Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
EU regional and structural policy programme, Innovation and Skills in Finland 2021−2027
ERDF) priority 1: Innovative Finland (ERDF) Specific objective 1.ii Reaping the benefits of digitalisation for citizens, businesses and for the benefit of public administration.
(ESF+)priority 4 Competent and inclusive Finland that provides work (ESF+): The objective is to support employment, skills, working life development, continuous learning and flexible educational paths.
Specific objective 4.h: Equal inclusion
prioESF+-priority 5: Finland of social innovations: The aim is to support the everyday lives and wellbeing of children who are clients of child welfare services and, in particular, those children and young people who are placed outside their home.
Specific objective 5.h: Safety nets for the future of young people Inclusion is promoted by ensuring that the services and structures to be developed are targeted the opportunities for affected children and young people to influence the content of the activities planned for them, implementation modalities and timing.
In South Savo, these objectives are implemented with the regional strategy and programme, as well as the smart specialisation strategy of South Savo which targets welfare, food, forest, water and tourism. One of the main priorities of the provincial programme is well-being of the people and the involvement and cooperation of the inhabitants and the public organizations.

The targeted policy instrument is implemented under the Territorial and Settlement Development Operational Programme Plus (2021-27) of Hungary, financed by ERDF and ESF+. The OP is primarily targeting PO5 (i) and (ii), including the following topics as interventions:
- Local economy development: development of industrial and tourism facilities;
- Liveable settlements: development of green infrastructure, social urban rehabilitation;
- Climate-friendly county: energy efficiency and sustainable urban projects.
The targeted policy instrument is an accompanying measure financed by the same OP, under ESF+: Priority 3 “the County taking care”. This priority is in line with PO4 h) “fostering active inclusion with a view to promoting equal opportunities, non-discrimination and active participation, and improving employability, in particular for disadvantaged groups”. Under this the following intervention is targeted: Local community and cultural, local sport and recreational spaces and services, health and social care developments under ESF+ (TOP_Plusz-3.1.3). The intervention aims at improving well being of population, maintaining local population, particularly the youth. Supported actions: acquiring market-oriented knowledge based on local traditions, development of entrepreneurship competences, methodological and organisational development of youth work etc. Services and purchase of equipment are supported.

The Strategic Plan 2021 – 2030 (the addressed policy instrument) was created to combine and harmonize the innovative actions promoted by Europe and the actions required by the need to overcome the historical obstacles to the development of Basilicata. Particular attention is paid to the new generations, and aims at countering the demographic decline and social impoverishment affecting marginalised local communities. An urgent issue addressed by the Plan is promoting demographic resilience, both in terms of health protection and employment policies for the young generations and the women -- mostly concerning our particularly disadvantaged inner, mountaineous areas. Also, the Plan is to ensure institutional integration and territorial cohesion in Basilicata, through the exploitation of endogenous resources, protection and enhancement of public & territorial assets for future generations, transversal actions aimed at digitization, education and training, research for businesses, inclusion & social equity, with particular attention to internal areas which, especially in the post Covid of national structural policies.
As a sectorally cross-cutting objective, the inclusion of target groups is seen generally useful and essential -- but the Strategic Plan has a particular objective under a section dedicated to “The actions of the priority integrated projects”, no. 8, “The reconsideration of the "internal areas", i.e. addressing the complex problems of the inner/mountaenous areas.

The Intervention Regulation is the Social and Solidarity Economy (SEE) policy investment programme based on the REDIIP, revised by consultation with local actors every 2 years during the SSE Regional Conference.
The 3rd priority of the REDIIP is to "place people and the balance of territories at the heart of development". The Region wants to enable new modes of entrepreneurship (collective governance, citizen involvement) and new ways of working together to adress social challenges. Therefore they wishes to contribute to increasing citizens' power to act.
To do it, the regional policy will be based on Guideline 3.6: "Strengthening SEE".
The legal status of SSE companies encourages stakeholders and beneficiaries of the territory to become actors in the decisions and orientations taken within their projects. And even beyond the legal structure, the SSE relies on a basic postulate of inclusive governance development by allowing everyone to express themselves.
By associating inhabitants, employees and partners in their creation and development, SSE companies try to respond in an innovative way to rural territories’ needs : loss of services and inhabitants, aging population, economic decline… Hence, such innovative practices of mobilizing local actors must be identified, supported and developed to make them the levers of tomorrow's changes.

The European Funds for Podlaskie 2021-2027 (FEdP) is one of the tools to implement the Development Strategy for Podlaskie Voivodeship 2030. It is a two-fund programme, co-financed by the ERDF and the EFS+. The main objective of the Programme is: Strive to become a well-developed and attractive region in terms of quality of life by using development potentials and state-of-the-art technologies as well as unique environmental assets, rich cultural heritage, high level of competences of the inhabitants and local initiatives. On 15 March 2022, the draft programme was submitted to the European Commission and it is not yet formally approved. It is expected to be adopted in Q3-Q4 2022. The programme envisages targeting, i.a., PO5, e.g. Measure 5.2 'Supporting integrated and inclusive social, economic and environmental development at local level, culture, natural heritage, sustainable tourism and safety in non-urban areas' through enabling local communities to initiate and implement development actions in a participatory formula, with the participation of local social, socio-economic partners and inhabitants. An important effect of the measures will be a permanent strengthening of the institutional potential of local self-governments and increase in the importance of local stakeholders and their influence on the socio-economic development of the region. This in turn will contribute to making the region more attractive for people who want to stay or settle there.
