A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The ERDF ROP 2021-27 of Tuscany contributes to the EU objectives for a climate-neutral economy and a cohesive and inclusive society, in line with EU Green Deal, Sustainable Growth Strategy and Agenda 2030. The S.O E.1: fostering the integrated and inclusive social, economic and environmental development, culture, natural heritage, sustainable tourism and security in urban areas provides support for integrated territorial development through integrated sustainable urban development (ISUD) strategies addressing challenges related to social inclusion, security, socio-economic degradation, environmental sustainability, territorial cooperation and innovative ways of providing services for the community.
This objective is part of the Tuscan policy for territorial governance, reformed with the R.L. 65/2014, aiming to promote ISUD and a better quality of life in urban areas, encouraging the rationalization of the existing building heritage and promoting the regeneration of degraded urban areas and the Regional Landscape Plan (PIT/PPR), approved by the Regional Council with decision n. 37/2015.
Under this S.O. ISUD strategies consist of coordinated set of infrastructural interventions having a multisectoral approach and a significant dimension to recover and enhance urban spaces used for social and cultural purposes, reduce GHG emissions, supporting the energy efficiency of public buildings and strengthening the green component of ISUD projects, based on the P.O.2 “A greener Europe”.

The general objective of the Bucharest-Ilfov Regional Operational Program 2021-2027 (BI ROP 2021-2027) is to contribute to the strategic vision of the Bucharest – Ilfov Region (BIR) by supporting smart, sustainable and inclusive economic development in order to improve living standards and increase resilience to societal challenges. BI ROP 2021-2027 contributes to the fulfilment of the regional development objectives established in the Bucharest-Ilfov Regional Development Plan (BI RDP) 2021-2027 and in the Smart Specialization Strategy RIS3 Bucharest-Iflov (RIS3 BI).
The project will address the specific strategic development objective SO10 - Protecting and capitalizing on cultural heritage and stimulating the development of infrastructure that contributes to social inclusion in the community and SO11 - Supporting territorial strategies for the integrated approach to the specific challenges of urban areas, which are translated in the Priority Axis 7 - An attractive and inclusive region financing actions for improving the urban environment by regenerating public spaces.
To meet these specific objectives, BI ROP 2021-2027 will finance integrated urban investment (IUI) but also the creation of integrated sustainable urban development strategies, thus creating a mechanism to drive urban authorities to have an integrated approach to respond to economic, social and environmental challenges and, at the same time, to capitalize on the existing potential at the level of urban ATUs.

MEL has developed an ambitious ISUD strategy to rebalance the territory and affirm a shared and coordinated vision of the future of the districts to be renewed within the French “National Programme for Urban Regeneration”. Its main objectives are:
-Reduce the development gaps between neighbourhoods and the rest of the metropolis, linking them to the metropolitan development dynamics.
-Implement an integrated strategy of urban and social cohesion, and a strategy of solidarity to provide coherent responses to the difficulties encountered in these neighbourhoods.
-Act on the living conditions and urban environment while supporting inhabitants in the changes that this generates, and in their social and economic integration.
This urban renewal strategy will renovate 14 districts through an ambitious programme which foresees, among others, more than 4.000 social housing rental units destroyed and reconstructed, 3.500 rehabilitated and 4.000 residentialised, the creation of quality public spaces, large-scale economic programmes, the establishment of excellence and innovation hubs. Overall, more than €2bn will be devoted to the regeneration of these districts in the next 10 to 15 years. In parallel, implementing these projects necessitates a reflection around the use of vacant spaces pending their future use. The objective is to take advantage of these spaces to create high quality public spaces to improve the living environment and its attractiveness to the inhabitants' benefit.

Riga Development Programme 2022-2027 is a medium-term planning document (elaborated for a time period up to 8 years) developed in conformity with the existing Sustainable Development Strategy of Riga 2030, with the aim of embedding the long term vision into concrete short- and medium-term actions. Riga Development Programme 2022-2027 defines mid-term priorities, the action and investment plan, the amount of resources necessary for the implementation of the strategic vision development programme and the procedures for monitoring of the development programme.
It sets out the ambition “to become a compact, resource-saving, and smart city with the highest quality of life”, defining key development priorities related to smart city, culture and creativity, sustainable transport, high quality public housing, protection of the environment, sustainable industrial policy, including an environment-friendly port. Its development priority “an urban environment that promotes quality of life” aims at creating high quality, secure, accessible and inclusive urban environment, by developing well-designed, integrated, multi-functional urban spaces in which people live, work, and spend their free time. It includes the tasks “to assess the potential of temporary use of abandoned and underserved urban areas” and “to promote and maximise the use of abandoned and underserved urban areas through public participation in the formation of the urban environment”.

The Regional programme “European Funds for Mazovia 2021-2027” will support the implementation of the objectives of the Cohesion policy, including: a more competitive and smart Europe, a more environmentally friendly, low-carbon Europe, a better connected Europe, a Europe with a stronger social dimension and a Europe closer to citizens. The program will support R&D, implementation of e-services and the entrepreneurship. The aid will be allocated to increasing the energy efficiency of public and residential buildings and to activities supporting air quality control. At the regional level, there will also be co-financing for the development of the labor market, education and social inclusion.
The support under the program includes S.O. 5 (i) promoting integrated and inclusive social, economic and environmental development, culture, natural heritage, sustainable tourism and urban security, which is in line with the P.O.5 "A Europe closer to citizens" by fostering the sustainable and integrated development of all types of territories and local initiatives. The intervention under the policy instrument includes revitalization of urban degraded areas, allowing for recovery from the crisis state through integrated actions, covering social, cultural, economic and environmental issues. Interventions should stimulate the activity of local communities and cooperation by supporting entrepreneurship, self-employment and the social economy, as well as improving the quality of urban spaces.

The “Guanarteme-Plaza del Pilar. Culture-based urban development strategy” (G-CUDS) is a cross-cutting policy instrument that seeks to promote social, economic, cultural and environmental sustainability acting in a neighbourhood scale. It is focused on 3 main objectives:
1. Inhabit+Care: To enhance the singularities of Guanarteme (public space, housing, community life and shared symbols) making the neighbourhood an example of sustainability.
2. Identify+Activate: To revive and update Guanarteme’s manufacturing traditions to transform the neighbourhood into a makers district to diversify the local economy.
3. Empower+Connect: To promote the creation of shared experimental spaces where different actors could explore together new solutions for social innovation and urban governance.
To achieve these goals, the G-CUDS defines 8 impulse programmes which acts in very diverse fields, such as public space, cultural infrastructures, citizens participation or energy efficiency. While all of them offer possibilities for cross-cutting action, the following ones are of particular interest: (1) reactivating empty buildings and degraded sites located in the built environment; (2) enhancement of cultural resources with the reactivation of the Cine Guanarteme; (3) promote cultural & creative jobs recovering the commercial fabric; (4) creation of shared collective spaces for social encounter and civic creativity; (5) development of projects to strengthen social innovation & urban governance.
