Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Operational Plans are the instruments for implementing the Local Governments’ policy. According to the national legislation, Greek Municipalities have the obligation to develop Operational Plans for their policy making during the first year of the term of office of each elected local authority.
The targeted thematic areas of the OP of MoT through the DESICE project would be “i. Environment and Life Quality” and “iii. Local Economy and Employment”.
The Operational Plan of MoT incorporates consistently a number of actions regarding Circular Economy. The importance of Circular Economy has led the Municipal Public Consultation to develop a distinct action plan in order to enhance this adoption. More precisely, in the first thematic section “Environment and Life Quality” has established Measure 1.5 “Effective urban waste management” including actions such as:
Implementation of Circular Economy in Greece (Life, est. Budget 90.000,00 €),
• Pay as You Throw (RDF, est. Budget 1.246.000,00 €),
• POP Machina (Interreg, est. Budget 339.000,00 €) and
• Integrated Recycling Corner Program and a vast communication strategy investing in education and communication channels related to Circular Economy (National Funding, est. Budget 17.856.000,00 €).
The relative framework foresees any new action regarding circular economy may be intergrated in the already existed action plan. This could take place for this proposal (DESICE) if approved for funding, as well as for any new relative action.

The Economic Development Policy Plan for East-Flanders focuses on sustainable growth and development of our province. We match our measures with the UN Sustainable Development Goals, with the climate ambitions (climate neutrality by 2040) of the province of East-Flanders and with the food plan (Oogst-Vlaanderen) of the province.
East-Flemish entrepreneurs do not pay attention to adopting a long term strategy. A knowledge cluster where we deal with future challenges will resolve this. Sustainability is an important topic in this, to which various objectives within the policy plan are linked:
a) Actions on circular purchases and processes
b) Sharing economy, with a strong focus on initiatives that strengthen our society circularly, socially and ecologically
c) New market strategies for retailers on sustainability (e.g. the use of plastics) and circular economy
d) We aim to give the right example: in OOOST, the promotion centre for East-Flemish food products, we already pay attention to ecology and sustainability.
The PI is reviewed every 5 years. In 2024 the editing of the new PI (2026-2031) will start. It will mostly contain the same elements as the current document (2020-2025), with some small revisions. Once the new Policy Instrument is finished, EROV will inform the lead partner and the JS about this.

Regional development program of Gorenjska Region 2021-2027 was prepared with the purpose of harmonizing the develpment goals in the fields of economic, social, educational, public health, spatial and environmental, cultural development. The RDP Gorenjska Region 2021-2027 involves18 municipalities of south-western part of Slovenia. The main objective of the PI addressed by the project would be Objective 6.2 Gorenjska economy - innovative and sustainable. Creating jobs connected to the circular economy in the RDP of Gorenjska region involves implementing strategies and initiatives that promote sustainable practices, resource efficiency, and circular business models. The establishment and growth of businesses that adopt CE principles is emphasized. This includes companies involved in remanufacturing, refurbishment, and recycling. The Gorenjska RDP promotes sustainable construction practices, including the use of recycled materials and energy-efficient technologies. Support is offered to businesses for repair and maintenance services in strategic projects, contributing to the extension of product lifecycle. Within Gorenjska RDP collaboration is fostered between local enterprises, research institutions, and government bodies to identify and support CE opportunities and encourage businesses to adopt circular supply chain practices, creating opportunities for jobs in logistics, reverse logistics, and sustainable procurement.

Policy instrument addresses National Progress Plan task 1.9 "Increase the potential of cultural and creative industries and promote the development of new products and services based on creative content".
Two issues are addressed by the PI – (1) the potential of CCIs to create a high value-added economy and innovative social services is not being exploited without systematically and specifically growing the CCI sector itself, and (2) incomplete data monitoring of the CCI sector does not ensure effective and timely interventions.
This PI plans to intervene in the transformation of enterprises in the CCI sector by investing in the modernisation of the infrastructure needed to develop new, competitive cultural and creative services/products that promote the circular economy, and to incorporate circular economy solutions in their business processes, thus increasing their sales revenues, added value and competitiveness in local and foreign markets.
Foreseen activities under the instrument include: Establishing an accelerator for circular design solutions, raising competences and abilities to effectively develop and use the potential of CCI; to create conditions for the integration of business, education, science and culture: to develop networking opportunities, to establish a platform for cross-sectoral collaboration.
The activities are foreseen to be implemented throughout the territory of Lithuania.

In general terms, the NCI strategic plan represents a high-level policy tool capable of directing and orienting the priorities and use of resources of the ten municipalities that comprise the NCI.
The Strategic Plan deals with the main sectors of local planning, trying to promote participatory and shared solutions between local cities, citizens and stakeholders in the following areas of activity:

- Environment and natural resources
- Social health system

Specific Objective: The protection of the environment
and natural resources
Measure 1. Elaborate Sustainable Energy and Climate Action Plan (PAESC) of the NCI to improve the energy efficency of the public assets and raise awareness among business and individuals for reducing CO2 by 40% by 2030, also promoting circular economy and ecodesign
Measure 2. Establish coordination of environmental policies in the NCI for activities relating to waste and the circular economy, hydrogeological instability, energy efficiency, for the promotion of green spaces, urban regeneration and sustainable mobility.

The South Muntenia Regional Program 2021-2027 has as its general objective the stimulation of intelligent, sustainable and balanced economic growth and implements the strategic vision for a sustainable and balanced development of the region, completing the priorities and actions for its development from the Regional Development Plan 2021-2027, the Intelligent Specialization Strategy 2021-2027 and the Integrated Territorial Development Strategy.
Regional Specific Objective 1.4. Developing skills for smart specialisation, industrial transition and entrepreneurship
The region's transition to a circular, digitized, resource-efficient and climate-neutral economy, as well as the large-scale development of advanced technologies, entail the creation of new jobs, while other jobs change or even disappear.
Indicative actions:
1. Developing skills and abilities for smart specialization, industrial transition, circular economy and entrepreneurship at SME level;
2. Developing skills and abilities for smart specialization, industrial transition, circular economy and entrepreneurship at the level universities and CDI organizations / public authorities;
3. Development of the administrative capacity of actors involved in the development, implementation, monitoring, evaluation and review of RIS3 and MDA.
The above indicative actions will be financed in the fields of smart specialization at the regional level. Circular Economy is a smart specialisation sector of the RIS SM 2021-2027.

The development strategy is an agreement of the eight local governments of the county and partner organisations drawn
up under the coordination of the Association of Municipalities of Tartu County.
Desired state: Tartu County is smart and adaptive. It moves towards climate neutrality and ensures good living conditions for people and, by valuing biodiversity, for all wildlife in the context of both climate change and social development.
Measures to achieve the desired state:
M2.1. Implementation of circular economy principles
M2.2. Creating prerequisites for renewable energy deployment and carbon sequestration in landscapes
M2.3. Developing green communities and raising environmental awareness
M2.4. Planning and building the infrastructure necessary for the functioning of a sustainable living environment
Actions:
1. Carrying out the duties of the sustainable development advisor across the county.
2. Mapping and analysing the potential of the circular economy, drawing up the circular economy road map for the county.
3. Creation of circular economy cooperation platforms, including the involvement of entrepreneurs in fulfilling the climate goals of the county.
4. Development and implementation of the green label system for the entrepreneurs of the county.
5. Creation, development, and support of value chains for handling different types of waste.
6. Preparation of an action plan for the valorisation of the bioresources of Tartu County.
