A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Climate Plan (CP) will start a review phase in 2022. The two main objectives of the plan are carbon neutrality and the resilience of the territory, the actions addressed in the plan are aligned with the objectives of the Paris Agreement of pursuing the effort to limit global warming to 1.5°C. In this context, the CP targets several actions to accelerate the energy renovation of buildings, the supply of RE, and the development of innovative financing tools for the ecological transition of the territory.
The actions and the objectives of the CP demand an important engagement from the other actors present in the territory. The city needs to be in the capacity to work with the citizens, economic actors, and other public institutions to achieve the goals of the policy instrument. In this sense, the city aims to develop strategies with the surrounding authorities to develop group strategies to maximize the potential impact of the actions to be executed.
In terms of energy targets, the CP sets an ambitious target of 100% RE, 20% of which is produced locally. To produce photovoltaic energy, 20% of Parisian roofs to be equipped with solar installations by 2050. For geothermal energy, the city expects to produce 330 GWh additional and to launch public initiatives to support recovered energy projects. The CP also covers the topics of buildings and urban planning, mobility, sustainable consumption, resilience, and citizen engagement.

According to the Law on Energy Efficiency (Official Gazette 127/14), Međimurje county (MC further) is obliged to adopt an energy efficiency action plan, a planning document a three-year period which must be harmonized with the National Energy Efficiency Action Plan and MC Development Plan. It determines the implementation of the policy for improving energy efficiency in the county.
The central document is the Development Plan of MC developed by REDEA. It defines the adoption of a numerous regional and local sectoral strategies, and represents a common vision and action plan of all entities from the public, private and civil sectors in the County. The supporting document is the Action Plan, which defines specific projects and activities that will contribute to the achievement of strategic goals, priorities and measures of MC Development Plan.
Current MC Energy Efficiency Action Plan for the period from 2022 to 2024 was prepared by MENEA, Međimurje Energy Agency, prior to County Development Plan finalization and without consulting relevant stakeholders, REDEA among them. REDEA funded along with MC in 2008 MENEA from the program Intelligent Energy – Europe (IEE). There are all together 13 measures addressed in the MC Energy Efficiency Action Plan for the period from 2022 to 2024. The measures are focused only on public buildings, transport systems and railways infrastructure. Current action plan needs to be revised and MC Development Plan and learnings from project Express.

The Regional Strategic Programme (POKAT) is a statutory regional development programme that must be considered by all the authorities of the region. It is the most important regional strategy, which states the regional development objectives for a four-year period. POKAT consolidates EU, national, supra-regional, regional as well as municipal and local level strategies. It steers the use of the EU funds and other resources allocated to the region. The strategy is prepared in a multisectoral approach involving several regional stakeholders and it is approved by the Regional Assembly. The programme has specific focus areas that reflect their significance to the region. Climate resistance and energy self-sufficiency are objectives of the current POKAT as North Karelia has a goal of becoming energy self-sufficient by 2030. The programme 2021-2025 refers to the needs of cutting the use of fossil oil and developing locally available hybrid solutions of renewable energy production, hydrogen economy and circular economy-based solutions together with the increase of energy efficiency. The current version of the programme was published in December 2021. Since then, the geopolitical and energy sector environment has changed, which requires North Karelia to look for new ways to ensure a secure supply of renewable energy. The learning outcomes of EXPRESS will be used to improve the programme to consider the current operational environment and to speed up the energy transition.

The Regional Spatial and Economic Strategy for the Southern Region in Ireland is a 12-year strategic regional development framework. It establishes a broad framework for the way in which the society, environment, economy and the use of land in our region should evolve. The Regional Spatial and Economic Strategy provides a long-term, strategic development framework for the future physical, economic and social development of the Southern Region and it includes Metropolitan Area Strategic Plans to guide the future development of the region’s three main cities and metropolitan areas – Cork, Limerick-Shannon and Waterford. The policies in the Regional Spatial and Economic Strategy are structured under Regional Policy Objectives and Metropolitan Area Strategic Plan Policy Objectives. In particular, our focus will be on the Regional Policy Objective 98 which aims to support the development of the Regional Renewable Energy Strategy with relevant stakeholders. While informed by national, EU and international policies, the Regional Renewable Energy Strategy is driven at the local level by elected members, local authorities, stakeholders, community groups and organizations such as the South East Energy Agency. The Regional Renewable Energy Strategy will identify high-level requirements and policies.

