Project summary
In past decades, the needs of car drivers commuting during peak hours have often been the focus of mobility planning and policies, and multimodal transport offer tends to cater mainly for the able-bodied "average user". Transport infrastructure does not necessarily support accessibility, nor do mobility services in many regions, contributing to the growth of socio-economic disparity and social exclusion. Although in many cities and regions policies, strategies and plans such as SUMPs are implemented, the needs of vulnerable users in mobility systems, such as the elderly, people with physical or sensory disabilities, women or children are still not always fully addressed. This situation not only hinders decreasing transport-related CO2 emissions but is also non-inclusive and unjust for many citizens. Policies need to be improved to ensure mobility systems that are just, affordable, available, accessible and appropriate for all.
INCLUDES brings together seven partners from six European regions with the shared aim of improving the implementation of public policies to support regions transitioning towards low-carbon, sustainable and inclusive transport. Via an open exchange of information and knowledge and practical examples on the different dimensions of just and inclusive mobility planning, the capacities of public authorities to design more inclusive mobility policies will be increased. Instead of improving the policies to merely boost technological substitution as a means to promote low-carbon mobility, the project addresses the varying needs of the disadvantaged end-user from a holistic perspective. The project results will thus facilitate and better enable the improvement of policies so that they push and pull users with different needs, restrictions and hindrances to adopt sustainable transport modes more effectively.
