Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
OBJECTIVE,
The main feature of the PI is in relation with FEEL is its Political Objective (OP2) to achieve a greener, net zero emission and low carbon Europe. The Generalitat Valenciana has drawn up a Climate Change and Energy strategy with the 2030 horizon, whose objectives are the reduction of emissions, the increase in the use of energy renewable energies and the improvement of energy efficiency, with an Energy Saving and Efficiency Plan, Promotion of Renewable Energies and Self-consumption in buildings, infrastructures and equipment of the public sector of the Generalitat
CHARACTERISTICS,
One of the main challenges identified for the Valencian Community is to achieve a low energy intensity economy by moving towards decarbonisation, through a commitment to energy saving and efficiency technologies in public and private infrastructures (R.6). On the other hand, the reference framework for the next decade, according to the Commission's proposal European Union, is to reach 40% the share of these sources in energy production.
PRIORITY OR MEASURE ADDRESSED
PA2 includes clear actions related with energy actions but not on "sufficiency policies" and "frugal communities" development. The Office develops actions in four working areas to address the main challenges of the city: Ensure the right to energy for all, improve Energy Efficiency, Promote Renewable Energy production in community and develop a culture of transition.

OBJECTIVE,
Planning the renovation of residential and tertiary buildings and sustainable construction on the territory
CHARACTERISTICS
The local authority has one or more measures structuring the construction and renovation policy for buildings (residential and tertiary) on its territory, aimed at promoting climate-air-energy performance.
PRIORITY OR MEASURE ADDRESSED
This policy prioritises actions and sets operational and territorial objectives (number, type of buildings and level of performance, optimisation of surface areas to reduce the need for new buildings and improve the use of existing buildings, etc.), in accordance with national objectives (notably the energy renovation plan for housing).

OBJECTIVE,
Because city historical center was unattractive with a lot of degraded buildings, creating a feeling of “urban discomfort”, in 2011, the Local Council approved the public policy "REGENERATION OF THE HISTORIC CENTRE OF BISTRITA MUNICIPALITY". It aims to raise the attractiveness of the city centre by increasing the level of public comfort and refurbishing the degraded buildings, thus improving the quality of citizens’life and attracting investments.
CHARACTERISTICS,
The policy set out an action plan with a series of measures in the short and medium term -that cover residential and municipal buildings rehabilitation, information campaigns etc. Being a policy from 2011 it does not include actions related to resource management, measures of rehabilitation that considers including opportunities for increased efficiency in the area of material use and spatial planning, efficient energy solutions- like low-tech or it does not capitalize on opportunities available by adapting collaborative models.
PRIORITY OR MEASURE ADDRESSED
The policy should also focus on the increase of energy efficiency by using the best solutions in buildings rehabilitation and so to be in line with the municipality's general goal of becoming a climate neutral city by 2050.We want to update the existing measures, create new ones and focus on providing leadership, support, actions that build knowledge and capitalize on frugality and sufficiency policy opportunities.

OBJECTIVE
To live up to its obligations to the UN's Paris Agreement, the Danish government has asked all municipalities in Denmark to prepare Paris Agreement compatible climate plans. The intention is that Danish municipalities together will meet the Paris Agreement's goal of emission neutrality and climate resilience by 2050.
CHARACTERISTICS
C40 approved Frederikshavn Municipality's UN Paris Agreement compatible Climate Plan in March 2021. The plan has been prepared in accordance with C40 Cities via the “Climate Action Planning Framework”.
The key element action-oriented framework is long-term and broad involvement of society's stakeholders (local politicians, all citizens, businesses and the municipality as authority) to the municipality's climate goals and the establishment of corss-sectoral cooperation.
PRIORITY OR MEASURE ADDRESSED
The main priority measure is overall involvement, with special focus on citizen involvement and the sufficiency&frugality concepts. The plan must contain strategies for a fair and equitable distribution of benefits that will be in the implementation of specific climate actions. It is a requirement in the framework (section 3.1.5) that the climate plan must contain elements that take into account the action plans' socio-economic consequences, when executing the measures in relation to the municipality's specific challenges, and that vulnerable community groups must be actively involved in developing and implementing the climate plan.

