Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The proposed policy instrument(PI) is owned by the Center Regional Development Agency (RDA Center), as the managing authority. The strategic vision of PI is forCenter Region to become a cleaner, more attractive to its citizens and tourists, with a competitive economy based on knowledge and innovation, in which care for the environment and the rational and sustainable use of resources should be the goal of every citizen.
The PI provides the tools and the necessary ERDF funding through which the municipalities at Center region level can implement measures and actions towards improving the youth situation, making cities more attractive to the youth while enhancing the youth profile and role in decision-making processes.
Through Priority 2 (PO2), the program aims to develop digital public services and their interoperability, in order to improve interaction with citizens and the economic environment, as well as increasing the degree of digitization in enterprises.This priority will support actions dedicated to local and county administrations and will support the development, testing and piloting of new or significantly improved e-government applications or digital services.
The objective "Leveraging the Benefits of Digitalization (ERDF)" Action 1: Digital Communities for a Smart Region, supports local and county administrations in developing digital public services and smart-city initiatives targeted to citizens.
The main feature of The local youth program of the City of Sibenik is the improvement of the position of young people through a detailed analysis of the situation and the definition of measures and objectives to improve their position and meet their needs. The program was created according to the guidelines of the National Youth Program for the period 2023-2025. The program creates the basis for cooperation and directs all stakeholders towards one goal: improving the conditions of young people in Šibenik. There are twelve measures in the program; we highlihgt one of them, which will bring long-term improvement to the position of young people in Šibenik, with an emphasis on the active involvement of all stakeholders, especially young people.

The Socio-Economic Development Strategy of Sireti village outlines a comprehensive plan for the village's progress and prosperity over the period 2021-2026. Here are the main features of this policy instrument:

A civilised European village attractive to both natives and tourists.
With high-quality infrastructure and public services accessible to all residents.
Featuring a clean environment.
Inhabited by responsible, cooperative citizens actively engaged in preserving traditions and history.

This objective addresses the need to upgrade the institutional infrastructure of cultural, educational, and medical institutions to meet established standards. Additionally, it emphasises the importance of recruiting and retaining young professionals to ensure the effective delivery of services to the community.
This objective will be addressed in the proposed project.
Strategic Objective 4: Technical and Material Equipment of Local Public Administration in Line with the Needs of Employees and Citizens

CIM BB's strategic document aims to transform the region by leveraging its diverse urban-rural ecosystem, enhancing its productive, social, entrepreneurial, innovative, technological, and sustainable capacities..
The “Beira Baixa 2030 Strategy” states the following axis of intervention:
I - A sub-region inclusive and equal, with the capacity to retain and attract population
II - A sub-region that is committed to innovation and qualifications as drivers of development
III - An externally competitive and internally cohesive sub-region
IV - A sustainable sub-region that is proactive in valorising its endogenous resources
V - A sub-region with competitive areas of specialisation
This project will primarily focus on axes I, II, and III, along with their specific lines of action and objectives:
P1.1: Stopping the depopulation and ageing of the population, creating the conditions for retaining and attracting residents to Beira Baixa.
P2.3: Create a business, socio-economic, scientific and territorial context that facilitates the attraction of human resources, promoting an adjustment in the provision of qualifications suited to the specific needs of Beira Baixa.
P3.1: Strengthen and qualify the role of the low-density urban network as a strategic anchor for competitiveness and territorial cohesion
P3.3: Value Beira Baixa's uniqueness and urban-rural dynamics to boost competitiveness and cohesion by promoting multidisciplinary and multisectoral support policies.

The overall objective for the Storfors action plan is to promote equal rights and be a concrete tool in the work to prevent and counteract discrimination, harassment and abusive treatment. This application enables the prerequisites to the development and testing of a promotion system that contributes to all children and young people giving better conditions to establish themselves in society during their upbringing and as adults.
While the current emphasis of this PI is on preventing discrimination and harassment, its alignment with the project’s broader objectives can be established through the following key connections:
The action plan emphasizes fostering an environment where students feel heard and respected, directly contributing to the project’s goal of enhancing youth participation in decision-making processes.
Both the policy and the project share the objective of removing barriers that hinder youth from feeling valued.
The project’s focus on the inclusion of young emigrants, diaspora, and marginalized youth aligns with the plan’s objective of ensuring equality regardless of gender, ethnicity, religion, disability, or sexual orientation.
The project creates the conditions for exchanging experiences for an extended public dialogue on democracy and on the development of society with groups that not normally have a voice in these contexts, youth participation and civic engagement at a local and international level.

It is a programme financed and managed by the Youth Service of the Municipality of Murcia to support and promote the extra curriulum activities in secondary schools of the Municipality of Murcia to promote the active participation of young people in societal issues.
The City Council of Murcia, through its Department of Sustainable Mobility and Youth, has among its priority objectives to collaborate with the Secondary Education Centres of public ownership of the municipality of Murcia in the comprehensive training of their students, by promoting programmes of extra curriculum activities, cultural that could be in the artistic, educational, informative and social contexts to encourage the participation of young people in the school framework and the social and cultural interrelation of the Centres, among themselves and with their environment.

The Concept for Impactful Child and Youth Involvement of the City of Magdeburg aims to institutionalize and strengthen the participation of children and young people in municipal decision-making processes. Aligned with the UN Convention on the Rights of the Child and the Municipal Constitution Act of Saxony-Anhalt, the concept ensures that the perspectives and interests of young citizens are systematically integrated into urban planning, policy development, and project implementation.
Key characteristics of the concept include a structured participation framework, the appointment of dedicated coordinators, and the establishment of a steering group to oversee implementation. Participation is designed to be inclusive, empowering young people to actively shape their city through low-threshold engagement formats and co-decision mechanisms.
A primary focus is on enhancing accessibility and impact by improving communication channels, simplifying application and funding procedures, and strengthening digital participation tools. Additionally, the concept prioritizes interdepartmental cooperation within the city administration to embed youth participation across all policy areas.
The overarching goal is to foster a culture of engagement where children and young people are recognized as key stakeholders in urban development, ensuring that their voices contribute meaningfully to decision-making and shaping the future of Magdeburg.
