DETOCS: 3rd Stakeholders’ meeting – Campobasso

Following a meeting held in Campobasso, Italy on February 27, 2024, stakeholders were presented with the results of a comprehensive SWOT and PESTEL analysis aimed at driving sustainable tourism development in the Campobasso area. Key questions were submitted to stakeholders via a Google questionnaire, addressing critical economic, environmental, legal, political, social and technological factors.

The responses were analysed using the Eisenhower matrix, revealing that all proposed actions are both important and urgent. The analysis pinpointed the most pressing needs in Campobasso, highlighting the necessity to address environmental concerns, particularly through innovative policies targeting the decarbonization of buildings, including tourist facilities. A significant focus is the Creation of Energy Communities and incentives for installing solar panels.

To promote renewable energy use and circumvent bureaucratic hurdles related to landscape constraints, Campobasso is developing Renewable Energy Communities. These communities enable various structures, particularly those unable to install their own photovoltaic systems, to participate in the tourism sector's decarbonization efforts as consumers. The public administration supports this initiative by making its renewable energy plants available, thus fostering the creation and expansion of these communities.

The DETOCS project stakeholders are actively engaging with representatives from various municipalities in the Campobasso area. The goal is to inform, support, and raise awareness about the benefits and functioning of Energy Communities.

The analysis also underscored the need to enhance infrastructure connectivity between Campobasso's small municipalities and associated accommodation facilities. Key initiatives include:

  • Free provision of electric bikes and scooters for tourists to explore the city and nearby municipalities.
  • Subsidized electric vehicle rentals for tourists traveling to more distant municipalities.
  •  Installation of electric vehicle charging stations across the territory.
  • Local businesses and accommodations supporting clean vehicle use by providing charging points.
  • Renovation of the Campobasso terminal station to serve as an innovative and traveller-friendly hub.

To further improve connectivity and mobility, an Intermunicipal Urban Strategic Mobility Plan (PUMS) is being developed. This plan aims to enhance connections among the 14 small municipalities in the Campobasso area, promoting efficient and environmentally friendly travel.

The MediAree project, involving multiple municipalities in the Campobasso area, seeks to establish common guidelines and a new multilevel governance model. This collaborative approach, developed in partnership with local actors, aims to enhance the urban dimension and promote sustainable development across the region.

The concerted efforts in Campobasso highlight a strong commitment to sustainable tourism development, with a clear focus on environmental stewardship, enhanced connectivity, and collaborative governance. These initiatives are set to transform the area into a model of sustainable and innovative tourism.
