Stakeholders meet for the 4th time in Andalusia

4TH ANDALUSIAN REGIONAL STAKEHOLDER MEETING ON REC

The Fourth Andalusian Stakeholders Meeting of the REC4EU project, organised by the Andalusian Energy Agency (AEA), in collaboration with the Andalusian Federation of Municipalities and Provinces (FAMP), held last 25th of February 2025 counted on the participation of 26 experts from the region.

The regional Stakeholders (see list below), actively participated in this online meeting.

  • representatives from the Andalusian Federation of Municipalities and Provinces,
  • municipalities running renewable energy communities as
    • Federation of Cooperatives and Coopernergias,
    • Renewable Energy Communities as Torreblanca,
    • provincial entities from Granada and Cadiz,
    • Council of Chambers of Commerce of Andalusia,
    • the School of Social Economy of Andalusia,
    • as well as Energy Companies

Opening Session
The opening session was led by Ms. Natalia Silvia Márquez García, Managing Director of the AEA, who put into context the framework for renewable energy production in Andalusia, with 2,700 new MW of renewable energy, reaching 14,500 MW of renewable capacity in the region.
This raises the question of even improving the objectives set out in the Energy Strategy for Andalusia 2030.
Ms. Márquez García also pointed out the figure of 1,000 new collective self-consumption installations in the last 4 years, as an intermediate step for the take-off of renewable energy communities.
As an important point, Ms. Márquez García also highlighted that on 24th February 2025 the Governing Council of the Andalusian Government approved an Agreement for the elaboration of a Roadmap on collective consumption facilities and energy communities for 2025-2026, with 1,000 new facilities that will represent 68 MW in 2026. This Agreement has included REC4EU as a tool to use within this Roadmap.
The General Secretary of FAMP, Ms. Yolanda Sáez Cuevas, one of the main stakeholders, also participated in the opening session, mentioning the role of Municipalities and Provinces within the 2030 Agenda and in view of the promotion of energy communities.

First session
During the first session, Mr. Joaquín Villar Rodríguez, Responsible for the REC4EU project at the AEA, presented all the activities developed so far during the project, including the welcoming of two new discovery partners from Albania and Serbia. 

Second session
Next, during the second session, Ms. Marisa Borra Marcos, Senior Expert and part of the REC4EU team at the AEA, presented the 11 Good Practices of the project translated to Spanish, focusing on the possibilities for benchmarking for Andalusia. 

Third session
The third session was an interesting interregional SWOT analysis, focusing on the economical, regulatory, social and technical aspects, presented by Mr. Joaquín Villar Rodríguez from the AEA.
The REC4EU team at the AEA continued sharing information on the project with the regional experts.

Fourth session
In the fourth session Ms. Borra Marcos presented the draft of the Engagement Path “How to activate participation in an energy community”, highlighting the reason for the engagement, the methodology used, the content, and requesting suggestions and information for finalising the document.

Fifth session
Finally, in the fifth session, Mr. Joaquín Villar Rodríguez from the AEA informed the participants on a wide range of REC4EU activities for the following semester, including the next stakeholders meeting, the interregional meeting in Bordeaux, and a regional event foreseen to be held in Andalusia in June 2025.

Time was saved for FAMP to present the LIFE-Smart project in which they participate as partners and where an interesting data base and communication tools are provided to municipalities and provinces for energy saving and renewable energy promotion.

The stakeholders expressed their interest in this regional working meeting and the coming activities of the REC4EU project, and to conclude all stakeholders reported on the latest actions carried out in their entities in relation to renewable energy communities.

The working session was closed by the AEA.
