A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
OBJECTIVE
The Program aims to strengthen the production activities of the North Aegean via local planning, with the maximum mobilization of all the islands of the region, as well as the strengthening of economic & social cohesion. The green transition of the region will also be supported, through actions to upgrade the energy efficiency of public buildings, anti-flood and coastal erosion projects, upgrade of the water supply network and improve transport infrastructures.
CHARACTERISTICS
The Regional programme 2021-2027 Voreio Aigaio in Greece is part of the EU's structural and investment funds aimed at promoting economic growth, sustainable development& Territorial cohesion. The program addresses specific regional needs and priorities. Here are some of the key areas of the Voreio Aigaio RP liked with IN MOBILITY:

- Transport: Upgrading transportation networks, including road, maritime, and air transport infrastructure, to improve connectivity within the region and with the mainland.

The Strategic Development Program for Transport in the Podkarpackie Region up to 2030 aims to enhance the region's transportation infrastructure and services. The main objective is to create a sustainable, efficient, and accessible transport system that supports economic growth, reduces environmental impact, and improves the quality of life for residents. The program seeks to address current transportation challenges while anticipating future needs.
CHARACTERISTICS
The program outlines comprehensive plans for improving road, rail, and public transport networks across the region. It emphasizes the integration of various transport modes to facilitate seamless mobility. Key characteristics include the modernization of existing infrastructure, the development of new transport corridors, and the implementation of intelligent transport systems. The program also highlights the importance of sustainable transport solutions.
PRIORITY ADDRESSED
One of the key priorities of the program is the development of a regional transport, leveraging Podkarpackie's strategic position. This measure involves the expansion and upgrading of transport facilities to support increased freight and passenger traffic. Additionally, the program focuses on improving public transport accessibility in urban areas to reduce poverty and social exclusion, ensuring that all residents have reliable and affordable transportation options.

OBJECTIVE
The vision of the development of mobility in the Municipality of Alba Iulia for 2030 is described by the following essential elements:
Ensuring a transport system adapted to the needs of citizens;
-Viable, sustainable and accessible transport system that supports development and the local economy;
-Transport system that does not affect the health of the inhabitants;
- Transport system that leads to an increase in the degree of safety of the inhabitants;
-Transport system that contributes to improving the quality of life of the inhabitants.
CHARACTERISTICS
The Sustainable Urban Mobility Plan for the Municipality of Alba Iulia establishes how the modern planning and management concepts of sustainable urban mobility, as defined and implemented at the European level, will be implemented. These concepts are customised to the specifics of the Municipality of Alba Iulia, aiming to maximise the effects brought by improving long-term mobility indicators, up to the level of 2030. The SUMP is a precondition for accessing the main funding dedicated to the transportation sector by the ROP for the Center Region.

- Social exclusions: with no information in a foreign language or Insufficient information for people with other type of disability than mobility

OBJECTIVE
The Regional Program (RP) 2021-2027 of the Emilia-Romagna Region is a planning tool financed by the European Union through the European Structural and Investment Funds (ERDF), aimed at promoting the economic, social, and territorial development of the region.
CHARACTERISTICS
The ROP is defined in strict coherence with the main European and national strategies which identify the ecological and digital transition as the two pillars of the economic and social development of the territories. This program is structured around 4 thematic objectives and investment priorities, and a total budget of 40 million euro has been allocated to priority 3 (Sustainable Mobility and Air Quality), which encompasses interventions in the following topics: development of sustainable mobility Infrastructure (bicycle lanes and pedestrian paths), promotion of ITS for Public Transport services, Enhancement of Electric Charging Infrastructure.
PRIORITY ADDRESSED
Priority 3 focuses Sustainable mobility and Air quality, with the specific objective (2.8) of promoting sustainable multimodal urban mobility, as part of transition to a net zero carbon economy. With reference to smart mobility systems, the ROP will support initiatives aimed at ensuring flexible, integrated mobility solutions tailored to citizens' needs. Support of solutions that promote interchange hubs and Intelligent Transportation Systems (ITS) for real-time user information and services through digital technologies.

OBJECTIVE
The objective of the shared mobility plan, approved in 2022, is to actively stimulate and promote car and bike sharing in Bruges, through both carrot and stick measures.The objective was translated to clear KPI’s:
- Number of shared cars: From 53 in 2021 to 250 by 2030
- Number of car sharers: From 856 in 2021 to 7500 by 2030
- Satisfaction of shared mobility: From 30% in 2021 to 75% in 2030
- Electrification of the shared car fleet: From 30% in 2021 to 90% in 2030
CHARACTERISTICS
The main strategies of Bruges' shared mobility plan include:
- Creating awareness
- Supporting shared mobility platforms
- Introducing access points to shared mobility
- Integration of shared mobility in other policies (such as real estate policies)
- Knowledge and innovation
Each strategy has separate actions - 21 in total.

