Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Territorial Development Program of The Savinja-Šalek Region 2021-2027 includes a strategic and an operational part. The strategic part comprises an analysis of the region's development potentials, the identification of key development constraints and strengths, the development objectives and priorities of the region for the 2021-2027 programming period, and it defines the region’s development specialisation areas. The operational part of the regional development program contains the upcoming programmes, initiatives, and projects to promote development in the region, with a time and financial evaluation, and setting out the system monitoring, evaluation, and organisation of the implementation of regional development programme. In a broader sense, the programme refers to five key areas, with which it aims to define what the region should transit to in the following years: a) a smarter and more sustainable region, b) a low carbon region, a greener and more connected region, c) more social region, d) region with sustainable and integrated development, and e) region with a safe and just transition from a coal-intensive region. The program places special emphasis on the regional restructuring process, which is currently taking a full swing in the region as with the adoption of the “National strategy for phasing out coal” adopted in 2022, the state has planned to exit coal in 2033.

The TJTP IJmond describes the issues of the IJmond region and the way the region aims to realise the transition towards climate neutrality. Also, it describes the goals of the JTF programme for IJmond and the types of measures the region wants to invest: for example, innovation, infrastructure and labour market projects. It is possible to adapt the plan, but only after permission of the European Commission. Within the framework of the TJTP we can adapt the focus by setting new priorities in the national JTF regulation. In the JTF programme, 40% of the budget is dedicated to labour market activities, which is quite a challenge. Therefore, in COMMIT the Municipality of Rotterdam (MA Opportunities for West) would like to focus on this priority and will be leading the skills part of COMMIT.

The ERDF Programme for Extremadura, approved in December 2022, aims to boost economic development in Extremadura through investments that create jobs and foster growth. With the support of European Regional Development Funds, this program aligns with European policies and has several key priorities.
One of the most important aspects of the programme is the green transition. Through the COMMIT project, Extremadura will focus on providing tools that facilitate energy efficiency and the reduction of greenhouse gas emissions. The main goal of the project is to assist SMEs in their path to decarbonization, contributing therefore to a more sustainable Europe.
This effort connects with the first strategic objective of the regional agenda for Extremadura 2030: to create a sustainable development model that integrates the environment, economy and society. We aim to transform the region's business landscape into a greener and more circular model, with a special focus on the agricultural, agro-industrial, services, industry, and construction sectors.

The policy instrument addresses the following issues: negative demographic trends and reducing regional population differences; increasing the economic growth of the Bulgarian regions; promoting balanced territorial development through a polycentric network of cities, supported by integrated investments.
In the context of the COMMIT project, the focus will be on Specific objective 4: Opportunities provided for regions and people to deal with social, employment, economic and environmental impacts from the transition to the Union's 2030 climate target and a climate-neutral economy by 2050.
The support will be provided for:
- Productive investment in SMEs, including micro and start-ups, leading to economic diversification, modernisation, and reconstruction;
- Investment in digitisation, digital innovation, and digital connectivity.
The interventions will be done through Just Transition Fund. Economic diversification is one of the main priorities for the Stara Zagora region.

The Business and innovation strategy for Rogaland County Council describes both the principles of what role RCC shall take on and what business areas are to be given priority.
Principles:
1. Competence - Ensure that upper secondary education and higher vocational education matches the needs of businesses.
2. Willingness to adapt and change - Rogaland County Council shall be a driving force for restructuring and willingness to change. RCC shall contribute to better handling of climate change, resource scarcity and challenges relating to the green shift of the economy. All funding must be in line with this principle.
3. Cooperation and coordination - RCC must be the driving force behind increased cooperation between the municipalities, business, academia and other partners. It will be particularly important to further develop the clusters and to create a common direction for the policy apparatus.
Prioritised areas:
Three business areas defined based on our analysis of regional comparative advantages:
A. Energy and maritime

C. Tourism
RCC’s innovation funding therefore targets businesses with projects in line with Principle 2 (willingness to adapt and change) that either develop or make use of the abovementioned comparative advantages. Projects using combinations of these are given the highest prioritisation during the evaluation and selection process.

The policy instrument addressed, concern the Sustainable Energy and Climate Action Plan (SECAP) of Eordea Municipality in Greece. The Covenant of Mayors initiative takes a holistic approach to tackling climate change. This initiative is based on an integrated and participatory energy planning, in which local actors play an active role. Local authorities that sign the Covenant of Mayors initiative are committed to submitting a Sustainable Energy and Climate Action Plan (SACEAP). Through SECAP, local authorities focus primarily on reducing energy demand within their territory as well as promoting the use of local energy sources, aiming to support SMEs towards industrial transition. In SECAP, sectors such as the residential sector, the tertiary sector as well as the buildings, equipment and facilities of the Municipality, as well as the transport sector, are considered key axes of action to deal with climate change and green transition. The SECAP includes a number of actions, which will be implemented by the Municipality in order to reduce its CO2 emissions, by at least 40%, until 2030. The actions in question refer to: a) building sector (municipal and private), b) municipal lighting, c) transport (private – freight, municipal, public), d) agricultural sector, e) local energy production, f) bioclimatic interventions – land use regeneration, g) municipal supplies, h) management-type actions and i) collaborations between the Municipality, agencies and citizens.

Business Strategy for the Municipality of Aalborg (Aalborg Kommune Erhvervsstrategi)
Aalborg Municipality Business Strategy (DK) is a continuous policy with revisions every four years. It focuses specifically on businesses in the green transition, as well as the connection between the availability of the right skills and the development of the municipality. In seven objectives, the policy outlines how Aalborg Municipality creates development opportunities for businesses through local, regional, national, and international partnerships.
COMMIT will focus on the objective of Business development and Growth, which aims to decarbonise and create sustainable development and green economic growth in both new and existing companies in Aalborg Municipality.
Through the actions below, Aalborg Municipality wants to strengthen the collaboration between the municipality’s businesses and research institutions in order to create more competitive companies through innovation and the latest research, contribute to the green transition, and create jobs and economic growth.
- Focused efforts to enhance growth and competitiveness in SMEs through circular economy, digitalization, and internationalization;
- Promote collaboration between startups, established companies, and educational institutions to develop and scale innovative solutions;
- Guidance on circular business models and opportunities.
