A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Development Programme 2021-2027 provides the strategic direction for the development of Vidzeme region, reflecting on current & future territorial challenges (e.g., climate change, demographics, societal inequalities) and growth priorities. The programme provides the medium-term framework for region’s spatial development, with the aim to maximise the benefits of infrastructural investment and landscaping, ultimately contributing to environmental sustainability, resource efficiency, circularity, smart specialisation, social cohesion, quality public services. The programme is organised around 4 specific objectives and 12 priority areas ranging from sustainable housing and mobility to industrial transformation and green energy transition. Climate change holds a central place in the development programme, underpinning all the 12 prescribed priorities. CLIMATE will primarily address:

The Environmental Protection Programme 2021-2027 establishes the framework for rendering Stara Zagora an environmentally sustainable and climate neutral city, with the mission to create a thriving, healthy and risk-free living environment with sustainable and equitable development opportunities for all its residents. The programme is articulated around 4 axes to reach its environmental goals, which are further broker down into 8 strategic objectives and 76 actions. These include a) minimising GHG emissions and improving air quality, b) preserving the natural environment and biodiversity, c) promoting the sustainable use of natural resources and advancing circularity, and d) mitigating the effects and building resilience to climate change.
CLIMATE will primarily address:

The ROP of Ionian Islands 2021-2027 contributes to the strategic vision of the region to achieve smart, sustainable and inclusive economic/social development, and improve resilience to global challenges. The region’s development priorities include: a) reinforcement of regional competitiveness through digital transformation, innovative entrepreneurship, and investment attraction (PA1, 31.5M €), b) environmental protection, climate change adaptation and promotion of sustainable, multimodal urban mobility (PA2, 58M €), c) enhancement of intra- and inter- regional connectivity and upgrading of transportation infrastructures (PA3, 26.1M €), d) social integration, human resources development, and improvement of public (educational, health, social) services (PA4, 114M €), and e) sustainable and integrated spatial development (PA5, 51.5M €).
CLIMATE will address:

Measures: i) localised climate hazards preparedness and management plans with a particular focus on historical centres, addressing risk identification, vulnerability/impact assessment, mitigation and awareness raising issues, ii) flood management and erosion control infrastructures, iii) landslide precautionary measures, iv) coastal protection structures, v) preservation of cultural/natural heritage, vi) urban greening interventions.

The HSY Strategy 2030 outlines the organisation’s strategic framework to make Helsinki a sustainable, carbon neutral metropolitan area, resilient to climate pressures, based on a sustainable and socially inclusive approach that balances economic development with environmental protection. The strategy’s prescribed interventions have been articulated to address the most pronounced environmental challenges faced by the Helsinki region (flood risks, urbanisation, affordable housing, circularity), structured in 3 main priority areas: a) environmental responsibility (climate adaptation, low-carbon transition, circularity), b) working conditions and workforce development, and c) quality of life and improved public services. CLIMATE will address:

The Regional Programme 2021-2027 aims to advance sustainable development and support regional recovery from COVID-19, contributing to the attainment of Lombardy’s policy priorities that amongst others include climate change mitigation and preparedness. It is organised around 4 Priority Axes (PAs) and 12 Specific Objectives (SOs); climate neutral transition and measures fostering climate resilience are reflected as cross-cutting issues across all. CLIMATE will primarily focus on SO5.1 and SO5.2, but also drive improvements in SO2.1, SO2.2 & SO2.6, as follows:
PA4 – SOs 5.1 & 5.2: Nature-based and inclusive social, economic, and sustainable environmental development (€82.8M in total)
Relevant Actions: Nature-based solutions (NBS) for climate resilience; climate education and awareness raising; climate-focused community initiatives strengthening inclusion among vulnerable populations; capacity-building for public administrations’ staff in climate planning; preservation/restoration of natural ecosystems.
PA2 - SO2.1: GHG emissions reduction and climate-proof building infrastructure (€118.2M)
Relevant Actions: Prepare the building stock to endure weather-induced stress.
PA2 – SOs 2.2 & 2.6: RES promotion and resource efficiency (€110.2M)
Relevant Actions: Adaptation solutions for production/business processes (RES, sustainable models, materials’ recovery operations); support the proliferation of energy communities to enhance climate resilience and community engagement.

The Brussels Climate Plan outlines the city’s strategic framework to achieve a carbon-neutral urban environment resilient to the emerging climate hazards and deliver on EU energy and climate goals, emphasizing on a) decreasing GHG emissions by 40%, b) increasing RES share to 27%, and c) doubling the urban green spaces. The new Climate Plan (adopted on 12 December 2022 following an extended public consultation with over 3000 proposals from citizens & CSOs) places climate as a cross-cutting issue at the heart of public policy planning, prescribing 400 actions in 11 intervention areas. CLIMATE will primarily address the following areas:

Actions: Water storage containers, rainwater management, upgrades in sewage network, anti-flooding infrastructures for high-risk districts, water usage reduction in public areas

The Provincial Strategy on Spatial Planning & the Environment outlines Drenthe’s long-term vision to promote sustainable and socially responsible growth by fostering smart specialisation, green transition, and balanced spatial development. The strategy seeks to optimise the use of land and natural resources, promote efficient infrastructure networks and public spaces, and protect natural/cultural heritage, towards providing a sustainable, attractive, and climate-resilient environment to work and live in. The Strategy, reflecting the provincial challenges, strengths, and development opportunities, is articulated around 5 priority areas: a) spatial quality & land use management, b) smart, green & inclusive socioeconomic development, c) sustainable agriculture, d) nature management & environmental protection, and e) ecologically healthy, resilient, and adaptive water systems.
Given the multidimensional nature of climate governance, CLIMATE will address actions in all the above priorities, with a primary focus on:
PA1: Green spaces, afforestation, edge planting, preservation/restoration/adaptation of natural and cultural heritage.
PA2: Green and circular economy, environmental/industrial zonation, low-carbon mobility, renewable energy efficiency, energy upgrades in the built environment.
PA4: Nature areas management, biodiversity conservation, alien species prevention
PA5: Water quality, water retention and harvesting, groundwater protection, flood prevention/control systems

The Climate Strategy of Vas County defines the regional strategic approach to increasing preparedness and resilience to climate hazards and valorising the opportunities for smart adaptation and sustainable growth emerging from changing climate conditions. The County’s climate strategy, fully aligned with the recently updated national climate strategy, prescribes 4 mitigation, 9 adaptation, and 9 awareness raising & social inclusion objectives. Particular emphasis is placed on hazards management (heatwaves, floods), GHG reduction, built environment, ecosystems preservation, sectoral adaptation (agriculture, tourism) and climate information tools.
