What it will be about
The digital transformation of public authorities is an important step towards delivering more citizen-centred and user-oriented public services.
This workshop is co-organised and co-hosted by Interreg Europe and the European Commission, thanks to the connections and exchanges made between DG DIGIT and JRC.
In November 2022, the Commission proposed the Interoperable Europe Act, aiming to enhance interoperability within the public sector. Interoperability empowers administrations to collaborate, ensuring that public services operate seamlessly across territorial, sectoral, and organizational boundaries.
The private sector plays an important role in the digital transformation, more specifically, “GovTech” covers all the technological solutions that are transforming public services. Many start-ups and innovative companies are part of this sector, working for governments.
The study visit to GovTech Lab Lithuania (good practice featured in iBuy) and to an innovative start-up will allow participants to gain hands-on knowledge of innovative initiatives and public-private partnerships for institutional innovations.
Many Interreg Europe projects are working on unlocking the potential of digital transformation through interregional cooperation and exchange of good practices.
What to expect
The first part of the workshop is dedicated to plenary sessions around the two chosen macro-topics: interoperability and GovTech.
In the afternoon, participants will dive into focus groups around concrete solutions and initiatives to further explore the topics and discuss with peers. For instance, Snap4City is a framework for cities and companies engaged in the digital transformation process. While the upskilling of public administrations is an essential step to unleash the benefits of digitalisation and interoperability of the public sector.
This workshop will capitalise on the Policy brief on digital transformation of public services, as well as on previous webinars such as “AI for local authorities and policymakers” (Nov 2023), “GovTech and the Digitalisation of the Public Sector” (Nov 2022), “Pre-commercial public procurement” (6 June 2023).

What is the Policy Learning Platform
The Policy Learning Platform is the second pillar of the Interreg Europe programme. It aims to facilitate policy learning and the exchange of knowledge among regional and local authorities in Europe.
The platform provides a space for policymakers to share good practices, exchange experiences and work together to improve policies at the regional and local levels.
The platform provides information on various topics through publications, events and direct communication with experts. Community members can use services for free if they need tailored advice on policy challenges.
