Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Spatial-economic vision Delft 2030 (Entrepreneurship and employment in Delft) is the City’s vision for how to consolidate its position as the technological capital of the region, while maintaining high levels of employment and prosperity for citizens. Indeed, the two main economic objectives at the basis of the Spatial-economic vision are 1) to strengthen the regionally distinguishable Delft sectors: technology and tourism and 2) to facilitate extra employment, by creating job opportunities for every citizen of Delft.
The policy instrument provides the framework for a range of collaborative initiatives supporting these goals. Many of these are directly relevant to our objectives in the MAE project:
- Investing in growth opportunities / innovation for the entire technology chain, with Delft becoming an urban testing ground for innovation;
- Further develop cooperation in among local and regional actors, including cooperation within and between clusters (local and regional);
- Involving local businesses in the procurement of supplies and services, thus boosting industrial transformation;
- Focusing on technical education and a good flow to the labour market.
The Aerospace Innovation Hub (AIH) fits into the Spatial-economic vision Delft 2030. AIH aims to grow into a thriving community of startups, scale-ups / SMEs, academics and corporates in the region in the field of Unmanned Valley (drones). The City of Delft, with TU Delft, is committed to widening the impact of the AIH.

The Smart Specialisation Strategy (S3) for Prague is a key strategic document for innovation ecosystem support. It defines key domains and topics: i) Stimulating the innovation ecosystem and partnerships; ii) Establishment and development of start-ups/SMEs with know-how; iii) local HR potential and knowledge economy and iv) Intensification of internationalisation in R&D activities. The last version S3, approved in 2018, is now in the process of updating - September 2022.
MAE has the potential to address all the key domains, with specific relevance to domains ii) and iv), supporting SMEs in industrial transformation.
The Smart Accelerator programme is a key tool for implementing the S3 regional goals. Its main goal is to boost innovation ecosystem and utilisation of the innovation potential of the city, in line with the S3 key domains and topics. The programme provides i) providing comprehensive data support for the development of the innovation environment in Prague and preparation of strategic interventions; ii) voucher grant scheme for SMEs; iii) innovation ecosystem mapping (start-ups, research capacities); iv) marketing and communication strategy, including sectoral mapping and v) SMEs mentoring and coaching together with matchmaking with university students. The Smart Accelerator programme has a role in innovation ecosystem mapping, which is relevant to the goals of the MAE project.

The Clare County Development Plan is the single most important economic and land-use policy document for the County governing planning decisions, funding applications and the economic and spatial development of the area. Democratically adopted by Elected Local Government it sets out the vision, centred on a number of economic drivers including Shannon Aviation. The current version runs from 2017-2023 and draft of the subsequent version (2023-2029) was published in January 2022.
Shannon Town Centre Masterplan (approved in 2022) is a tool within the overall County Development Plan. It provides detailed definition of economic objectives, focused on innovation through aviation and aerospace. It aims to reassert Shannon’s position as an entrepreneurial, visionary place that acts as a gateway to Ireland and beyond. The Masterplan should harness the opportunities of aviation and aerospace to create a campus of innovation in the town centre that capitalises on local know-how, manufacturing and production infrastructure.
The campus aims to attract innovators, researchers, and industry experts. Implementation will rely significantly on policy to leverage collaboration, unlock infrastructural issues and create enhanced environments to do business. A key funding mechanism is Urban Regeneration and Development Fund (URDF), which relies on demonstrating how the planning system can collaborate across the board to create economic conditions in metropolitan areas to generate employment.

