Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Policy instrument further developed is the Social integration strategy for the municipalities of Alajärvi, Evijärvi, Lappajärvi, Soini and Vimpeli. The strategy has been approved in 2023 by all the five municipal councils. The strategy includes an integration and service path for the international immigrants coming to the area.
In the strategy there are specified guidelines for EUMCs. The information and integration service path consists of information about work, housing as well as civic level practices for the needs of the immigrant. However, the development of these practices is still at its early stage and there is a need of deeper co-operation of the key stakeholders to further adapt to the EUMCs practices.
The current policy instrument is aimed to further develop (at least but not exclusively) in the following way, mid-term review taken into account:
• Information provided in the social integration strategy made more accessible to the EUMCs and relevant stakeholders (mid-term)
• Through exchange of experience good practices especially related to support in the migration process and language barriers developed (mid-term)
• Further development of the social integration service path for the needs of the EUMCs. This entails identifying and reaching all the relevant stakeholders and interest groups and recognizing their differentiated roles in the process to create synergy.

Objective:
The ERDF programme 2021-2027 West Netherlands aims to improve the economic power of the western part of the Netherlands, focusing on an economic and a social component. Sustainable urban development is part of the program, with the goal of integrated social, economic, ecologic/sustainable development, cultural heritage, tourism and safety in urban areas. In The Hague, the neighborhoods of concern are Haagse Hout, Centrum, Laak, Den Haag Zuid West, Scheveningen Haven, Ypenburg, Westvlietweg and Forepark.
There are area-specific incentives and support among residents and companies that have difficulty keeping up with social challenges and transitions. The best solutions for the environment through a new social innovative approach.
Measures addressed:
The aim is to bring Europe closer to the citizens by sustainable and integrated development of these areas. The areas are selected because of the on average lower social economic position of the inhabitants. There is a need for an extra impuls to activate these citizens. We see that the inhabitants of these areas are failing in participating. The goal is to activate most of the citizens in these neighborhoods.

This strategy is a strategic framework that aligns the efforts of public authorities, NGOs, educational institutions, and economic organizations to ensure the sustainable integration of migrants and promote equal opportunities. It is implemented to promote the social and economic inclusion of migrants in Segarra County by reducing inequalities, facilitating access to essential information, and strengthening the links between local communities and migrants.
At the regional level, the strategy is establishing a regional committee for coordinating the implementation of the strategy, composed of representatives from public institutions, NGOs, and migrant communities. There is constantly monitoring progress by collecting data and feedback from migrants and local communities. At the local level it is creating community support centers in Guissona and other areas of Segarra to provide information and personalized counseling for migrants and integrating a pilot professional training program in collaboration with local companies to enhance migrants’ employability. Guissona plays a central role in the implementation of the strategy, due to the high concentration of migrants and the need for quick, well-adapted solutions to the local context.

Objectives:
- The Economic Development and Industrial Change: promotes industrial diversification, particularly in the health industry, and supports the flexible restructuring of existing businesses while fostering new ones. The policy targets crisis-proof job creation.
- Infrastructure Development: Prioritizes the development of both traffic and industrial infrastructure to support the city’s growth and connectivity.
- Education and Training: Enhances local education systems to support new industrial orientations, with a focus on health-related and technological fields. This includes vocational training systems, cooperation with international universities, and non-formal education programs. The programs aim to include all workers of all levels from all backgrounds.
Mid-term objectives:
After two years, the economic development and industrial change of Szombathely needs to be more inclusive with established Information and Resource Availability Points; Job Matching and Skill Development Programs; and Community Engagement Initiatives. Finally, EUMCs need to be able to have easy access to services through Digital Platforms.
These elements combined aim to ensure that Szombathely can provide a quality environment for its inhabitants and businesses from across the EU, making it an attractive destination for development and innovation.

In 2018, Ninove Municipality launched a welcome policy for foreign-born residents. A bridge figure recruits and conducts welcome interviews, familiarizing newcomers with the community, language, and integration expectations. Ninove has noticed that EUMCs are underrepresented and often do not show up for the appointment with the integration service. They often work long hours, also on Saturdays, and are not obligated to register at the integration services.
One of the instruments of the policy will be a Welcome App to inform EUMCs interactively. The app will be part of the Welcome Policy. Inspired by the Welcome app of the city of Mechelen, Ninove will build the Welcome Policy App, through the exchange with partners, and via the main employers in Ninove. The role of the partners and stakeholders will be crucial to gain insight into which type of information, the format and the communication strategy we should apply for the local integration application.
The advantage of this Welcome Policy is that the newcomers are proactively contacted before they have built up questions and problems, they feel welcome and accepted in their new municipality and the bridge figure speaks the most common languages. The municipality will monitor the information obtained from data collection in a registration system and evaluate the policy and the app as an instrument.

Cluj-Napoca’s overarching strategy, the Metropolitan Cluj Migration Stategy (MCMS), is part of the larger metropolitan foucs which prioritize green, digital, and resilient urban development.
From a policy perspective, the MCMS serves as a dynamic social laboratory that provides essential insights into key aspects of migrant integration, such as access to services and impact of the administrative and social policies on their well-being. This evidence driven approach directly contributes to developing policies on labour market integration, traffic safety, climate change, etc recognizing migrants as members of the community. The One Stop Shop (OSS) is an integral component of the broader Metropolitan Cluj Migration Strategy. By piloting actions and collecting real time data, the OSS actively informs the development of future policies, ensuring they are responsive to the evolving needs of migrants, as well as host community members.
The the MCMS and the OSS are also mentioned in the National Immigration Strategy of Romania, as well as in the Asylum, Migration and Integration (AMIF) Fund as a key element that may further feed the development of policies at both national and local level. Thus, bridging the local policy innovation with national strategic frameworks, the OSS will not only enhance the support provided to migrants, but will also strengthens the institutional capacity of Cluj-Napoca to respond to migration dynamics in a structured and sustainable manner.

- organization of joint task forces with the diplomatic missions, the universities, private companies, Municipalities and vocational training organizations.
The Specific Objective 'Social Europe' contributes to enhancing the socio-economic integration of EUMCs through this program. To the purpose of EUM POWER, the instrument should put in correlation with mobility priorities whose main objectives are developing and enhancing sustainable, climate-resilient, smart and intermodal national, regional and local mobility, with better access to the TEN-T trans-European transport network and cross-border mobility.
