Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Specific objective: RSO2.4. Promote climate change adaptation, disaster risk reduction and resilience, taking into account ecosystem-based approaches
Type of action 2.2.4.1: Develop nature-based solutions
The following actions will be supported by the ERDF in terms of energy transition, adapting to climate change and preserving the environment: a net zero carbon economy, through the promotion of a clean and fair energy transition, green and blue investments, circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable urban mobility.
The region is particularly sensitive to climate risks, and it has been shown that climate change is more intense in mountain areas, which account for 80% of the region's territory. In addition, 90% of municipalities are affected by at least one type of natural or climatic risk.
The ERDF will be mobilised to support certain exemplary projects implementing nature-based solutions, insofar as these solutions respond to the global challenges of mitigating and adapting to climate change, with a "multiservices rendered by nature" approach: sustainable use of natural resources, food security, carbon storage, health (e.g. combating heat islands), combating natural risks, etc.

Montegrotto geothermal policies addresses an urgent issue: the energy transition, understood as the construction of a new model of social organisation based on the production and consumption of energy from renewable sources. For it to be effective, cultural changes, both material and immaterial, based on energy saving and consumption efficiency must be triggered. In such a scenario, the activation of new forms of collective action and collaborative economies (in which production and consumption give rise to new exchange systems), together with the opportunities offered by new digital technologies, constitute the cornerstones of the energy transition, as well as an opportunity for the creation of new green economy models. If the energy transition is necessary in terms of environmental sustainability, it will not be fully realised without a joint management of environmental, social and economic issues using a co-evolutionary and interactive approach, given the inseparability and mutual influence of social and technological change. An energy transition requires cultural changes, both material and immaterial, based on energy saving and consumption efficiency. This raises an important question about the concept of community at the centre of Montegrotto Terme discussions and actions. An energy community, consisting of an association between citizens, commercial activities, local public administrations and small/medium enterprises, is currently under developpement.

The Viseu Dão Lafões Strategy 2030 constitutes a regional compass for CIM VDL and the associated local municipalities, providing them with guidelines to orient their activities, programs, initiatives, and regional and local investments. It envisions six thematic areas – vertical axes, to be promoted within the region to achieve wide-ranging progress by 2030. One of the six priority vertical axes is “Environment, Energy Transition, and Circular Economy” with investment priorities that include the promotion and development of: Energy efficiency measures; Renewable energy systems, networks, and forms of intelligent energy storage locally; Sustainable water management; Transition to a circular economy; Biodiversity and green infrastructures.

European Funds for Kuyavia and Pomerania 2021-2027 is a regional programme which is the key instrument for implementing the objectives of the regional development strategy, prepared on the basis of socio-economic analyses of the region and the resulting development challenges.
The goal of the EFKP is to make the region a competitive and innovative area in Europe and to improve the quality of life of its inhabitants. The regional programme is co-funded by the ERDF and the ESF. The managing authority of the programme is the Management Board of KPV.
The planned activities fall within the scope of Priority 2 European Funds for Clean Energy and Protection of the Region's Environmental Resources and in particular specific objective 2.3 Supporting climate change adaptation of the EFKP 2021-2027. The support embraces e.g. the construction and modernisation of district heating networks and reconstruction and modernisation of district heating plants; investments in infrastructure for production of energy from renewable sources (incl. geothermal); measures to adapt cities to climate change, with a particular focus on supporting green and blue infrastructure, investments concerning the reduction of the pollutants leaking into groundwater, surface water and soil and other.

The Municipal Climate and Energy plan provides a comprehensive analysis of the energy situation of the municipality. With the Climate and Energy Department, the city administration has a unit that competently deals with the cross-sectional matter of energy and climate since 2010. The head of the unit was voted Austria’s Climate Model Region Manager of the Year in 2019. Measures in the energy sector are developed on the basis of energy accounting, which has been in place since 2013.
Based on this, target paths were formulated and potential savings of greenhouse gas emissions as well as strategies for achieving the Paris climate goals were presented. Measures have been developed for the fields of urban planning, housing, mobility, commerce, agriculture, climate resilience and decarbonisation. This study is a basis for the revision of the local development plan, which reflects the city's legally binding strategic planning goals.
Climate change mitigation and adaptation are essential topics in all planning processes of our time. A transformation of the energy system is necessary to limit global warming to 1.5 degrees. At the same time, energy consumption must be reduced. The Republic of Austria aims to achieve climate neutrality by 2040.
At the level of local spatial planning, spatial conditions can be created for the economical use of energy and for the use of renewable energy sources, thus contributing to the reduction of energy consumption and greenhouse gas emissions.

The Strategic Development Plan of Birštonas Municipality by 2030 is a complex legal strategic planning document that determines the general development strategy of Birštonas Municipality: priorities of the development, goals, objectives and measures for strategy implementation. The strategic plan determines the current location and significance of the municipality in the economic and social life of the country, assesses constantly changing development trends, analyzes their significance for the municipality's policy.
The plan is implemented by transferring the projects to the activity plan of Birštonas Municipality and the activities of each year separately by ensuring the control of the implementation of the plan and the assessment of the impact on the development of the municipality.
Strategic planning is a continuous process, therefore, in order to ensure the relevance of the plan, it is foreseen that the plan can be revised after the changes of the environment of Birštonas Municipality and the emergence of new needs and opportunities.
The Strategic Development Plan of Birštonas Municipality by 2030 is intended for the politicians and the Administration of Birštonas Municipality, institutions and companies subordinate to the Birštonas Municipality, investors, business, cultural and rural communities, other interest groups, residents, and guests of the municipality.
