Guldborgsund new procurement law enhances inert waste reuse

Guldborgsund Municipality proudly reports its first policy improvement as it adopted a new law that will improve the management of inert waste!

On 16 November 2023, Guldborgsund City Council approved a new Sustainable Procurement and Tendering Policy for Guldborgsund Municipality, improving with that its Strategy Plan for Municipal Planning within the strategic theme of Green Transition.

What’s in it?

The Policy states that bidders that want to win a contract, must describe in their offer how they will support circular and innovative product thinking, which among other things include:  

  • Reuse and recycling of products,  
  • Quality and product lifetime,  
  • Reduction of unused material and waste

The Policy applies to all procurement of goods, services, IT and all building and construction projects in the municipality.  

The impact on inert waste

This new policy will have a necessary and strong impact for reusing inert waste from the large number of old buildings that are demolished every year in Guldborgsund Municipality. Indeed, it means that in order to win a contract to demolish old houses, the bidders must describe for example how they will secure to reuse the different types of construction materials in the houses that they want to contract to demolish.

The contribution of INERTWASTE

Learning from the experience gained in the INERTWASTE project (through discussion with other partners, presentation of good practices, intervention of external experts), Guldborgsund included a strong focus on reusing construction materials in the new Sustainable Procurement and Tendering Policy instead of merely focusing on increasing biobased materials for new buildings. As a result, detailed and concrete requirements will be applied in future contracts with construction companies for contracts for demolishing houses and building new houses.

The project also helped Guldborgsund Municipality to become aware of the various roles it can play in the construction sector, as a contractor and as building authority. It is in this role as a building developer and through specific requirements in contracts with private companies, that the municipality has the biggest opportunity for influencing the market towards a more circular and sustainable future.
