Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The policy instrument is focused on 4 priorities, one addressed by CNA ER intervention: Research, innovation and competitiveness. Priority 1 is addressing 4 specific objectives:
1- Develop and strengthen research and innovation capacities and the introduction of advanced technologies;
2- Enable citizens, businesses, research organizations and public authorities to reap the benefits of digitization;
3- Strengthen the sustainable growth and competitiveness of SMEs and the creation of jobs in SMEs, also thanks to productive investments;
4- Developing skills for smart specialization, industrial transition and entrepreneurship.
The project aims at improving the adoption of the related funding procedures of the specific objective 1.3, supported also by the adoption of the Regional Talents Law in 2023. In order to increase the attractiveness, innovation, quality and sustainability of the regional territory development, the Region promotes the attraction, permanence and valorisation of highly specialized talents also through paths to accompany return and mobility, in line with the regional smart specialization strategy and the Agenda 2030 Strategy for Sustainable Development. In order to promote the attractiveness of career paths in the ecosystem of innovation and the labor market, the Region activates incentive measures for the hiring of talents, also in coherence with the RP lines and in synergy with the policies of development and valorisation of human resources by companies

The policy instrument is Sant Quirze del Vallès Municipal Plan of action .
This Plan is a roadmap that sets municipal objectives with a timeline to achieve them, as well as the activities and actions to be undertaken in order to achieve them.
This Plan contains te local economic development that is based on:
- An increasingly plural economy based on new balances: a powerful private sector, entrepreneurship, and an influential public sector.
- An economy that respects the environment and the future of the planet, that is committed to energy efficiency and a sustainable use of resources.
- An economy that fosters attractive economic and dinamic activity parks, in terms of industrial activities and in the establishment of contacts and collaborations of different types between the industries and the rest of the activities of the same industrial park, of the parks of the municipality, with other companies within the same municipality, but also from outside.
- Implementation of policies to attracct new clean industrial companies in order to create and retain talent.

The Employment Strategy 2021-2030 is a key strategic document defining the tasks and directing the efforts of all interested parties in the labour market towards reducing the unemployment rate, increasing the economic activity of the population and increasing the labour potential of the country's workforce. By means of the annually implemented, financially secured with funds from the state budget, national employment action plans and according to sustainable economic growth, significant progress is possible in the implementation of the goals and priorities of the Employment Strategy.
The strategy is implemented until 2030 through the annual national employment action plans, which include programs, projects and measures for training and employment with specified objectives, main activities, target groups and institutions, organizations and partners responsible for their implementation, as well as the amount of funding.
The objectives and main priorities of the employment policy are: increasing the quality of the labor force according to the requirements of the jobs, increasing the supply of labor force and support for increasing the demand for labor force, increasing incomes, promoting the implementation of new forms of work and protection of those working in pandemic conditions.
The priority addressed is III. Activities to achieve goals and fulfill priorities, points 1, 5, 7.

The current Employment Strategy (2021) is a key strategic document defining objectives and tasks and directs the efforts of all interested parties in the regional labor market towards reducing the unemployment rate and increasing the economic activity and potential of the regional workforce including migrants as well as attracting skilled and unskilled labor from outside the region. By means of the implemented action plans, financially secured from multiple public and private sources and according to sustainable economic growth, significant progress has been made and is possible in the implementation of the goals and priorities of the Employment Strategy.
The strategy will be updated as of 2025 and implemented until 2030 through targeted action plans including projects and measures for training, attracting and retaining with specified objectives, main activities, target groups and institutions, organizations and partners responsible for their implementation, as well as the amount of funding.
The objectives and main priorities of the employment policy are: increasing the quantity and quality of the labor force according to job requirements, improving the employability of the regional workforce population and reducing the school drop-out rate.

The overall vision of the RUS is Västerbotten to be an innovative and smart region. This is to be achieved by means of initiatives that are aimed at two objectives: 1) an innovation engine for sustainable development; 2) an innovation ecosystem with strong and inclusive innovation processes.
The goals for sustainable development in Västerbotten until 2030 include three focus areas and six priorities. The three focus areas describe the perspectives that need to infuse every regional development initiative for differences to drive development
and for the goals to be realised.The six priorities show which areas need to be developed for Västerbotten to become a vibrant place to live and a circular Society. Each priority is elaborated on in the twenty associated sub-priorities.
Under these two objectives, Motors of growth focuses at the Focus area of "Pioneer in the Transition" and adresses :

The Normandy Regional Council manages professional training in its territory by striving to connect the needs of the public in terms of training with the economic realities of the territories. A particular attention is paid to building complete training courses that reflect the industrial specificities and its needs in our territory.
One of our policies is the Regional Scheme for Higher Education, Research and Innovation.
Through this scheme, the Normandy Regional Council offer multiple support interventions: as carrying out a diagnosis on the obstacles to pursuing higher education in Normandy/ implementation of interventions for students in difficulty/ strengthening support for doctoral students/ support for Norman careers.
In order to strengthen higher education and professional integration we mobilize “Normandie Sup'” device through 2 main intervention components:
- Transformation of the training offer (increase employment and scientific skills linked to current regional priorities. It is also a question of giving visibility for training and professions of the future serving the region and promoting interfaces between academic actors and guidance actors. This action aims to support the profound transformation of the training offer serving the territory and linked to the needs of employers.
- Orientation, success, and integration (supporting and developing the ambition of students, teachers, researchers and to promote their success).
