Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Bicipolitana is an instrument focused on promoting cycling mobility in the metropolitan area of Bologna; it serves as one of the implementing tools of the SUMP. It aims to guide national funding towards targeted actions:
1. Completion of the Bicipolitana infrastructure: the core idea is centred around the importance of continuous and homogeneous cycling infrastructure at a metropolitan scale. Consequently, on one hand the entire infrastructure has been designed at the pre-feasibility project level since 2021, providing insights into critical issues, realization costs, and network hierarchization. This strategic approach helps direct available funding effectively. On the other hand, two tools have been developed to facilitate the application of standard solutions: a technical manual and a cycle road signs manual.
2. Cultivation of a bike-friendly culture: it aims to drive a cultural transition from the technical aspects of the Metropolitan Bike Plan to its communicative application, named 'Bicipolitana'. This involves an integrated communication campaign, encompassing a bike pride event, billboard campaign, podcasting activities, a commercial spot and various social events.
The initiative is supported by a georeferenced database of infrastructure and services, facilitating the monitoring of the increase in cycling infrastructures. Additionally, a targeted monitoring of cycling passages has been initiated, contributing to an overall and strategic assessment of cycling flows.

The Development Programme of the Kurzeme Planning Region for 2021–2027 is a medium-term planning document which aims to ensure a balanced and sustainable development of Kurzeme region. It includes in total 8 priorities for the integrated development of the region: dynamic knowledge, growth economy, green and safe development, attractive living environment, social inclusion, cultural potential and active society as a horizontal priorities.
The Development Programme also defines the directions of action, the development priorities, and the results to be achieved.
The Micromobility section of the Development Programme focuses on the development of the cycling route infrastructure and adjoining infrastructure as well as sustainable mobility; the Tourism section of the Porgramme calls for creating new (long distance) cycling routes and also specifically mentions the former railway lines (Greenways) that can be used for tourism purposes. The Action R 2.6.3. also calls for more cycling infrastructure as a support activity for business development.

Relevant activities within the Action:
- interventions in roads / streets will address the improvement of technical and functional parameters by introducing / reconfiguring a bicycle pathway (bikeway), a tram / trolleybus line, a traffic lane intended exclusively for buses / public transport, introducing or significantly widening sidewalks to encourage walking;
- improving existing PT stops, including the construction of new stops and intermodal terminals for public transport;
- development of parking and walking systems outside the city centres, integrated with PT.
All these are meant to contribute to the development of sustainable urban mobility in the region.
RP aims to improve MA capacity to develop sustainable urban mobility. Project can support development of interregional guidelines to apply & integrate sustainable urban mobility into regional investment priorities, GP exchanges & peer-learning. Higher quality & sustainable public spending meant to develop sustainable urban mobility (cycling especially) in the region.

The Climate and Energy Strategy of Blekinge is a regional strategy document, closely related to the national climate goals of Sweden. It describes the direction in which climate change mitigation efforts should be carried out in the County of Blekinge. The main regional goal is to reduce the carbon dioxide emissions by 50% every four years. In addition to this, four more focus areas with separate goals are included dealing with energy efficiency, renewable energy production, fossil-fuel independent transports (including strategies on how to increase cycling) and consumption-based emissions.
The strategy is meant to guide all stakeholders in Blekinge: municipalities, other public authorities, private businesses, organisations, and the general public. Other regional and local strategies and action plans are based upon the Climate and Energy Strategy of Blekinge, making it a central policy instrument for the county.

In 2014, Tuscany Region issued the new Rules for Territorial Governance (L.R. 65/2014) and in 2015 it approved the Territorial Address Plan (PIT); PL started revising its PTCP in March 2022.
The climate change requires contributing to the implementation of the 2030 Agenda by introducing specific innovative strategies within the new PTCP:
- to which municipal planning tools will conform
- coordinated with the sectoral, sustainable urban mobility plan (SUMP) for the Vast Area, consistent with the ELTIS guidelines, to
contribute to:
a) fight fossil energy and climate change
b) reorganise local public transport (LPT), hinging on PROLIV function of transport service planning, authorisation and control of private transport and its links to cycle routes and other sustainable transport modes
c) set strategies for the active protection of the territorial heritage and adaptation to climate change
On mobility, PTCP responds to the pivotal objective of the Green Deal. it envisages, the development of a cycle mobility system connected to the realisation of the Tyrrhenian cycle route, an infrastructure of national interest. The Vast Area SUMP addresses issues related to implementing innovative sustainable mobility solutions, expanding the bicycle network, introducing electric and hydrogen vehicles (incl. e-bikes) with related recharging infrastructures, and developing MAAS solutions also in weak areas, to encourage last-mile connections and bicycle/public transport intermodality.

The main aim of the Regional Cycling Policy of the Podkarpackie Region, hereinafter referred to as the Policy, was to develop a systemic approach to support cycling with an indication of the co-ordination function of the region. Document is intended to be a tool, which will support the implementation of measures connected with the construction of cycling infrastructure and will allow to carry them out in a co-ordinated and continuous manner.
The Policy is a basic document of the Self-Government of the Podkarpackie and other units of local self-governments located in the region, which on the one hand stimulates the development of cycling transport, defines its role and importance in the region, and on the other hand - determines the issues connected with the development of cycling infrastructure in spatial, planning, technical and organisational terms. Moreover, the Cycling Policy includes issues connected with promotional and educational activities in the field of cycling.
The policy is coherent with stipulations of the Strategic Programme of Transport Development of the Podkarpackie Region until 2030, which in a harmonious manner meets the requirements resulting from the need to ensure access to sustainable transport and the complementarity and coherence of transport subsystems taking into account the role of cycling and the infrastructure designed for their use. The programme focuses on the role of cycling especially in the context of multimodal and alternative transport.

The SUMP of the city of Deinze outlines a detailed plan, with measurable goals, to go to a more sustainable mobility. It describes the measures the city will take to make sure there is a modal shift from the car to more durable modes of transportation. The strategic goals of the SUMP are: increasing road safety and quality of life, ensuring accessibility, care for the environment, nature and health and increasing sustainable mobility. Some operational goals include an increase of cyclists with 25% (compared to 2018) by 2030, decrease of kilometres by car with 18%. To attain these goals, there are measures regarding walking, cycling, public transport and motorised vehicles. Regarding walking and cycling, the main ambition of the city is to create a dense network that connects different municipalities with each other and the city centre, thus providing a viable alternative for the car.

TSDOP Plus, as a centralized, national-level territorial development programme, has a complex regional development strategy that improves local conditions for the quality of municipal infrastructure and public services, economic development, employment, in all counties of Hungary. The programme primarily supports local municipality level developments, covering municipal infrastructure, municipal management and local public services, economic regeneration, job creation and expansion, as well as ensuring regional and local conditions for population retention and family protection, including the development of local economy and employment, local tourism, contributing directly to PO2 Greener Europe – A greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe.
The programme allocates more than 15% of its budget to integrated sustainable transport development actions. Under the relevant calls, amongst others, the following activities are eligible for support:
D) Sustainable transport development:
- Cycle-friendly improvements,
- Traffic calming, road safety, accessibility.
Under the key activity a number of optional cycling-related activities can be chosen which are not eligible for funding in their own right. It is important to underline that in case of implementing activities under “Sustainable transport development”, it is compulsory to conduct awareness-raising campaign promoting cycling and/or road safety.
