Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Master Transport Plan is a regional strategic plan that has been drawn up by the Regional Ministry of Development and Infrastructures, taking into account the needs and priorities of every actor involved with this service: municipalities, users and transport companies.
The Government of the Region of Murcia is responsible for inter-municipal transport and among the general objectives of the Master Plan is the creation and improvement of the transport network to guarantee mobility, sustainability and accessibility of public transport throughout the Region of Murcia.
Specifically, among the objectives of the plan is a specific line on the environment and sustainability, with the aim of reducing the environmental impact of the regional transport system. Likewise, it is a priority to adapt public transport to the needs of the population in order to make it a real alternative to private transport and to improve the mobility options of the most vulnerable groups (who cannot afford private transport, or who, due to demographic or social situations, have limited mobility capacity).

Sintra 2030 Strategic Development Plan is a policy instrument that helps to integrate regional strategy and EU objectives to sub regional level and at the same time to mobilize resources of local municipal community to implement the strategy adopted.
The priority Infrastructure and Environmental Services Network directly contributes to the implementation of green economy and resource efficiency initiatives for more sustainable urban systems. It foresees interventions related to mobility, decarbonization. infrastructures and their integration in the specific context of urban rehabilitation operations, development of innovative solutions and pilot actions in the field of sustainable urban development, sustainability and resource efficiency, support to the monitoring of environmental parameters and qualification of the urban environment and consequent rehabilitation.

The key strategic objectives addressed by the Development Strategy of Bystřice city for 2020 – 2030 and measures relevant for this project are as follows:

Within PROMOTER, from the policy impact perspective Integrated Transport Operational Programme Plus 2021-2027 (ITDOP Plus) will be addressed in South Transdanubia.
Objective, characteristics
In line with the European Green Agreement, ITDOP Plus places strong emphasis on promoting sustainable forms of transport, including the greening of motorized transport and replacing public transport vehicles with low emission ones. Connected green energy generation, storage and consumption issues at local level are also targeted by this policy instrument.
ITDOP Plus is linked to EU's policy objectives "A greener, low-carbon Europe" (PO2) and to policy objective "A better connected Europe - mobility and regional ICT interconnectivity" (PO3).
Priority and measure addressed
1st Priority axis: strengthening clean urban-suburban transport
1.1 Measure: Strengthening biodiversity in the urban environment, greening infrastructure and reducing pollution. Relevant interventions:
• developments to help link transport chains (e.g. P+R, B+R, intermodal passenger transport hub),
• development and implementation of IT applications and databases favouring public transport, • development of public transport (trams, trolleybuses, buses) and other public transport services, removing bottlenecks (construction of new lines, purchase of vehicles, modernization and accessibility of stops, etc.),
• development of alternative fuelling infrastructure (e.g. e-charging stations) using local green energy sources

Starting from the challenges which Brașov county is facing to reduce the social and economic gaps, the Strategy proposed the VISION that Brașov County will become by 2030 a sustainable county, smart, fair and attractive to residents, investors and tourists. The general objective assumed at county level consists in efficient and balanced use of material and human resources with respect for the principles of sustainable development.
STRATEGIC DIRECTIONS related to the project addressed are intended to be developed and approached in an integrated manner:
I. Improving environmental factors, energy efficiency, renewable energy and climate change
II. Sustainable connectivity and integrated development a smart urban & rural communities
III. Consolidation and development of the county’s economy in a sustainable and competitive manner
The measures addressed include, among others, implementation of 4 projects that use renewable resources, encourage the use of renewable resources for the production of heat and electricity, building a new intermodal logistics park near the Airport Brașov for which the feasibility study already exists and which will allow the connection of the passenger terminal and the cargo terminal of the airport, the railway terminals of the future logistics centre and the network road (motorways and lower category roads), increase the percent of the electric vehicles from 8% to 25%, increased the number of stations for loading new electric cars.