OBJECTIVE,
The SECAP was prepared following the City’s signatory to the Covenant of Mayors in 2018. It sets out a baseline (2011) GHG measurement, a key step in understanding & addressing local Climate Change causes. It set a (voluntary) 43.3% emissions reduction target for 2030 signifying the strength of the local political environmental commitment. Its ambition prepared the ground for the 2021 Climate Action Bill’s legally-binding 51% reduction (2018 base). SECAP offers a key reference for future actions.

It sets out a series of energy efficiency actions over the short, medium & long term. Actions cover residential, municipal & tertiary buildings, public lighting, transport, local electricity generation & local heat/cold production. It does not include actions relating to resource management or sufficiently incorporate opportunities for increased efficiency or sufficiency in the areas of material use & spatial planning or capitalise on opportunities available by adapting & enhancing organisational, usage & collaborative models.
PRIORITY
We want to change the strategic focus of this policy instrument which will be superseded by the Cork City Climate Action Plan by the end of 2023. We want to modify existing measures, create new measures & reallocate funds between measures incorporating some of the action areas mentioned above with a focus on providing leadership, supports, actions that build knowledge & harnessing the opportunities of frugality.

The PI will focus on the Priority axis II: European Funds for the green development of Mazovia
Focus area: promoting energy efficiency and reducing greenhouse gas emissions.
The following types of measures are planned:
• Improving the energy efficiency of public and residential buildings;
• Air quality control;
• Supporting Mazovian municipalities in the implementation of the air protection program for zones in the Mazovian Voivodeship;
• Comprehensive energy monitoring.
The policy improvement will focus on the implementation of comprehensive investment activities contributing to the improvement of energy sufficiency policies, aimed at reducing pollution and greenhouse gas emissions and reducing the phenomenon of energy poverty. Comprehensive projects in the field of energy modernization and frugality actions will be supported. The intervention will cover residential buildings (multi-family, collective residence) and public utility buildings in the scope of, inter alia, works:
• minimization of heat losses: insulation of partitions,
• modernization of the heating installation,
• construction / reconstruction of HVAC system,
• replacement of lighting,
• installation of renewable energy equipment, along with energy storage,
• construction / modernization of heating and cooling systems (networks) with heat storage,
• projects of heating networks,
• energy optimization of existing buildings to the nZEB level.

OBJECTIVE
GOL overall objective is to build an integrated policy model and intensifying the physical presence of information desks in order to foster dialogue with the most socio-economically fragile local communities, which also need targeted actions to educate them about environmental sustainability and the frugal use of energy resources. The GOL program is part of the Recovery and Resilience Plan (PNRR).
CHARACTERISTICS,
The Program is designed as a series of interventions aimed at:
• The involvement of local communities, particularly the most socio-economically fragile segments of the population, in the sustainable development strategy
• The strengthening of the employability of the weakest segments of the population
• Education for youth entrepreneurship in green sectors
PRIORITY
Priority in the implementation of the regional implementation model will be given to achieving the goals of the Sustainable Development Strategy (specifically: Goal 4: Provide quality, equitable, and inclusive education and lifelong learning opportunities for all; Goal 7: Ensure access to affordable, reliable, sustainable, and modern energy systems for all; Goal 11: Make cities and human settlements sustainable, inclusive, safe, and durable; Goal 13: Promote actions to combat climate change, at all levels) and the objectives of Liguria Region's Agenda 2030 (reducing emissions, decreasing the environmental impact of buildings), starting with the situations of greatest social distress.

OBJECTIVE
The Energy plan will emphasize the Municipality’s energy and climate goals adopted in '20. We will examine transmission capacity, energy and electricity distribution and usage, linking physical planning and energy planning, power capacity planning to avoid power peaks and so promoting energy sufficiency policies. We will engage citizens frugal approach for energy usage especially at critical timings of the day, and season.

The Energy plan includes a strategic approach to lower greenhouse gas emissions and reach energy targets. It contains a variety of actions to cover residential, municipal & tertiary buildings, public lightning, local electricity generation & local heat/cold production. However, it does not include actions relating to resource management or sufficiently incorporate opportunities for increased efficiency or sufficiency in the areas of material use & spatial planning or capitalise on opportunities available by adapting & enhancing organisational, usage & collaborative models.

We want to change the strategic focus of this policy instrument which will be superseded by the Municipality of Overkalix Energy Plan by the end of 2023. We want to modify existing measures, create new measures & reallocate funds between measures incorporating some of the action areas mentioned above with a focus on providing leadership, supports, actions that build knowledge & harnessing the opportunities of frugality and sufficiency policies.
