Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Gender Equality Action Plan 2022-25 constitutes a comprehensive local policy to address gender inequalities. The Municipality of Berovo, in cooperation with UN Women, is already preparing a follow-up to the Action Plan, ensuring a seamless transition after 2025; Berovo, thus, will address this successor PI for the 2026-2029 period. The current Plan is structured around three Strategic Goals, comprising a total of fifteen Specific Objectives (SO). Each SO is addressed through one or more measures/projects. For each measure, the Plan specifies related activities, responsible actors, performance indicators, time frame and planned budget (total Plan budget: ~ EUR 160,000).
Of direct relevance to the Just Femme project is SO 2.3 (“Integrating a gender perspective in employment”), which foresees the promotion of women’s entrepreneurship, job-finding support for women residing in rural communities and the mapping of training needs of unemployed women. Other SOs (2.7, 2.8) include activities aiming at advancing entrepreneurship and employment opportunities among women in specific economic sectors (tourism, agriculture).
Moreover, the Action Plan contains other measures and activities highly pertinent to Just Femme activities, including:
- training on gender-responsive budgeting (SO 1.2);
- the development of gender disaggregated statistics and gender indicators (SOs 1.3 and 1.4);
- the improvement of social care services primarily targeting women’s needs.

The overall aim of Kozani’s Circular Economy Action Plan (CEAP) is to design sustainable interventions in the context of a circular economy; in particular, the creation of new jobs and the promotion of green entrepreneurship to compensate for the green transition effects in local employment are two (among four) of its specific objectives. The TJTP explicitly informs CEAP’s objectives, while the CEAP refers to the need to equally include women in the post-coal era. CEAP includes a set of actions structured in ten pillars, of which Just Femme will address the following three:
- Pillar 5: Strengthening circular entrepreneurship, including through the promotion of SME competitiveness in relevant value chains (action 5.3).
- Pillar 9: Capacity building, including the financing and organisation of training programmes and syllabi on circular economy (skills) in vocational education centres and the university.
- Pillar 7: Innovation, including a) the creation of a Circular Economy Park, contributing to the valorisation of labourers’ skillsets in the post-carbon economy and the regeneration of mining areas (actions 7.1 & 5.2); b) the creation of a Circular Economy Innovation Centre (action 7.6), to foster the commercialisation of relevant applications, and c) the promotion of clean mobility applications (green H2, EV batteries; actions 7.3 & 7.4).

The JTF Programme Plan Emmen represents the principal policy instrument for the management of the funds allocated to Emmen by the JTF, outlining the scope and governance structure of the local Just Transition programme. The plan sets the following strategic goals:
1. A NEW ECONOMIC PERSPECTIVE
Largely drawing from the Research and Innovation Strategy for Smart Specialisation (RIS3) of Northern Netherlands 2021-2027, the plan seeks to enhance research and innovation in green and digital technologies and secure investments for startups involved in the twin transition.
2. GREEN PERSPECTIVE
The plan aims to directly accelerate the integration of green solutions and technologies in manufacturing processes, by, inter alia, advancing alternative fuels, promoting circularity in the industrial value chains, and facilitating the adoption of carbon capture technologies.
3. HUMAN CAPITAL AND SOCIAL PERSPECTIVE
The plan aims to address current shortages of technical professionals, specialised in green and digital technologies, and ensure, through reskilling initiatives, training and reintegration programmes, that the local work force can meet the growing demands of the twin transition.
Within Just Femme’s framework, Emmen will focus on the third goal to address the rest two: i.e. by lifting barriers that impede women’s participation in the labour market, it will actively promote employment and entrepreneurship opportunities in sectors directly related to the twin transition.