In 2014, Tuscany Region issued the new Rules for Territorial Governance (L.R. 65/2014) and in 2015 it approved the Territorial Address Plan (PIT) having the value of Regional Landscape Plan (PPR); therefrom the PL started the revision of the existing PTCP in March 2022.
The ongoing climate change requires contributing to the implementation of the 2030 Agenda with specific projects to be proposed both in the 2021-2027 European Funding Programming period and in the National Recovery and Resilience Plan (PNRR), as well as by introducing specific strategies, addresses and elements of innovation within the new PTCP.
The following priority objectives have been identified:
- elaborate a shared PTCP, to which municipal urban planning tools will conform;
- elaborate a PTCP coordinated with the sectoral, sustainable urban mobility plan (SUMP), consistent with the ELTIS guidelines, in order to:
• contribute to fight against energy and climate change, in order to identify the objectives and guidelines to be pursued in territorial projects;
• contribute to the reorganisation of local public transport (LPT), hinging on the Province's fundamental and priority function of transport service planning, authorisation and control in the field of private transport
- identify strategies for the active protection of the territorial heritage and adaptation to climate change, also with a view to the socio-economic and cultural development of the provincial community.

The Development Program 2022-2028 (DP) is worked out in accordance with Latvian national development plan 2021-2027 (LNDP) and is based on Sustainable Development Strategy of Rezekne City 2030 - Rezekne as recognized, attractive, environmentally and human-friendly city on international level, open to innovation and easily accessible to its residents, entrepreneurs, tourists and guests. DP includes specific objectives, long-term priorities, medium-term priorities and definite tasks to be performed. Project related priorities overlap with thematic area designed in LNDP, most important of them are: "Technical infrastructure and mobility", "Quality residential environment and nature", "Movement to climate neutrality".
Municipality has to set in the future measures for energy efficiency as one of its most important goals with a focus on reducing CO2 emissions in order to reduce energy consumption by increasing of economic volume. Low energy efficiency is related also to industrial, public and private buildings. It is important to continue implementation of projects in order to improve the energy efficiency of heat supply in buildings, to reduce maintenance costs and to educate local community on energy efficiency issues.
The climate challenges are addressed within the framework of the activities planned for the development of internal mobility in order to improve the public transport system and make it more efficient, greener and more integrated in conception of green mobility.

The regional plan and programme are statutory documents for regional development. On top of these, smart specialisation strategy is included to this document. Together these three make up the strategy for Central Finland.
The strategy of Central Finland aims to improve the region’s economy, sustainability and environment and wellbeing of the citizens. The strategy highlights the importance of resilience and flexibility in the regional development.
The strategy of Central Finland has a significant role on regions development, including funding the projects via the regional council.
The strategy includes short term regional programme (2022-25). Here the focus is on 1) sustainability in economy and renewal, 2) environmental sustainability, with the focus on climate change mitigation, 3) social sustainability and 4) accessibility and attractiveness of the region.
Smart specialization strategy focus areas are 1) bio- and circular economy, 2) well-being and 3) industrial renewal. The common feature in all three topics is the digitalisation and its potential to create new.

The climate plan “Leefbaar Oostende” is being drawn up with climate neutrality in 2050 as the ultimate goal. A first interim evaluation will follow in 2030.
The objective "Ostend climate neutral by 2050" is largely colored by the international context. Europe defines climate neutral as: “achieving a balance between the amount of carbon (CO2, greenhouse gases) emitted and the amount of carbon that is removed from the atmosphere by nature or techniques.”
In light of the European Green Deal from 2020, climate neutrality is increasingly leaning towards a reduction of current emissions by 100%. According to the Green Deal, greenhouse gas emissions be reduced by 55% in 2030 compared to 1990, compared to 20% in 2020. That is an acceleration that, if we extend it beyond 2030, will lead to a 100% reduction between 2040 and 2050.
The most important technical measures for the 2030 climate ambitions are a modal shift of passenger and freight transport, the maximal installation of solar panels, the shift toward zero -emission personal cars and public transport.
Other technical measures that are less related to mobility but relevant to PROMOTER project are e.g. the energetic renovation of buildings, the installation of LED (public) lighting.
