Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The 2 selected specific objectives (SO) from Programme 2021-27 Attiki are:
SO4.8 (ESF+) Fostering active inclusion with a view to promoting equal opportunities, nondiscrimination and active participation, and improving employability, in particular for disadvantaged groups & SO4.3 (ESF+) Promoting a gender-balanced labour market participation, equal working conditions, and a better work-life balance including through access to affordable childcare, and care for dependent persons
Specific activities selected for the project described in the SO4.8 are through interventions to strengthen social integration agencies, strengthening active social life and combating exclusions, mostly combating Digital Exclusion for the elderly (Actions to become familiar with ICT for use in everyday life and removing blocking).
Specific activities selected for the core SO (SO4.3) connected with the project focus are related the strengthening of the participation of women in the labor market in Attica and in particular the support of employment, of their careers and entrepreneurship.
The core characteristics of both SOs will be also influenced from EU projects that ROA participates to bring in various good practices that have strong transfer potential for the selected target groups.
The Region will also try to strengthen the social cohesion of the territories affected by the financial & green transition, since various structural social level problems arose the last years.

The ROP: European Funds for Podkarpackie Region 2021-2027; European Funds for Podkarpackie Region 2021-2027 is one of the 16 Regional Operational Programmes in Poland co-financed by the European Regional Development Fund (ERDF) and European Social Funds (ESF) under the European Union's (EU) cohesion policy. The main objective of the Programme is the development of the economy and improvement of the spatial accessibility of Podkarpackie Region.The project fits exactly into priority VII. HUMAN CAPITAL READY FOR CHANGE (ESF +)
Main aim of priority: supporting integrated and inclusive social, economic and environmental development, in particular disadvantaged groups. One of the specific objectives of this priority is to support active social inclusion in order to promote equal opportunities, non-discrimination and active participation, and to increase employability, in particular of disadvantaged groups, including through activities improving digital competences.

Badajoz Provincial Council's Strategic Plan Of Grants serves as the entity's tool for implementing public policies, indicating funding sources and control mechanisms, thereby enhancing transparency, simplification, and management. It has three main objectives:
Provide a planning instrument for public policies to promote activities related to the council's competencies.
Define uniform management tools to improve grant effectiveness and efficiency across different delegations and areas.
Enhance transparency, public information access, and governance to ensure compliance with existing regulations.
The Plan aims to:
- Enhance provincial and municipal services, particularly basic ones, to drive productivity, competitiveness, and employment.
- Safeguard rural and natural environments to improve well-being and bolster sustainable sectors.
- Tackle social exclusion through awareness, empowerment, and support for volunteerism and community networks.
- Boost tourism's economic impact in the province and municipalities.
- Aid impoverished areas via solidarity projects and citizen awareness efforts.
- Promote gender equality while combating discrimination and violence against women.
Achieving these goals requires cooperation among institutions, associations, and public/private groups and leveraging available funding at local, regional, national, and European levels.
The strategic grant plan is approved annually, and Digin Europe outcomes will contribute to improve it every year.

The objectives are to exploit the potential of the e-transition to ensure the best possible working and living conditions, and to address major societal challenges (ageing population, for example)
The key priorities and measures are:
(1) Digital transition and societal development. Currently a large number of citizens experience digital exclusion, and the aim is to reduce digital exclusion from 15 % today to 0 % during the planning period 2023-2029. There is a need for measures and competence development in the broadest sense
(2) Digital competence - Digital inclusion is addressing how we can ensure that all residents have sufficient digital competence to take part in digitization and being able to make use of new digital services
(3) Digital infrastructure. The last 5 % of the households in the Vestland region must also be included and have equal conditions to take part
Example of specific thematic area: E-health and welfare technology
The demographic development with an increasing elderly population has put great pressure on health and the care services. Today's health services cannot be delivered in the future without a large degree of digitalization. This area stands out as a particularly good example of the benefits of digital transition. Vestland has implemented a broad partnership including all the 43 municipalities in the Vestland county. This partnership has for several years implemented actions for digital inclusion of elderly people and people with special needs
The key priorities and measures are:

The Roadmap addresses the two dimensions of digital inequalities:
- Preventing or remedying individual harms caused by the digital transformation: risks of social disengagement, missed opportunities due to limited digital access or use, potential loss of social rights, administrative difficulties, financial risks or moral damages, as well as social isolation and reduced access to services.
- Preventing or remedying societal risks arising from the digital transformation: digital inequalities that, even if they do not cause immediate individual harm, pose a threat to social balance, such as the loss of interest in public debate, the disappearance of a common reference framework on democratic rules and facts, and the challenge to expertise by online users
To reduce these digital inequalities, the policy instrument enables 172 local organizations to carry out field actions to:
- Train people in practical digital skills and culture. For example, the ALADDIN project trained 2,600 vulnerable individuals in using email, identity, and security since 2021.
- Provide direct assistance to the most vulnerable who are and will not be autonomous : for instance, the 48 “Conseillers Numeriques” have assisted 34,550 individuals since 2021.
- Equip people in need to acquire digital devices: 300 refurbished computers were donated in 2023.
These actions are currently carried out by organisations supported by Bordeaux Métropole and through combined programs such as the "Conseillers Numériques”.

In February 2021, Assembly of Zenica-Doboj Canton adopted an integrated, multi-sectoral strategic document, Development Strategy of Zenica-Doboj Canton 2021-2027. This provides the basis for defining public policies and directs the development of ZDC.
Several measures and strategic projects included in the Development Strategy of Zenica-Doboj Canton 2021-2027, which are aimed at developing digital capacities and enhancing digital skills, the essence of digital inclusion:
• Within Measure 2.1.2. Increasing the level of employment, with a special focus on increasing the employability of vulnerable groups in the labor market of Zenica-Doboj Canton, there are strategic projects:
o 2.1.2.6. Development of training programs for vulnerable groups;
o 2.1.2.11. Promotion of programs and awareness for socially marginalized individuals.
• Within Measure 2.3.6. Reducing poverty and social exclusion, there is a strategic project 2.3.6.6. Creation of an Action Plan for Social Inclusion in the Zenica-Doboj Canton, which may also relate to digital inclusion.
The Audit Office of the Institutions in the Federation of Bosnia and Herzegovina concluded (Draft Report, April 2024) that our strategic document did not pay enough attention to vulnerable people such as the elderly, people with disabilities, parents of children with disabilities, women, young people, young people without parental care, Roma, ethnic minorities, residents of remote rural areas.
