Project summary
Circular economy is a systemic and global transition, but without local and organisational implementation, there will be no worldwide impact. New approaches, new business models, and different relationships with suppliers and supply chains lead to changes in internal policies and behaviour in organisations. Circular procurement pilots demonstrate circular potential but often fail to create real impact because organisations struggle with implementation. By adapting their governance to circular principles, public authorities and private companies can stimulate the creation of new jobs in value chains and among suppliers of goods and services.
The partnership offers a broad and balanced EU coverage with 10 partners from 9 countries, with a good mix of more-advanced and less-advanced areas. Circular Minds partners will benefit from interregional exchange and learning (interregional thematic workshops, study visits, etc.) to find current solutions and indicators for successful organisational change. Some of the areas of study are the supply chain, internal commitment to the solutions, or the involvement internal stakeholders. The partners will design and monitor policy improvements to develop governance-related solutions and build capacity among public authorities and local stakeholders.

What will this project change
Circular Minds seeks to drive change by embedding circular economy principles into regional governance and public procurement. By scaling up circular practices, the project aims to reduce resource consumption, minimise waste, and promote sustainable material use, contributing to better resource management and environmental health.
Through capacity building, it will equip public authorities, and stakeholders with tools and knowledge to implement circular procurement. This is expected to improve efficiency, reduce costs, and create new opportunities for innovation. By encouraging collaboration and the exchange of Good Practices, the project enables both advanced and emerging regions to adopt tailored circular solutions.
Above all, Circular Minds fosters a shift in mindset, encouraging organisations to recognise the broader impact of circular practices.
