A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The primary objective of the Programme European Funds for the Podkarpackie Region 2021-2027 is to enhance the socio-economic development of the region. This includes fostering innovation, improving infrastructure, promoting sustainable development, and reducing socio-economic disparities. The program aims to leverage EU funds to create a more competitive and cohesive regional economy that benefits all resident while being climate-friendly.
The program outlines comprehensive plans for improving road, rail, and public transport networks across the region. It emphasizes the integration of various transport modes to facilitate seamless mobility. Key characteristics include the modernisation of existing infrastructure, the development of new transport corridors, and the implementation of intelligent transport systems. The program also highlights the importance of sustainable transport solutions, such as promoting electric vehicles and enhancing cycling and pedestrian pathways.
The measure addressed is infrastructure development: Investments in transportation networks, including road, rail, and public transport systems, to improve connectivity and accessibility within the region. Key priority is the development of a regional transport, leveraging Podkarpackie's strategic position (EU border region). This measure involves the expansion and upgrading of transport facilities to support increased passenger traffic climate friendly.

Objective:
The Sustainable Mobility Funding Programme (NMOB) programme aims to expand sustainable mobility options in the Saarland. The overarching objective is to reduce private car traffic and enable sustainable mobility for the population by providing attractive public transport options.
Characteristics:
The programme is divided into several thematic funding guidelines. Around 10 million euros are available annually for municipalities and transport companies to apply for. The programme provides essential funding for the realisation of sustainable mobility in the Saarland at the municipal level.
Priorities:
Depending on the strategic objectives of the state government, priorities can be set through the financial resources of the individual funding guidelines. The priorities vary. Two permanent priorities are the topics of accessibility and digitisation.
Measures addressed:
Various measures are eligible for funding under the individual programme guidelines in the following areas: mobility planning, infrastructure for bicycles, barrier-free infrastructure, digitisation, zero-emission vehicles, demand-responsive transport, intermodality, among others.
Further development:
The programme is constantly being revised. Guidelines can be updated, repealed or added to ensure that the strategic goals of the state government are optimally achieved. The feedback and demand for funding from the recipients are also taken into account in the further development of the programme.

SUMP of the Municipality of Beltinci lays the basic foundation or means the beginning of more modern and comprehensive transport planning. With the new traffic planning, the municipality is upgrading existing practices and adopted strategic documents that were created before the SUMP. The goal of the new approach is not only the preparation of the document and its adoption, but also the actual implementation of the proposed measures that will contribute to social justice, environmental acceptability and economic performance of the municipality.

The Sustainable Urban Mobility Plan of the Canton of Sarajevo and the City of Sarajevo is a strategic plan designed to meet the mobility needs of people and businesses in Sarajevo. New approaches to urban mobility planning include developing a strategy that can encourage the transition to cleaner and more sustainable modes of transport, such as walking, cycling, public transport, new patterns of car use and ownership, the use of new technologies, and the adoption of new concepts of sustainable urban logistics.
The main features of the Sustainable Urban Mobility Plan for the Canton of Sarajevo and the City of Sarajevo are:
• Strategic approach and broad participation of the public in the development process in order to meet the needs of people and companies in cities and their surroundings, aiming for a better quality of life;
• Based on a long-term vision of the development of transport and mobility of the entire urban agglomeration, which includes all forms and types of transport, public and private, passenger and freight, motorized and non-motorized;
• The sustainable urban mobility plan is based on the existing planning practice and takes into account the principles of integration, participation, monitoring and evaluation;
• The sustainable urban mobility plan is based on a detailed assessment of the current and future performance of the urban mobility system, and establishes measurable goals, based on a realistic assessment of the basic and
available resources.

The main objective of the policy instrument Plano de Mobilidade Sustentável (Castelo Branco Sustainable Mobility Plan) is to promote sustainable mobility within the city of Castelo Branco and in the connections with the surrounding rural areas, reducing current private motorised transport and promoting softer modes of transport and inclusive and climate-friendly public transport. To achieve this goal, the shift from private transport to public transport, walking and cycling must be encouraged, without compromising the level of fluidity, speed and flexibility in mobility that is required for community life and participation in community services. The policy instrument must be continuously developed in order to adapt a dynamically changing mobility system to the needs of the population. The growing complexity associated with intermodal travel chains must not lead to parts of the population being excluded. The sustainable mobility plan provides the stakeholders in the mobility sector in Castelo Branco with the basis for developing customised, inclusive and climate-friendly mobility offers.

Priority 4 – A region with more sustainable urban mobility under the North-East Regional Programme 2021-2027 (North-East RP) is addressing urban mobility for County Seat Municipalities (CSM), Municipalities and Towns which aims at optimizing urban mobility by improving transport infrastructure that will help reduce CO2 and pollutant emissions taking into account the aspects of inclusion and intermodality. Climate-friendly and intermodal connected urban transport is an option for ensuring the daily transit of the population, and improving the infrastructure will increase the level of comfort, travel speed, accessibility and traffic safety. The expected results consist of: 37 km of cycle paths completed, 2 milion inhabitants benefiting from sustainable urban transport systems, 10 new or upgraded intermodal connections, 72 electric charging stations and 13,072 users of climate-friendly public transport.
This priority will open 2 calls, as follows:
1. Urban mobility for CSM and Municipalities for promoting sustainable multimodal urban mobility – financial allocation: 226,7 mil euros. RSO 2.8. Promoting sustainable multimodal urban mobility, as part of transition to a net zero carbon economy.
2. Urban mobility for towns for promoting sustainable multimodal urban mobility – financial allocation: 50,2 mil euros. RSO 2.8. Promoting sustainable multimodal urban mobility, as part of transition to a net zero carbon economy.
The Mobility Plan of Sakana County is is in context of the Sustainable Mobility Master Plan of Navarre (PDMSN). With this plan, the Sakana Commonwealth is implementing important tasks for the communities in the Sakana valley from the regional mobility planning and climate protection legislation. Sakana can thus serve as a model for other districts in Navarra. As a basic principle, sustainable mobility must be achieved in a balance between the environmental, social and economic axes, seeking to mitigate climate change in a harmonious and inclusive way. As a result, this Plan proposes actions that have been operationally framed as follows:
- Actions aimed at environmental sustainability, mainly focused on improving modal split and technological improvements. 7 actions.
- Actions aimed at social sustainability, which seek to improve both individual mobility and territorial accessibility. 4 actions.
- Actions aimed at economic sustainability, to guarantee the effectiveness and efficiency of the transport and mobility system. 2 actions.
- Actions aimed at improving governance, creating a stable legal, organisational and planning framework. 3 actions.
The document has a main body, which includes the main aspects of the Plan: diagnosis, objectives and proposals, and other support information, which is gathered in the annexes.
