Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The political instrument is the Strategic Plan for Entrepreneurship and Innovation of Sant Cugat del Vallès, approved in June 2024 by the City Council’s Plenary, the entity’s highest authority. Its goal is to create a sustainable entrepreneurship and innovation system that engages regional stakeholders to attract talent and startups, thereby generating value for the ecosystem and the city. The City Council acts as a facilitator and catalyst, ensuring that ecosystem stakeholders are interconnected, generate, create, and allocate resources to collectively make entrepreneurship and innovation a reality. The first initiative was the signing of the Sant Cugat del Vallès Innovation Alliance by 32 companies and entities in the region.
This alliance includes local & Catalan public entities, business innovation centers from various sectors, business associations, universities & scientific & technological centers in the area. Through the alliance, actions will be promoted to foster talent, encourage innovative entrepreneurship, transfer knowledge, and strengthen industrial competitiveness, targeting among other the Life Sciences & Health industry.
Prioritized actions include open days for companies, designing & implementing startup accelerators, innovation training, school challenges to stimulate students' entrepreneurial culture, networking events & international talent recruitment. The plan is in force until December 2027, when an updated version will be approved by the Plenary.

The AP for Industry Development is a PI that falls under the long-term Program for Industry development (2022-2030). The AP stipulates short-term objectives for 2024-2025 and it is the first of a series that will be created until the fulfilment of the programme bt 2030 (APs will follow for 2026-2027, and subsequently). The AP measures are based on the 7 priority areas in the programme for industry development. The measures are more concrete than the interim goals & provide a clearer focus on what is to be implemented during the action plan's two-year time perspective (2024-2025). The 7 priority areas are: Attractiveness, Services, Sustainable growth, Innovation power, Skills supply, Land development, Infrastructure and Accessibility.
In line with the AP, the City of Lund & Medicon Village Innovation will undertake the following actions to meet the life sciences' industry needs:
•collaborate with Lund University to find sustainable solutions for growth, mobility & other areas that are relevant to the development of the business community
•develop the work of attracting venture capital to start-up & scale-up companies in Lund & surrounding area
•work to attract sought-after skills from the labour market region but also nationally to Lund's business community & create a structure for a good reception when moving to Lund
•work strategically to establish international companies & work to create good conditions for international collaborations & business

EDIOP Plus is a multifund OP covering all the regions of HU. It is the largest national programme aiming to improve its competitiveness. The focus is mainly on 2 objectives:
• the improvement of the productivity of SMEs, with the objective of enhancing their potential for innovative practices & processes by investing in the whole innovation ecosystem,
• providing labour market measures, VET & higher education investments.
Priority 1 (SME Competitiveness) & Priority 2 (R&D) are the relevant areas to HEALTH CITIES. In Priority 1, calls for proposals are launched to stimulate the digitalisation process of SMEs linked to their technical modernisation & support will be provided to SMEs operating in cutting edge technologies, having high growth potential or projects where digitalization is linked to technology modernization. Regarding the R&D priority, it targets the stimulation, development & innovation activities related to businesses, thus contributing to the creation of technologies & services with significant intellectual added value. It aligns well with Szombathely2030’s objectives to create a resilient knowledge economy. This includes the promotion of health-industrial businesses, leveraging the region’s thermal baths & rehabilitation facilities provided by the Markusovszky Hospital to attract investments & develop new health-related industries & technologies.

The purpose of the Programme is to implement an effective local policy in the field of investment & project activities by creating a favourable & stable investment climate to ensure investment inflows into the economy of the city territorial community, accelerated economic growth &d attraction of international technical assistance & public funds.
The programme's objectives, which are relevant to the project idea are:
- organisational, infrastructural & informational support of investment activities, in particular, maximum assistance to investors in obtaining permits & approvals, improving local infrastructure;
- improving the investment climate, disclosing the advantages of the city's territorial community attractive to potential investors & presenting it as a reliable & effective partner;
- preparation of new investment products, dissemination of information about them among potential investors, promotion of investment projects & proposals;
- ensuring active cooperation with current & potential participants in the investment process.
The expected results are:
- Improvement of the investment image & attractiveness of Ivano-Frankivsk.
- Increase in the volume of investments.
- Increase in the number of jobs by expanding the production of existing enterprises & creating new ones.
- Increase in production & sales volumes at the enterprises of the city.
The Programme ends in 2025, but a new edition 2026-2029 will be adopted by the end of the year.

The startup monitor & action plan is aimed at the broad startup community from all ecosystems. Main objectives are to double the number of start ups, double the impact & double the inclusivity and connectedness. The startup monitor & action plan is a structural regional ecosystem support which is evaluated and updated every year. Starting up is complicated in general, but starting up in the LSH ecosystem has a number of additional challenges. To name a few: the average background of a founder in life sciences is an academic/research background with limited experience/skills in business. Furthermore, the product development timeline is much longer than for other products. The regulatory environment has a strong influence of timeline & budget. We aim to do something additional for (wannabe) startup founders that will support them in their decision making, funding and overall startup experience. The action plan contains 12 action lines of which we want to single out a few that life sciences founders need more/better access to.

It is a part of Toulouse Métropole's urban development policy aimed at stimulating economic growth in the area known as the "Zac Oncopole" with a development horizon set for 2028.
Objectives:
- Transforming Academic & Scientific Strengths
- Leverage expertise in oncology, gerontology, infectious diseases & bioproduction to create industrial & economic opportunities.
- Focus on the development of future medicine, particularly in the field of bioproduction
- Attracting New Stakeholders
- Expand activities beyond cancer research to include other fields of health innovation.
- Strengthen the cluster's image as a pioneer in the healthcare of tomorrow.
- Infrastructure & Service Development
- Build & improve industrial real estate & services within the health cluster
- Integrate key infrastructures such as the Pierre Potier incubator to support high-growth companies in life sciences
- International Visibility & Attractiveness
- Enhance communication & organize events to increase the Oncopole cluster’s international recognition
- Develop 70,000 m² of public & private land over the next five years. Increase campus employment to 8,000 workers (1,700 additional)
Expected Outcomes:
- Strengthen the influence of the Oncopole as a life sciences hub
- Accelerate the transformation of research into marketable medical innovations
- Improve global visibility and attractiveness for investors and stakeholders
- Create new job opportunities & develop infrastructure dedicated to health industries
