Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
OBJECTIVE,
The objectives of the LECC MOM are to reduce energy use, to increase the use of renewable energy sources and to implement mitigation and adaptation measures in public sector and for public infrastructure. Educational and information activities are planned for public and private sector: for public servants, schools, cultural and sport sector, .., for companies. Awareness raising activities are planned for citizen to empower them and help them with financial support where possible. Sectors such as buildings, industry , transport farming, agriculture and forest management are involved. The goal is to cut the CO2 emission by 50 % till 2030.
CHARACTERISTICS,
The policy has many data involved about energy use and climate situation in the country and in the region. The foreseen activities are quite detailed planned and involve the description of the activities, steps and timeframe for the implementation, responsible organisation, indicators to monitor the success and rough financial needs. The results of the implementation have to be reported to political decision makers once a year (to City Council)
PRIORITY OR MEASURE ADDRESSED
In the adaption action plan the priorities are to adopt to heat waves and to deal with torrential rainfalls, where greening the city and managing the water are seen as the only solutions.

European Funds for Mazowsze 2021-2027
Priority axis 2(iv): Supporting climate change adaptation and disaster risk prevention and resilience, taking into account an ecosystem approach
The following types of measures are planned:
• Equipment and infrastructure for disaster management,
• Increasing flood protection and reducing the effects of drought by retaining rainwater,
• Counteracting the effects of drought and heavy rains in urbanized areas through the use of green and blue infrastructure,
• Development of climate change adaptation plans.
The measures related to equipment and infrastructure for disaster management, retrofitting the volunteer Fire Department Units are considered a priority.
The measures/evaluation schemes dedicated to increase flood protection and reducing the effects of drought by retaining rainwater are planned to support the construction or expansion of open retention reservoirs, small water retention reservoirs and hydrotechnical structures, retention of rainwater, increasing forest cover and green areas. Counteracting the effects of drought and torrential rains in urbanized areas will prioritize the use of green and blue infrastructure.
Measures/evaluation schemes dedicated to increase the area of greenery will also be very important. The blue infrastructure related to the water management system will concern: water retention and elements of the water system aimed at collecting rainwater & drainage.

OBJECTIVE
Vision of climate change adaption in climate and energy plans is as follows: "The county's residents, businesses and public sector have successfully adapted to ongoing climate change".
Based on that target climate changes risks should be evaluated and corresponding measures, indicators and evaluation system is needs to be developed considering these risks (temperature rise, increased rainfall and resulting flooding, an increase in storms etc) to prevent possible damages to inhabitants and to infrastructure and buildings.

- increase in temperature and the resulting decrease in ice and snow cover, periods of heat and drought, changes in plant growth, the spread of alien species, unfrozen and excessively moist forest land that limits logging opportunities, changes in seasonal energy consumption peaks
- an increase in the amount of precipitation and the resulting floods, an increase in the volume of maintenance of drainage ditches and systems an increase in the volume of quarry water pumping, etc.
- an increase in storms and the resulting requirements for the durability of infrastructure and buildings and the ability to eliminate the consequences of storms.

OBJECTIVE
The plan is the main instrument for developing the climate adaptation work within the county. It suggests actions for the organisation of the county administrative board as well as for the municipalities. The aim is to reduce climate change vulnerabilities and strengthen climate adaptability. The plan includes specific targets that are linked to the suggested climate adaptation actions.
CHARACTERISTICS
It suggests climate adaptation actions that are going to be implemented during the period 2023-2027. The actions are divided into four categories; organisation (aiming to improve the capacity to manage climate change risks and increasing knowledge within each organisation), the built environment (aiming to adapt the urban environment and infrastructure), water (including water management and security) and rural areas (including agricultural sector, nature, biodiversity).

We want to develop effective ways to implement the climate adaptation plan which includes building knowledge, involving, and engaging stakeholders, providing support and leadership in the implementation of the different climate adaptation actions, and finally continually monitoring the progress.

