A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Tuscany Region's ‘European Regional Development Fund (ERDF) Regional Operational Programme 2021-27’ contributes to the EU objectives of a climate-neutral economy and a cohesive and inclusive society, in line with the European Green Deal, Sustainable Growth Strategy, and Agenda 2030.
The Specific Objective ‘E.1: fostering the integrated and inclusive social, economic and environmental development, culture, natural heritage, sustainable tourism and security in urban areas’ supports the development of urban areas through sustainable growth strategies that address issues such as social inclusion, security, economic and social deprivation, environmental sustainability and cooperation between territories, as well as encouraging new ways of providing community services.
This objective is part of Tuscany's territorial management policy, updated by Regional Law 65/2014 with the aim to improve the quality of life in urban areas by promoting sustainable and integrated urban development. It focuses on making better use of existing buildings and regenerating degraded urban areas, in line with the Regional Landscape Plan, approved in 2015.
Under this Specific Objective, Integrated Sustainable Urban Development strategies provide for a series of coordinated infrastructural interventions aimed at recovering and enhancing urban spaces for social and cultural uses, reducing greenhouse gas emissions, supporting the energy efficiency of public buildings and strengthening the green component of the projects.

The general objective of the Bucharest-Ilfov Regional Operational Programme 2021-2027 (BI ROP 2021-2027) is to contribute to the strategic vision of the Bucharest – Ilfov Region (BIR) by supporting smart, sustainable and inclusive economic development in order to improve living standards and increase resilience to societal challenges. The Programme contributes to the fulfilment of the regional development objectives set out in the Bucharest-Ilfov Regional Development Plan 2021-2027 and the Smart Specialization Strategy RIS3 Bucharest-Ilfov.
The IMPETUS project will address the specific strategic development objectives
- SO10 - Protecting and capitalizing on cultural heritage and stimulating the development of infrastructure that contributes to social inclusion in the community
- SO11 - Supporting territorial strategies for the integrated approach to the specific challenges of urban areas
which are translated in the Priority Axis 7 - An attractive and inclusive region financing actions for improving the urban environment by regenerating public spaces.
To meet these objectives, the Bucharest-Ilfov Regional Operational Program 2021-2027 will finance both integrated urban investments and the creation of integrated sustainable urban development strategies. This will encourage local authorities to address economic, social, and environmental challenges with an integrated approach, capitalizing on the existing potential of urban administrative-territorial units.

The Métropole Européenne de Lille (MEL) has developed an ambitious Integrated Sustainable Urban Development (ISUD) strategy to rebalance the territory and establish a shared, coordinated vision for the future of the districts that are to be renewed under the French ‘National Programme for Urban Regeneration’. The main objectives of this strategy are:
- To reduce the development gaps between neighbourhoods and the rest of the metropolitan area, ensuring they are connected to the broader metropolitan development dynamics;
- To implement an integrated urban and social cohesion and solidarity strategy to provide a coherent response to the difficulties faced by these neighbourhoods;
- To intervene in living conditions and the urban environment, supporting residents in the resulting changes and their social and economic integration.
This urban renewal strategy aims to renovate the 14 districts through an ambitious programme which, among other actions, includes:
- Demolishing and rebuilding over 4,000 social housing rental units.
- Renovating 3,500 existing units.
- Converting 4,000 properties for residential use.
- Creating high-quality public spaces.
- Implementing large-scale economic programmes.
- Establishing centres of excellence and innovation.
More than €2 billion will be invested in the regeneration of these districts over the next 10 to 15 years. The implementation of these projects also involves considering how to use vacant spaces until they have a future purpose. The aim is to transform these areas into high-quality public spaces, improving the living environment and making the area more attractive for residents.

The Riga Development Programme 2022-2027 is a medium-term planning document covering up to eight years. It has been developed in conformity with the existing Riga Sustainable Development Strategy 2030, aiming to turn the long-term vision into specific short—and medium-term actions. The programme sets out the priorities for the next few years, details the action and investment plans, estimates the resources needed to achieve the strategic goals, and outlines how the programme will be monitored.
The programme aims to make Riga “become a compact, resource-saving, and smart city with the highest quality of life” and identifies key development priorities related to smart cities, culture and creativity, sustainable transport, high-quality public housing, protection of the environment, sustainable industrial policy, including an eco-friendly port.
Its development priority “an urban environment that promotes quality of life” involves designing high-quality, safe, accessible, and inclusive urban spaces where people can live, work, and enjoy their leisure time. It includes the tasks “to assess the potential of temporary use of abandoned and underserved urban areas” and “to promote and maximise the use of abandoned and underserved urban areas through public participation in the formation of the urban environment”.

The Regional Programme "European Funds for Mazovia 2021-2027" aims to contribute to the achievement of the Cohesion Policy objectives, including the creation of a more competitive and smarter, greener and low-carbon Europe, better connected, with a stronger social dimension and closer to its citizens.
The Programme supports research and development, the implementation of electronic services, and entrepreneurship. Funding will be directed towards increasing the energy efficiency of public and residential buildings, as well as supporting activities that enhance air quality. Additionally, at the regional level, the programme will provide co-financing for developing the labour market, education, and social inclusion initiatives.
The support under the Programme includes Specific Objective 5 (i), ‘promoting integrated and inclusive social, economic and environmental development, culture, natural heritage, sustainable tourism and urban security’ that aligns with Priority Objective 5, "A Europe Closer to Citizens", by fostering the sustainable and integrated development of all types of territories and local initiatives.
The policy instrument foresees interventions that revitalise degraded urban areas and enable recovery from crisis through integrated actions covering social, cultural, economic, and environmental issues. Interventions should stimulate local community activity and cooperation, promote entrepreneurship, self-employment, and the social economy, and improve the quality of urban spaces.

The "Guanarteme-Plaza del Pilar. Culture-based Urban Development Strategy" (G-CUDS) is a cross-cutting policy instrument that seeks to promote social, economic, cultural and environmental sustainability at the neighbourhood level.
It is focused on 3 main objectives:
1. Inhabit+Care: To enhance the singularities of Guanarteme (public space, housing, community life and shared symbols) making the neighbourhood an example of sustainability.
2. Identify+Activate: Revive and update Guanarteme’s manufacturing traditions to transform the neighbourhood into a makers' district and diversify the local economy.
3. Empower+Connect: To promote the creation of shared experimental spaces where different actors could explore together new solutions for social innovation and urban governance.
To achieve these goals, the G-CUDS defines 8 impulse programmes which act in very diverse fields, such as public space, cultural infrastructures, citizens participation or energy efficiency. While all of them offer possibilities for cross-cutting action, the following ones are of particular interest:
(1) reactivating empty buildings and degraded sites located in the built environment;
(2) enhance cultural resources with the reactivation of the Cine Guanarteme;
(3) promote cultural & creative jobs recovering the commercial fabric;
(4) creation of shared collective spaces for social encounter and civic creativity;
(5) development of projects to strengthen social innovation & urban governance.
