A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Regional Law 17/2019 of the Veneto Region is a framework law that regulates and coordinates the main regional interventions in the cultural sphere. Article 18 of this law refers to INTANGIBLE CULTURAL HERITAGE (ICH), it defines the meaning of ICH and promotes the establishment of a regional register for the mapping of Veneto Cultural heritage. This instrument responds to one of the recommendations contained in the 2003 UNESCO Convention on Intangible Heritage. The mapping of ICH at local level represents the first step to safeguard, valorise and promote the heritage and identity of an area. The register is a tool for the recognition and inventorying of intangible heritage present in the territory, which is made available to local communities, encouraging their active participation in the identification and definition of significant and relevant elements, at regional level.

This is a strategy with a clear societal perspective. The vision is the same as the county council's overall vision, which states that Council will build attractive and inclusive communities in Nordland.
This strategy aims to establish a sustainable tourism industry that contributes to a more inclusive society. It’s forward-thinking, targeting reduced emissions, green restructuring, and regenerative tourism. This involves developing a holistic approach to intangible cultural heritage as a cornerstone of Nordland’s future development. The ambitions extend beyond the strategy’s timeframe, with Nordland County Council aiming for long-term progress. This strategy follows the “Strategy for Tourism and Experience Industries in Nordland 2017–2021” and outlines the council’s engagement with tourism from 2023 to 2027.
The focus is on building a robust tourism industry that enhances local communities, promotes green transition, and strengthens natural diversity. This strategy is both a business and social strategy, leading to economic, local development, and environmental objectives
A priority is to introduce a regenerative perspective on tourism and community development. Regenerative means a tourism industry that has the ambition to contribute to the renewal of resources and to create positive added value for local communities, the climate and the environment. This includes supporting ICH, local value creation, as well as taking care of local culture and natural resources.
