Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
LP address ERDF RP 21-27 of Emilia-Romagna (ERR) where priority 4 “Attractivity, cohesion & territorial development” aims at overcoming territorial inequalities, promoting attractiveness/sustainability cohesion, equality & sustainable development in particular through Specific Obj. 5.1 Promoting social, economic & environment integrated & inclusive development, culture, natural heritage, sustainable tourism and safety in urban areas. ERR goals is favouring the protagonism of urban areas in addressing transition, territorial peripheral identities, new processes activation. ERR is characterised by inequalities btw urban/rural areas, as well as inner/peripheral areas. Priority 4 intends to support local authorities in promoting proximities opportunities & services, integrating attractiveness, green transition, climate neutrality, social connections & participatory processes in peripheral urban areas. Transformative Urban Agendas for Sustainable Development (ATUSS) drafted by main regional cities (including LP) and complex areas, are based on multi-level governance & multi-fund approach, designed to address specific territorial needs/vocations, involving main local actors and citizens in defining territorial development strategies. This action is perfectly in line with PROXIMITIES objective to innovate and enforce local & regional policies for tackling proximities challenges in peripheral urban areas, supporting the creation of new models of integrated territorial development.

The RSES builds on the NPF & is a 12-year strategic development framework for the physical, economic & social development of the Southern Region. It includes Metropolitan Area Strategic Plans to guide the development of 3 cities -Cork, Limerick & Waterford- & their peripheral areas. The RSES objective for the Southern Region is to:

The RSES priority is to achieve balanced regional development & full implementation of the NPF. As the regional tier of the national planning process, the RSES will ensure coordination between local & regional government & national policy including the Regional Policy Objective 31 –Sustainable Place Framework, addressed by the project.
The Planning & Development Act 2000 requires that all 10 Local Authorities’ (LAs) City & County Development Plans (CCDPs), Local Transport Plans (LTPs) & Local Enterprise & Community Plans (LECPs) are consistent with the RSES & relevant national policy, with draft development plans & variations referred to the SRA for assessment & approval. The SRA is a prescribed body under the Planning & Development Act 2000 & must be consulted in relation to certain planning matters as specified in the Act.

PIRCH aims at the urban sustainable development for the integrated regeneration of the historic district of Manresa, which, contrary to other EU cities, represents a peripheral area excluded from the socio-economic development that characterize the modern city center.
PIRCH’s policy objective is to develop specific actions in the peripheral historic area of Manresa to contribute to the compactness of the city, the proximity of basic services (education and health facilities, jobs and trade, green areas, leisure and cultural offer), the creation of sustainable mobility options and the improvement of relational bonds and the quality of life of its residents.
PROXIMITY address a specific measure of the PIRCH, dealing with the design of the strategy for the urban area that covers Fàbrica Nova and its surroundings, with the aim of transforming it into a driving force for the historic district transformation through public-private initiatives. The PIRCH measure intends to regenerate this area, investing on further social, economic and environmental opportunities for the neighborhood. The PIRCH aims to create a wide green area in the industrial site of Fàbrica Nova and to transform the remaining industrial building into a University site. PROXIMITIES will address this measure, by integrating the learning results from the project into the regeneration plans for Fàbrica Nova area and its surroundings.

The Regional Development Programme 2021-2027 is one of the most important medium-term regional development policy instruments of the Riga Planning Region, which sets regional development priorities, lists measures & projects and ensures monitoring over time. Approved in 2023, the policy instrument consists of 3 main parts: 1) the strategic part that describes the existing situation & identifies priorities for 7 years 2) the investment plan that allows for matching the identified priorities with certain activities/projects 3) the monitoring system to measure changes over time.
The programme identifies issues related to decentralization, community development, proximity, micromobility, public participation and the provision of public & commercial services in adjacent (sub-urban) neighborhoods as very important future development priorities to achieve sustainable integrated territorial development.

ROP SWO 2021-2027, PO5: Europe Closer to Citizens, Priority 7 aims to improve MA capacity to apply sustainable territorial development in urban areas to public investments. The Specific Objective 5.1 - Fostering the integrated social, economic & environmental development, cultural heritage & security in urban areas, addressed in PROXIMITIES, aims to consolidate & promote the urban dimension of cohesion policy 2021-2027 through an integrated approach to sustainable territorial development, aimed at tackling several economic, environmental, demographic, social challenges affecting urban areas, in particular:
-Territorial investments in urban strategies
-Integrated projects in the social, economic, environmental, infrastructures, integrated urban strategy fields
-Conservation, protection, sustainable valorisation of cultural heritage
-Development of tourism & recreational infrastructures
-Improving urban environment through physical regeneration of public spaces
Quality and accessibility of information, including data on accessible services, livable spaces and sustainable connections in peripheral urban territories are essential for the implementation of EU directives and urban integrated policies. Policy learning, interregional co-operation & capacity building actions as part of PROXIMITIES will provide tools to measure & implement the concept of peripheral urban territories, to protect the residents by developing economic-social objectives investments.

The SUDS is the cross sectoral, integrated strategic document of the Municipality. It is a key background document of the 2021-2027 EU funding cycle, as well as a comprehensive summary of the overall situation and medium-term objectives of the city. It aims to provide a well-founded identification of Veszprém's development directions, to formulate intervention proposals in line with the needs and opportunities on offer, and to compile documentation in line with the related spatial planning and EU funding requirements while setting out concrete interventions in 5 priority areas: prosperous, greening, digital, retaining and serving city. The overarching objectives are defined as high quality of life, resilient functioning urban area, vibrant cultural life, strong community life and a cohesive region, while the detailed objectives are to promote future-oriented education, a strong presence in shaping housing supply, a framework for sustainable mobility, ensuring high quality and accessible public services, climate-adaptive urban functioning, economic promotion with a green, digital and R&D&I focus, ensuring an internationally visible cultural offer, maintaining a year-round tourism profile, supporting self-organising communities. The objectives of the SUDS are translated into project lists in the “Urban Development Programme for 2021-2027” that allocated funding for the investments.

The main goal of the PI is to improve quality of life and increase local involvement in the countryside areas of the municipality of Varberg. The PI addresses the whole of Varberg except for the city centre: it describes the rest of the Municipal territory, dealing with the development of different areas - the urban countryside, the urban villages, the rural countryside. PROXIMITIERS addresses the goals of the PI dealing with the development of the urban countryside.
The strategy addresses 5 development areas:
1.Attractive living conditions – access to public & commercial services, culture and recreation, housing for new inhabitants & generational change
2.Promoting sustainable mobility – new solutions to public transport and digital infrastructures
3.Well-functioning service & welfare –access to service & welfare; need for public environments, meeting places, parks and playgrounds
4.Strengthen local business –need for local businesses as services and food providers
5.Support local involvement and dialogue – inhabitants’ involvement in municipal and local issues.
The strategy focuses on one part on the urban countryside closest to the city and the coastline versus the inland and the woodlands. To increase the effectiveness of the PI, the measures in the PI need a specific peripheral urban context. This requires the evaluation of the specific territorial needs, stakeholder involvement and knowledge building in the municipality and with stakeholders.
