Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Strategy for the Transition to Circular Economy in the Municipality of Maribor foresees a better cooperation between public utility companies in Maribor. The implementation of this municipal strategy materialized in 2020 with the establishment of an umbrella company, Javni holding Maribor, joining together utility companies. All companies involved in the cocreation of the strategy, plus several other, are now under one strategic management, and can continue to work towards better environmental and circular use of material (waste) streams in the City of Maribor.
Since 2017, several pilot projects have been implemented involving the use of different material streams in city (biowaste), construction waste, cleared waste water or the recuperation of degraded areas (municipal gardens).
The purpose of the Strategy is cross-sectoral cooperation in handling, processing, re-use and development of resources, which deals with the circular economy in Maribor in seven areas, but related to this project three of them are applied:
-Use of processed construction and demolition waste and soil in urban construction
-Sustainable management of land and regeneration of degraded areas
-Cooperating economy network
The positive consequences of these practices are the emergence of new business opportunities for the Municipality of Maribor, the people and the economy, the creation of high-quality, mainly green jobs, new added value and a fresh economic boost.

“Green Transition” is one of the six themes that define the local strategic focuses in the strategy plan for Guldborgsund Municipality, to be outlined in the overall Municipal Planning Document. The Green Transition theme aims at defining relevant local green transition actions to bring Guldborgsund Municipality towards CO2 neutrality in 2050. As part of the planning process, targets, actions and relevant measurable goals will be defined for green transition. The implementation of this theme includes an action plan with concrete “Green Transition” goals and actions.
The construction sector contributes massively to climate footprint. At the moment, the construction sector contributes with 27% of total amount of waste. The high climate impact of construction is expected to be reflected in the “Green Transition” action plan, enabling further development of sustainable construction and reduced waste in municipal construction.
Actions and goals for increased reused and recirculated building materials will expectedly be a main focus in the Green Transition theme, for example from demolished old abandoned houses and public construction and renovation involving stakeholders across the construction value chain.

The Regional Plan (PRPGD) covers all categories of waste, excluding nuclear waste, whether hazardous, non-hazardous, non-inert or non-hazardous inert:
- Waste generated in the region by households, economic activities, communities, administrations
- Waste managed in the region: collected and then treated in a waste sorting or treatment facility, used in a production facility as a substitute for raw materials, in an energy recovery facility, in a quarry or in the construction of public works as a substitute for raw materials
- Waste imported for management in the region, exported for management outside the region

The European Regional Development Fund (ERDF) Programme of Navarre 2021-2027 is a policy instrument aimed at strengthening the economic, social and territorial cohesion of the region of Navarre. The 2021-2027 period programme is currently in preparation phase.
The strategy of the ERDF is being drawn up taking into account the existing needs and challenges at regional level. The ERDF Programme includes 2 main priorities, and a total of 12 actions:
- Smart and digital transition (with 4 specific objectives)
- Green transition (with 7 specific objectives)
This project falls under the priority of “green transition”, which policy objective is a greener, low-carbon Europe in transition to a net-zero carbon and resilient economy, promoting a clean and fair energy transition, green and blue investment, the circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable urban mobility. There, the specific objectives that the project will address are:
- Fostering the transition to a circular and resource-efficient economy
- Fostering the protection and conservation of nature, biodiversity and ecological infrastructure, including in urban areas, and reducing all forms of pollution
A strategic action of these 2 objectives is the recovery and restoration of degraded spaces. This action will consist of the restoration of spaces degraded by old extractive activities through the use of recycled aggregate and inert waste.
