Project summary
Background and challenges:
Transition from institutional to community-based services constitutes a key policy goal for the EU in line to the UN CPRD, the UN CRChild and the European Convention on Human Rights. In 2021, the EEGroup on the Transition from Institutional to Community-based Care, monitored the investments for social resilience and recovery of the Recovery and Resilience Facility and publicly called for commitment to investing funds into deinstitutionalisation as well as in community-based services, and strictly forbidding any investments in large care institutions.
The proposed solution:
It is shown in the scientific literature, that if high quality community services are on offer, formerly institutionalised persons prefer community living, exhibiting higher levels of personal satisfaction and social inclusion. Investing in community-based services, countries can make longer-term savings in other policy areas, which in turn will reduce the burden on health budgets.
The consortium:
Public authorities play a key role in community-based and family-based care. They can build an enabling environment through informing relevant stakeholders and citizens, combatting stigmatisation and alienation, and committing the necessary structures, human resources and funding. To this end, 7 Public Authorities from 6 EU countries and 1 Newcomer country, along with 1 Advisory Partner, join forces in FABCOM to contribute to the elaboration of a comprehensive legal and regulatory framework towards a more rationalised, integrated care system that will boost beneficiaries’ service satisfaction and save public funds.
The objectives:
-Enhance interregional cooperation and policy learning through the exchange of experiences;
-Increase the knowledge capital and institutional capacity at regional level;
-Develop regional action plans towards alternative, community-based approaches to care;
-Strengthen evidenced based policy making through the testing of innovative interventions.