The Territorial Just Transition Plan (TJTP) of the Silesian Voivodeship specifies seven NUTS 3 subregions, corresponding to 75% of its area (and 88% of its population). The TJTP’s main objective is the equitable and efficient transformation of mining subregions towards a green, digital economy, ensuring a high quality of life for residents in a clean environment.
The initial version of the TJTP was included in the “European Funds for Śląskie 2021-2027” programme. In particular, specific objective JS08.1 focused on enhancing women’s position in coal subregions’ labour markets, including initiatives promoting women’s inclusion in training, employment, managerial roles, and combating gender stereotypes in the STEM sector; still, no funds were allocated to relevant measures.
In the current, standalone version of the TJTP, these gender equality targets have not been transferred to its ten operational objectives. To address this vacuum, Slaskie will work on gender-balancing the most relevant objectives of the PI, namely:
- Strengthening the potential of entrepreneurship for the creation of alternative jobs.
- Attractive and effective i) education and skills upgrading and ii) labour market support system, focusing on increased labour force participation in the green and digital economy.
- Restoring post-mining areas for economic, environmental and social purposes.

The Strategic Part of the Kurzeme Planning Region Development Programme 2021-2027 (hereinafter - "Kurzeme 2027") defines medium-term development priorities for the implementation of the long-term priorities - defined in the Kurzeme Planning Region Sustainable Development Strategy 2015-2030. The Strategic Part of Kurzeme 2027 defines seven medium-term development priorities and one horizontal priority, namely:
- P1 - Dynamic knowledge
- P2 - Growth economy
- P3 - Green and safe development
- P4 - Sustainable mobility
- P5 - Attractive living environment
- P6 - Social inclusion
- P7 - Cultural potential
- P8 - Active society (horizontal priority)
The Just Femme project will address the following specific goals under Priorities 2 and 6:
P2.3 – Green Deal - development of environmentally friendly business, namely the establishment of green clusters
P2.4 – Development of support services for entrepreneurs in Kurzeme
P2.5 – Digital transformation of enterprises, namely the development of ICT infrastructure to support the digital transformation of enterprises
P2.6 – Creation and development of infrastructure necessary for entrepreneurship, focusing on support services to promote Kurzeme businesses
P2.7 – Fostering the entrepreneurial capacity of society
P6.3 – Ensuring equal opportunities
P6.4 – Promoting social entrepreneurship

The Human Resource Development Programme (HRDP)2021-2027 will support the implementation of the European Pillar of Social Rights (EPSR) in the three areas: "Equal opportunities and access to the labour market," "Fair working conditions," and "Social protection and inclusion” and will contribute to achieving the UNSDGs. HRDP is structured along four Priorities, most of which contain Specific Objectives (SOs). Inclusion and non-discrimination in the labour market is promoted throughout HRDP’s provisions, aiming inter alia to increase women’s participation in training programmes and the labour market (employment and entrepreneurship).
Within the Just Femme framework, Stara Zagora will focus on the following parts of the PI, all falling under Priority 1 (“Promoting employment and skills development”):
- SO3: Promoting gender-balanced participation in the labour market, equal working conditions and work-life balance. Specified activities include promoting women’s participation in digital-based industries, supporting flexible working arrangements and access to childcare.
- SO4: Improving the adaptation of workers, enterprises and entrepreneurs to changes, such as the closure of carbon intensive industries, through a diverse set of actions, including the development of green skills.
- SO1: Supporting entrepreneurship, through measures that include training in entrepreneurial skills and access to financing schemes, especially focusing on groups such as long-term unemployed and women.

The “Action Plan for Equal Opportunities for Women and Men” (hereafter PI), currently in its 2023-2025 iteration, was adopted in Lithuania in 2023. It aims to promote equality between women and men in a consistent and systematic way in all areas of public policy. The 2023-2025 version is the third in a row to have been approved to support the realisation of the provisions of the Law on Equal Opportunities of the Republic of Lithuania. The PI also specifies the implementing authorities for each measure, including state authorities, NGOs, social partners, academia, and trade unions. The progress of implementation of the individual measures of the PI will be discussed during the annual meetings of the Commission for Equal Opportunities for Women and Men; following this, the PI will be updated to the 2026-2028 version, continuing to be improved by the Just Femme project.
The PI outlines 7 overarching goals, each supported by specific objectives (13 in total), and details 29 specific measures that address issues of gender equality in the labour market, education, decision-making and leadership positions, health, and work-life balance. Just Femme will primarily address the following goals of the Action Plan:
1. Increase the equality between women and men in the labour market
2. Reduce the gender pay gap
3. Mainstream gender equality in education