OBJECTIVE&CHARACTERISTICS,
According to the policy instrument Roermond will:
• aim to be a green and healthy city where people can live, work, and enjoy recreational activities. Green spaces contribute to the quality of life and create a pleasant living environment.
• invest in improving the quality of existing green spaces, such as paying extra attention to tree maintenance and reducing paved areas.
• involve residents and other stakeholders in the development and maintenance of green spaces. For example, residents can participate in the design and upkeep of green areas.
• aim to increase green spaces in the city centre, such as by greening public squares and creating wall gardens.
• plan to use green spaces to combat climate change, such as by creating green roofs and reducing urban heat islands.
• seek to increase awareness and appreciation of green spaces among residents and visitors. This can be achieved through educational activities and effective communication.

However, the current green policy has proved unworkable in some aspects, and there has been insufficient attention given to the relationship between green spaces, climate, biodiversity, and well-being.
To achieve the goals set out in the Plan, an implementation program is being created which will explore funding and ways to calculate the anticipated
costs related to climate change, in order to make the city climate-resilient in the short and medium term.

OBJECTIVE
The Climate plan was prepared around the same time as the engagements for the Covenant of Mayors and the Local Energy and Climate Pact were taken (2021). It sets a baseline year (2005) for the emission inventory and the ambition to become climate neutral by 2050.
CHARACTERISTICS
It sets out a series of energy efficiency and renewable energy actions over the short, medium and long term; targeting various sectors such as mobility, buildings, public lighting, industry and renewable energy production. It also assigns the actions to be undertaken to the different actors involved, putting emphasis on cocreation, participation and sensibilization. As a catalogue of all necessary steps and policy measures to be taken, stakeholders to be included an projects to be launched, the path towards zero-carbon is completely calculated, in terms of both content and finance. The city therefore fully supports this plan.
PRIORITY OR MEASURE ADDRESSED
There is a clear need to ameliorate the adaptation side of the climate plan. Furthermore, there is a strong feeling that we need to wrap up the planning phase and that it is high time to take action. In order to realise our ambitions and projects, we need to find external financing and strengthen the involvement of our stakeholders. Getting in touch with the latest innovative approaches and scientifically proven methods and learning from other European best practices will enable us to implement climate action more efficiently ourselves.

OBJECTIVE
As capital city of Portugal, Lisbon has the responsibility of creating solutions to change and the ability to implement effective solutions and actions to respond to climate neutrality, adaptation and resilience to climate risks and inclusion, in terms of equity and transition. Therefore, the main objective of Lisbon municipality is to be lined up with those who live, work, study and visit Lisbon, to strengthen, readapt and act immediately in a global, transparent, fair and inclusive way.
CHARACTERISTICS,
This policy instrument aims to:
- Identify barriers and opportunities;
- Apply a portfolio of scheduled actions;
- Promote multi-stakeholder collaboration and multi-level governance;
- Monitor and evaluate the impact of climate actions;
- Present investment needs and financing mechanisms/sources.
PRIORITY OR MEASURE ADDRESSED
Main priorities:
- Reduce GHG emissions by 80% until 2030;
- Adapt the city to extreme weather events, based on increasing its resilience to climate risks and its capacity to respond to crises and shocks.
In cross-cutting terms, emphasis is given to training and information systems, as well as to governance and citizenship.

OBJECTIVE,
Silea’s SECAP is a flexible instrument that defines a long-term roadmap to reach ambitious objectives through actions of mitigation and adaptation to climate change. In fact, as for mitigation, the Municipality aims to achieve a 40% CO2 reduction in its territory within 2030 by improving energy efficiency and using renewables. As for adaptation, Silea aims to increase the resilience of its territory on complex issues such as mobility, energy, buildings, water management and environment.
CHARACTERISTICS
Silea’s SECAP is structured in two main parts: the first part contains an overarching analysis of the territorial context and of the programming plans and regulations at national and regional level. The second part contains the objectives regarding mitigation and adaptation to climate change and the relevant actions to achieve these goals within 2030. The SECAP entails an implementation phase and a monitoring phase, performed every two years, to check the progress of the action plan and fine-tune it.
PRIORITY OR MEASURE ADDRESSED
Silea’s priority is to make its SECAP an effective instrument to improve its strategy to manage the territory in relation to climate adaptation issues. In particular, it is interested in studying best practices in facing flooding, heavy rains, heatwaves and droughts to integrate the lessons learnt into its strategy. Another priority in this process is engaging key decision-makers and raising citizens awareness about these issues.