The City of Forlì’s Comprehensive Strategic and Operational Plan (DUP Forlì) is a mandatory document defining strategic and operational objectives the City Council pursues during its 5-years mandate. The DUP is reviewed and updated annually to provide guidance for the remaining time of the mandate.
The DUP sets the objectives and governance strategies of the city administration and describes the economic, financial and managerial measures to achieve them. It defines the operational objectives, which are then assigned to specific sectors of the local council for concrete implementation.
The 2022-2024 DUP (which will be updated following 2024 elections) promotes a coherent approach fitting within the 20 year strategic plan for the City Council. It encourage knowledge based management, using reliable data and EDP methodologies for wide engagement (Mission 01 – City Management).
Mission 14 (Economic Development and Competitiveness) is of particular relevance to MAE:
• Programme 01- Industry, SMEs and Crafts / Operational Objective 1.01.01 Networks and Enterprise for New Perspectives for the City. It aims to set up thematic working groups to develop the entrepreneurial fabric, to share tools, processes and initiatives with enterprises; to support new enterprises and startups. Local aerospace assets are cited: research facilities, university and other highly- specialised curricula, the local airport.
DUP Forlì also encourages an interregional approach to economic development.

Päijät-Häme's Inclusion Program presents priorities and goals for the planning and implementation of inclusive work in the well-being services county's area, as well as the evaluation of its success. The Inclusion Program contributes to the well-being services county's strategic goal of a healthy resident. Inclusion work builds well-being through experiences of inclusion and community. Opportunities are created for residents to actively participate in the decision-making, activities, and development of the well-being services county.
The object is to promote residents, clients, municipalities, NGOs etc. opportunities to participate in and influence the activities and decision-making as well as in developing services.
Objectives:
1. Residents get information and can influence the activities of the well-being services county: i.e. by ensuring that residents have easy access to information about both decision-making and service production;
2.Customers' right to self-determination, security, and quality of services are strengthened: i.e. by ensuring the realization of the customers' right to self-determination in their own services and paying special attention to the inclusion of customers in a vulnerable position;
3. The involvement of different parties strengthens the systematic development of services: i.e. by collecting customer experience at different stages, analyze and use the information systematically and developing services together with all stakeholders

Nordland County Council's innovation strategy (2014-2020) was the first regional strategy for industrial development in Norway following the EU scheme for smart specialisation. It has now been updated to cover the period from 2023 – 2026. The new strategy better reflects the current day structure of the County. This updated strategy builds on the approach of innovation as the prominent driver of growth, using place-based strengths, targeting a more diversified industrial structure, increased cooperation and companies' research interactions. The strategy should contribute to new innovation, ensure business growth and balanced development.
Within this updated innovation strategy, the Nordland Business incubator programme is a key pillar. The programme is a collaboration between the county and the state. Nordland County Council is responsible for Nordland Business incubator programme, which operates in synergy with other instruments and programmes.
The programme is run in collaboration with regional and state companies (Samskap, Siva, Andøya Space, Andøy Teknologipark) and has led to the creation of an innovation company hosting the incubator (NewSpace North AS). Its goal is to develop entrepreneurial companies and spin-offs from established companies in Nordland County, with particular relevance to developments around space related activity in Andøya. The incubator connects innovation actors and provides access to educational programmes and support for business development.

Launched in 2015, the Civil UAVs Initiative (CUI) is a strategic initiative led by the Galician regional government, aimed to promote innovative solutions based on Unmanned Aerial Vehicles (UAVs). It is designed to improve provision of public services and create a technological innovation centre in this segment of aerospace, to diversify the regional economy and industrial sectors.
Alongside improvement of public services, the CUI seeks to help Galicia become a centre for generation, attraction and retention of talent and knowledge. It promotes strategic R&D&I lines for knowledge centres and enterprises in an avant-garde and high technological intensity sector with great future potential. It supports innovative SMEs and high-skilled employment in the UAV segment and positions Galicia as a reference aerospace technological innovation centre in Europe.
CUI is divided into various programmes. It fosters R+D+I agreements with leading companies and Public Procurement of Innovative Technology (PPIT) tenders to develop products and services with a certain level of technological maturity. It encourages Entrepreneurship through the Business Factory Aero (BFAero), which promotes start-up and acceleration of innovative companies in the aerospace value chain. It includes a comprehensive action plan to promote scientific and technological vocations, especially among women, and the provision of necessary infrastructures for an aerospace innovation pole specialised in UAVs (the CIAR).
