Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Specific Objective 1. “Development and improvement of research and innovation capacities and the assimilation of advanced technologies” is part of Priority 1A. “Digital and Smart Transition” in the framework of the new Regional Operative Programme Galicia 2021-2027.
Specifically, this specific objective addresses actions that are aimed at strengthening the regional science, technology, and innovation system by promoting public-private collaboration, developing R&D projects led by companies, facilitating technology transfer and collaboration between generators of knowledge and companies, and encouraging the creation, development, and consolidation of innovative companies with a particular focus on SMEs.
Additionally, it is key to highlight that these actions will be specified in the areas of smart specialization defined in the Galician 2021-2027 S3. That means, CHALLENGE 3: Healthy life model based on the active aging of the population, and previously mentioned Priority 3, among others.
In this sense, large strategic R&D&I business projects and public-private initiatives focused on the development of key industrial technologies will be supported as key instruments to achieve an innovative production model within the framework of the RIS3 (Health, in this specific case).

The updated RIS3 main objective includes 3 main steps: Identification of Priority Areas, Design of Transformational Roadmaps & Implementation with Action Plan. Its characteristics are based on the Entrepr.Discovery Process Policy Structure that is ongoing process with the involvement of main regional R&D stakeholders. RIS3 priorities follow a main policy formulation, a decision-making process, the implementation of projects & supporting services for the regional R&D ecosystem & an ongoing evaluation for improvements.
RIS3 is an umbrella PI that addresses various R&D aspects for the business & academic - research ecosystem. RDFA is funded by the ROP 2021-2027 to continuously work on RIS3 needs & updates.The regions’ priorities that are funded by the Attica ROP are all driven through RIS3. The updated strategic framework includes Strategic Specialisation Domains, enlargement & integration of the Governance System, improvements of EDP & reshipment of the policy mix.
RIS3 is mainly fostering the industrial transition & incorporates the impact of the latest technological investments in Attica, based also on a sound monitoring system measuring critical KPIs.
Attica’s priority of the PI is in improving its performance in Public Procurement in Health, as the best tool on its disposal to foster innovation & to uptake technological solutions to develop the person-centred care.The measure addressed is to enhance the digital transformation of a regional nature in the field of health

This policy must support growth and promote sustainable development through innovation and the utilization of market potentials in three areas: Sustainability, Environment and climate, and Business Co-Operation.
Regarding the last area, Business Co-Operation, the procurement agreements must be an asset for Aarhus Municipality's overall objectives. Investing in the development of new concepts, in collaboration with the business community, educational institutions, and suppliers, will create new holistic solutions. It must continuously develop the purchasing area so that new technology, new business models, and innovative solutions are used and developed in the areas in which there is potential for it. Among other things, Municipality work is based on the concept of frugal innovation, where new and known knowledge is combined in new contexts that create value for both the city's citizens and its development. To create visibility and develop innovative and growth-creating solutions that meet future needs, Aarhus will:
•Increase the collaboration with the municipality's citizens, employees and managers, who have the basic knowledge concerning the needs to be covered
•Conduct dialogue and collaboration with business and relevant advisers and thereby benefit from their knowledge to qualify upcoming tenders
•Collaborate with our suppliers to develop projects that can equip us to develop our tenders and procurement agreements so that they accommodate future requirements and needs

The regional innovation strategy is seen as a platform for the development of the innovation capacity in Västerbotten. It is a common platform that should foster new initiatives and projects within and crosscutting the areas. Of the priority areas that also are our smart specialisation areas are Life science and digitalisation the most relevant for the HERCULES project. The innovation strategy is both used for prioritization of what projects should be funded and to point out the way forward for Västerbotten. There is an extensive measuring system for measuring performance within different categories. It also points out that the instrument will be used for developing processes for smart specialisation based on the regional areas of strength, where life science and digitalisation are two of them.
The implementation of the S3 Missions contributes to the overall aim for sustainable regional development in Västerbotten, in alignment with the goals in the regional development strategy. The overarching sustainability goals of Västerbotten, as A Vibrant Place and A Circular Place, are aligned with the global Sustainable Development Goals.

The “innovation ecosystem” of ER lies on many public and private stakeholders who invest their resources and collaborate in the use of research results, new knowledge development, and the adoption of new technologies and innovation.
The main goal of the ER Research and Innovation System [AC1] [BE2] (SIRIS-ER) regulation is to promote research and innovation in the Regional Health Service and integrate policies and activities that support healthcare, industry, and technology transfer research.
The policy instrument (PI) defines a new system of R&I regional and corporate levels governance, through the establishment of the Regional Strategic Committee for Research and Innovation (RSC-RI) and the Regional Technical Committee for Research and Innovation (RTC-RI). These Committees have the mandate to pursue the main aims, to implement strategic and operational integration of research policies between the different stakeholders in the region, to plan activities, and to monitor the achieved results.
Moreover, the PI promotes networking among public and private stakeholders, the development of guidelines, training, and the transfer of research results to the Healthcare System.
SIRIS-ER emphasizes the importance of promoting and enhancing research outputs such as innovative products or patents. In fact, research projects can lead to the development of an inventive product that is eligible for a patent and, therefore, can be commercially exploited.

Based on the identified threat of the rapid pace of aging of the population, the above-mentioned Strategy develops several strategic goals in infrastructure expansion and modernization as well as social development and activation of county residents. Especially: Increasing the quality and availability of services in the sphere of health care, and the development of care for the elderly (senior policy) and people with disabilities is included in this document.
In Lower Silesia, apart from the Development Strategy, the main policy instrument is the RIS3. Both are integrated, locally defined economic transformation programs that meet important criteria. And focus on policy and investment support on key national/regional priorities.
One of the important elements of this policy is the implementation of personalized medicine mechanisms, the actions of which are focused on the patient to strengthen his health with the use of state-of-the-art devices and systems based on the challenges and needs in the field of knowledge-based development, including activities related to ICT.
These strategies use the strengths and competitive advantages of the region and its potential to achieve excellence, foster technological and practical innovation, stimulate private sector investment, and lead to full stakeholder engagement.
They are based on objective data and evidence (evidence-based) and include robust monitoring and evaluation systems.
