Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Kansen voor West is a European programme to promote competitiveness in the West of the NL. It involves and targets the 4 Randstad provinces (North and South Holland, Utrecht and Flevoland) and the 4 largest cities in the region (Amsterdam, The Hague, Rotterdam and Utrecht), aiming to establish structures within companies, government and education to empower vulnerable people and develop the skills needed for a modern workforce. In addition, OP West Netherlands also aims to modernize equipment and infrastructure to re-skill and up-skill people, thereby promoting lifelong learning and adaptability to labor market dynamics. The policy instrument strives to address the complex and interrelated needs of individuals, particularly in relation to skill development and employment prospects. It prioritizes the creation of new skill/re-skill approaches and methodologies in teaching that foster innovative learning paths. OP West Netherlands actively involves the residents in the G4 areas, ensuring their participation in the development of competencies that are essential for a prosperous future.
However, the strategy on sustainable development and citizen involvement in the selected areas does not specifically take into account the multifactorial characters of the populations challenges, which will be the aim of the policy improvements.

The Regional Healthcare Agreement 2024-2027 is legally required and builds on a strong and development-oriented collaboration between municipalities, the region and hospitals, with the aim of developing the overall health care system and creating more equality in health for the entire population of Southern Denmark.
The policy instrument has equality in health as the primary vision and four themes to reach the vision: health prevention, mental wellbeing, smooth patient pathways, and unity between the GP and the hospitals (somatic and psychiatric) and the municipalities working together to help patients to improve mental and physical health. T
he Danish partners will address the theme “We collaborate about more healthy years of life through health promotion and prevention” and the specific objective “halting the rise in obesity”. To support the achievement of this objective it requires action in the regional hospitals (somatic and psychiatric) and municipalities among others. Specifically, an action plan on initiatives for adults with obesity lacks to effectively achieve the proposed objectives of the Health Agreement regarding obesity control. At the moment, only an action plan for Children, Adolescents and Pregnant Women with Obesity exists for the period 2019 - 2023.

In 2022 the municipality approved the Sant Boi de Llobregat Urban Agenda 2022 - 2030, which seeks to achieve sustainability in urban development policies. It is a multilevel and transversal instrument of governance which contributes to the achievement of sustainable development goals from our territory and competence.
The aim of this dynamic policy instrument is to make SBL a benchmark as a sustainable, healthy and cohesive metropolitan city, creating new opportunities, especially for future generations. Under the Urban Agenda, SBL is working to be a city with the capacity to ensure equality and reduce the risk of social and territorial fracture. And also, a city with the capacity to value its potential and improve the health of its inhabitants.
The Sant Boi de Llobregat Urban Agenda identifies 3 dimensions: Territory and City Model, Social and Economic Reactivation, and Digitization and Governance; which are articulated through 7 strategic axes that envisage strategic actions and action proposals. In this project we address the actions linked to healthy eating, physical activity, emotional well-being and citizen empowerment, as we consider them as essential components to prevent obesity. Unfortunately, the policy instrument does not address obesity specifically in any of the actions, therefore we aim to include measures/actions on obesity within the Agriculture local for healthy eating and the Citizenship at the heart of the local sports ecosystem strategic actions.

Considering the severe social and health challenges faced by Pomurje in the last decades, the region was one of the first in Slovenia to put health on the regional agenda as a development opportunity. The vision of the Regional Development Programme for Pomurje 2021–2027 is “Healthy Pomurje 2030”. The aim is to activate the regional potential required to restructure the Pomurje Region towards developing long-term comparative advantages.
These are identified as sustainable, integrated and innovative solutions in the field of health – from healthy environment (related to the Region’s capability of attracting innovative and creative youth) to the sustainable production, processing and distribution of healthy food. It also envisages the development of services and innovative approaches to enabling healthy and active ageing in the Region. The programme supports the development of products and services related to core development specialization and the following three key development areas:
1) healthy natural, social and economic environment;
2) healthy food and vital rural areas;
3) healthy ageing and a connected society.
Within HR4All, the region is looking to incorporate new measures and initiatives in the policy instrument to reduce health inequalities, improve health, obesity and well-being through economic development, promote healthy and active ageing/labour market in rural areas, and foster cross-border cooperation on health.