In INCLUDE The City of Bruges wants to focus on specific priorities which are:
Information sessions: What kind of information is needed to successfully introduce shared mobility in social housing;
Communication strategies for shared mobility solutions in social housing zones;
Peer-to-peer car and bike sharing: Best-practices: to have a business case for shared solutions taking into account the UNESCO characteristics of the city;
Integrate shared mobility in social building projects;
Tailored Shared mobility offering for minorities;
Monitoring methods with a focus on target groups

OBJECTIVE
Amsterdam Makes Space is the new policy vision for the city of Amsterdam, being launched in the fall of 2023. This new vision consists roughly of three parts. Firstly, making the transition from a system based on facilitating traffic to a system of explicitly choosing for policy goals and citizen needs. Secondly, the aim of using traffic models as part of the decision making process for distributing space, instead of using it as the single point for decision making. Thirdly, choosing for donut economics, including the ‘social foundation for mobility’. This last component of the new vision is the objective of this call.
CHARACTERISTICS
The social foundation for mobility consists of several elements: transport affordability, accessibility for people with disabilities and the elderly, traffic safety and the availability of sufficient transport. Social safety and vulnerable groups are also explicitly part of the agenda.
PRIORITY ADDRESSED
The mayor and aldermen of Amsterdam set out Amsterdam Makes Space as the new policy course. This way, we want to make sure that the social foundation for mobility explicitly becomes part of other policies, such as the network vision, parking norms, as well as projects that are taking place in the public space. Amsterdam Makes Space thus has absolute priority in policy making.

OBJECTIVE
The Kurzemes planning region development programme 2021 – 2027 is the medium-term development planning document at the regional level and includes various thematic priorities, one of which is focused on the development of sustainable mobility and outlines the directions to be solved in this area. The main objective of the Programme is to guide and support sustainable development initiatives within the Kurzeme region of Latvia.
CHARACTERISTICS
The development programme is a strategic document that outlines the region's medium-term development goals and priorities, including those related to urban mobility. It adopts a multi-sectoral approach by integrating urban mobility objectives with broader development goals such as economic growth, environmental sustainability, and social inclusion.
The programme involves consultation and collaboration with various stakeholders including local governments, businesses, civil society organizations, and residents to ensure inclusivity and effectiveness in policy implementation.
PRIORITY ADDRESSED
By analysing the priorities and directions in the field of sustainable mobility defined in the development program of the Kurzeme planning region 2021-2027, there is the need to develop regional-level sustainable mobility improvements. In the existing long-term and medium-term development planning documents of the region (the main strategic documents in the region), mobility and transport issues are not discussed in sufficient detail.

OBJECTIVE
As part of the project "Integrated Urban Development in Ukraine", which is implemented by the Chernivtsi City Council with the support of GIZ, in 2019 an assessment of the current situation in Chernivtsi was carried out, a comprehensive list of measures to improve the infrastructure was determined, and the Concept of Sustainable Development of Transport and Mobility (CSDTM) of Chernivtsi 2030 was developed. The purpose of the spatial Concept of Transport and Mobility is to strengthen the existing transport infrastructure.
CHARACTERISTICS
The Concept of Sustainable Development of Transport and Mobility of Chernivtsi determines, taking into account the existing situation and potential of the city as of 2019, the ways and opportunities for improvement and modernization of the entire transport sector. However, it currently does not take into account current needs, given that in June 2020 the territory of the Chernivtsi city territorial community was approved, which included the city of Chernivtsi, the village of Koroviya and the village of Chornivka.
PRIORITY ADDRESSED
We want to change the strategic direction of this political instrument, which will become a guide for managers and the community, and will offer modern and effective solutions for optimizing transport and urban space so that the movement of residents will be effective in terms of time, comfort, cost, as well as promoting health and causing the least possible negative impact on the environment.

OBJECTIVE
The strategy of the urban development is a territorial strategic document prepared in accordance with the Law on the Planning System of the Republic of Serbia. It is also a European-oriented document harmonized with EU laws that represents a strategy for integral territorial investments as one of the basic instruments of cohesion policy, which determines the directions and methods of financing the territorial development.
CHARACTERISTICS
The document itself creates new opportunities for the city of Kragujevac as an instrument in which the future directions of the city's development are clearly defined. Priorities and key projects contribute to the development of the city and the entire region are clearly defined. The Strategy itself gives possibility to City of Kragujevac to apply and seek for other funds, it is not an instrument for financing.
PRIORITY ADDRESSED
Through the implementation of this project, one of the priority goals aimed at Sustainable, climate resilient, intelligent, and intermodal national, regional, and local mobility will be improved. Through realization of the project, integrative approach will be applied and the lessons learnt from interregional cooperation will be implemented in Sumadija district, as Kragujevac is center of this region
