Assessing the Landscape: Circular Minds Situational Analysis

As part of the Circular Minds project, each partner is tasked with developing a comprehensive situational analysis to assess the current landscape of circular economy practices within their region. This process is crucial for identifying key barriers and opportunities related to circular procurement, and understanding the organisational, regulatory, and cultural factors that influence these efforts. By gathering this information, partners can develop targeted strategies to integrate circular principles into public procurement procedures, ultimately supporting the transition to a circular economy.

The situational analysis begins with a structured questionnaire that examines existing organisational behaviours, procurement policies, and external factors impacting circular initiatives. Partners are required to work closely with local stakeholders to map out specific practices, identify challenges, and assess the capacity for implementing circular procurement. Through this process, partners will also explore the necessary mindset shifts and behavioural changes required to promote circularity in their region. The information gathered will serve as the foundation for developing a strategic action plan tailored to the region's unique needs and goals.

One of the key tools used in this analysis is the Mindset Indicators Framework, which helps partners track behavioural shifts and progress over time. By the end of the situational analysis, each partner will have a clear understanding of their region's starting point, the barriers they face, and a roadmap for future actions. This will not only help in driving policy interventions but also in fostering the necessary behaviour changes to make circular economy practices a central part of public procurement processes.
