted a pivotal Regional Stakeholder Meeting in Kilmallock, Co. Limerick, as part of the ongoing INSPIRE project. The meeting brought together representatives from local government, statutory bodies, social partners, and community organizations to advance the Smart Villages concept and promote digital inclusion through the Social Inclusion and Community Activation Programme (SICAP).

With participation from Cork County Council, Limerick City and County Council, Teagasc, the Irish Farmers Association, various social enterprises and representatives from Community and Voluntary organisations, the event fostered a collaborative exchange of ideas. Each stakeholder contributed unique insights into rural development, environmental sustainability, education, and agriculture, highlighting the collective spirit of the Smart Villages initiative.

The meeting underscored the growing importance of digital solutions for rural communities and laid the foundation for future policy changes to drive local development. Key discussions focused on improving policy instruments, particularly SICAP, to foster digital inclusion across communities. Participants also explored knowledge exchange (KE) opportunities and good practices (GP) from both local and international sources.

Outcomes from the recent Kick-off Meeting in Poland also set the stage for future collaborations, as stakeholders recognized the need for enhanced funding and resources to support pilot actions improving digital access. A consensus was reached on the vital role of digital solutions in narrowing the urban-rural divide and promoting sustainable community growth. The focus on digital inclusion will become a key component in SICAP’s annual plan implementation.

The meeting concluded with a strong commitment from all stakeholders to actively participate in future knowledge exchange initiatives, share best practices, and continue efforts to adapt SICAP to better meet the digital needs of rural communities.