The Sustainable Energy and Climate Action Plan (PAEDC) is the commitment document of the Alba Iulia local public administration to reduce CO2 emissions throughout the municipality, according to the voluntary targets assumed by its accession to the European initiative of the Convention of Mayors for Energy and Climate. The current PAEDC includes most of the measures of the previous version of the plan, but it has been extended to 2030s as includes new measures to take into account the general evolution of the city, in order to meet the objectives of reducing greenhouse gas emissions by increasing the energy efficiency of buildings in homes and in the tertiary sector, the sustainability of the urban transport system, the modernization of the public lighting system and the production of a significant part of the energy needed from renewable sources, while contributing to increasing the quality of life and competitiveness.

The Regional Development Programme of Hajdú-Bihar County provides a framework for the county's development scheme for 2021-2027.
This medium-term plan describes the development priorities, defines the specific interventions/measures to be implemented and reviews the framework/conditions for implementation. This policy serves as the underlying regional strategic document for the definition of the national Territorial and Settlement Development Operational Programme (TSDOP) that provides the funding for the implementation of measures defined at regional level by the 19 Hungarian county governments.
The objectives include a specific priority dedicated to climate adaptation and climate protection in the county (Priority 2) with relevant measures:
- Strengthening the use and increasing the share of renewable energy in the sector
- Developing district heating systems by increasing the share of renewable energy
- Incorporating renewable energy use in the energy upgrading of buildings
- Creation of renewable energy parks
- Establishment of municipal and regional energy communities and energy depots
- Increasing the use of renewable energy by setting an example that can have a positive impact on public attitudes and encourage investment by the general public. By ensuring a just transition to a green economy, environmentally friendly technologies should also be made available to disadvantaged areas and populations, thus helping to increase energy self-sufficiency in the county.

The Operational Programme of the European Regional Development Fund 2021-2027 (ERDF PR) of the Marche Region aims, as main objective, to contribute to the recovery of the economic and social fabric, promoting the sustainability of investments in the Marche region. It therefore intends to contribute to the achievement of Europe 2030 Strategy and the objectives of the European Green Deal, which at local level are set out in the Regional Strategy for Sustainable Development. The contribution of the Programme is made through the promotion of smart, sustainable and inclusive growth. The ERDF Programme 2021-2027 involves the Marche region in all its extension and includes 3 strategic priorities (1 - A smarter and more competitive region, 2 - A Greener Region, 5 - A Region closer to the citizens), articulated in 12 specific objectives: 2.1Promote energy efficiency, 2.2 Promote renewable energy in accordance with the Renewable Energy Directive (EU) 2018/2001, including the sustainability criteria set forth therein 2.6 Promote the transition to a circular and resource-efficient economy.

European Funds for Podkarpacie Region 2021-2027 is managed by the Marshal’s Office of Podkarpackie Region – the Government of the Podkarpackie Voivideship and the Policy Maker. It is financed from the Eastern Poland Programme for 2021-2027. The main features include infrastructure investments to mitigate climate change, improvement of transport accessibility and circular economy. Other challenges in the 2021-2027 perspective are innovation, digital technologies, air pollution, climate change, railways, public transport and commuting zones. Great emphasis will be placed on renewable energy activities. Among the 9 Priorities, the focus is on labour market and social integration. The area of Clean Energy and Environment (Priority II) objective is supporting the transition to a low-carbon economy in all sectors. It includes, increased energy efficiency and energy saving as well as increased share of renewable energy in the overall energy balance of the Podkarpackie region. The Priority II is characterized by a) Supporting the generation and distribution of energy from renewable sources, b) Promotion of energy efficiency, intelligent energy management and renewable energy use in public infrastructures, including in public buildings and in the housing sector, c) Promoting low-carbon strategies for all types of territories, in particular urban areas, including the promotion of sustainable multimodal rural mobility and adaptation measures to mitigate the impact of climate change.
