Navarra discusses a C&D waste agreement and road milling

Stakeholders meet in Navarra.

Two regional stakeholder meetings were held in Navarra in November 2024 to discuss ongoing work and progress in inert waste valorisation. These meetings provided an opportunity to present key findings of the INERTWASTE project, and gather valuable feedback and align future efforts with regional priorities.

The first meeting, held on 18 November, brought together 5 participants from 3 entities (the Departments of Environment and Public Works of the Government of Navarra, and GAN-NIK). The focus was on the ongoing regional agreement for construction and demolition (C&D) waste. Among other topics, the agreement includes the promotion of the use of recycled aggregates mixed with natural aggregates, a practice which was highlighted in one of the INERTWASTE Good Practices presented in TLJ2 in Slovenia and one of the study visits of TLJ3 in France. The Department of Public Works expressed interest in the agreement, which has still to be signed, and which would integrate the project’s findings into regional policies.

The second meeting took place on 19 November, involving 7 representatives from 5 entities (Government of Navarra, GAN-NIK, Prolesogal, ANEFA and UPNA). The meeting focused on the valorisation of road milling waste, a recurring topic in regional stakeholder discussions of INERTWASTE. This issue was also addressed during the bilateral meeting that Navarra held with Région Sud (France) in October 2024. Project discussions have been reflected in a preliminary report, which was presented in the meeting. During the meeting, the analytical results aimed at reducing uncertainties about contamination levels ensuring the compliance with thresholds for alternative uses, specifically focusing on Total Organic Carbon (TOC) and hydrocarbons (C10-C40), were discussed. Plans for further collaboration with highway authorities were also mentioned, which would enhance and expand the findings.

Both meetings highlight the importance of stakeholder collaboration in advancing sustainable waste management practices and reinforcing the impact of the INERTWASTE project on the region’s environmental strategy. The results of these two small group meetings are expected to be shared with the extended stakeholder network at a later stage.
