Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
FHN’s climate plan provides a roadmap with concrete actions to curtail the municipality’s environmental footprint by, among other measures, improving the performance of the territory in the recycling of raw materials, in line with the third ‘growth track’ of its ‘Development Strategy 2020-2024’, which focuses entirely on recycling and energy. This local policy instrument prescribes a set of actions organised in 6 priority areas, with two overarching themes permeating all of them: a) the significant reduction of CO2 emissions and b) the creation of new jobs in green sectors.
RAW4RES addresses the following priority area: “6: Promoting Growth and Employment”
Facilitating green growth to provide additional employment opportunities is a key aspect of the plan; the implementation of green transition actions are expected to create >2000 temporary and permanent jobs in the 2020-2030 period. RAW4RES will augment the capacity of FHN to utilise its regional competitive advantages in treating high-value waste streams to further promote job creation. In particular, RAW4RES will enable FHN to attract and support businesses and SMEs working specifically in the field of CRM recycling, thus also broadening the scope of this priority area as well as the third ‘growth track’ of its development strategy.

OVERVIEW
The Regional Development Programme (RDP) of Gorenjska 2021-2027 is the main programming document of the region; it identifies strengths and needs, and defines the development priorities and types of projects/actions to be evaluated for funding. It places particular emphasis on enterprises’ smart and green transition, especially in the regional metals mining and processing value chain, aiming to enhance their growth and competitiveness by increasing their sustainable performance.
PRIORITIES, MEASURES AND ACTIONS ADDRESSED
Objective 2: Gorenjska economy - Innovative and sustainable Smart Gorenjska
Measures:
2.3 Promoting new investments in the region
2.6 Socially responsible entrepreneurship, employment and creativity
Associated Objective 2 actions:
a) Strengthening the business support environment; planned development of a business support funding mechanism and associated services to support investments
b) Counselling for entrepreneurship; setting up services for SMEs to offer non-financial assistance for business creation and for fostering entrepreneurial potential
c) Development and management of financial mechanisms; setting up of a regional guarantee scheme with incentives to start-ups, to encourage added-value activities and ensure business longevity
All three actions will help BSC to offer targeted support to businesses and SMEs in the raw materials value chain willing to further innovate, adopt sustainable practices, and increase their competitiveness.

The CEAP of Kozani prescribes measures fostering the expansion of circular economy across value chains and secondary raw materials markets, while ensuring positive social footprint, increased prosperity, better living conditions, and more sustainable local communities. It seeks to stimulate the emergence of novel, sustainable, circular models of value production that tap into previously overlooked regional resources and strengths, such as mining wastes. As a result of the CEAP, Kozani expects that circular economy, and recycling of materials in particular, can further foster local green growth.
CEAP’s relevant provisions are described in Axis 5: “Strengthening and Promoting Circular Entrepreneurship” and specifically Action 5.1: “Organization structure for Circular Economy in the Municipality of Kozani and business assistance” and Action 5.3: “Enhancing the growth and competitiveness of SMEs”.
In the context of the above policy measures, the CEAP foresees:
-The systemic and systematic involvement of Kozani in facilitating the further development of secondary raw materials markets, to promote the production of products and goods of added value
-Promotion of entrepreneurship and development of the innovation capacities of circular economy businesses, integrating environmentally-friendly approaches for the (re)use of locally sourced raw materials.

OVERVIEW
The Regional Operational Programme (ROP) “Central Greece 2021-2027”, currently undergoing an environmental assessment, is going to be the main programming document of the region; it identifies regional strengths and needs, and defines the development priorities and types of projects/actions to be evaluated for funding. In conjunction with the region’s RIS 2021-2027, it places particular emphasis on enterprises’ industrial transition, especially in the regional metals mining and processing value chain, aiming to enhance their innovation and competitiveness by increasing their sustainable performance.
OBJECTIVES, AIMS, AND MEASURES ADDRESSED
RAW4RES addresses two ROP Objectives:
Objective 1: “Strengthening competitiveness and extroversion through innovative and smart industrial transformation”; Specific Aim 1.3” “Strengthening the sustainable development, competitiveness, and job creation in SMEs, including productive investments”
Objective 2: “Ensuring environmental sustainability, adaptation in climate change, prevention and management of hazards”; Specific Aim 2.7 “Promoting the transition to a circular and resource-efficient economy”
RAW4RES also addresses the following three cross-objective measures that will enable enterprises to:
a) Take up digital technologies (M2.1)
b) Commence productive investments that embrace sustainability (M3.1)
c) Promote circular economy initiatives for recycling (M7.1)

BIRDA is responsible for the development of the “Regional Operational Programme (ROP) for Bucharest-Ilfov Region 2021-2027”, which aims to realise the strategic vision of the Bucharest-Ilfov region for a smart, sustainable and inclusive economic development, improve the territory’s living standards, and increase value chains’ resilience to societal challenges. It sets the directions for action in the form of specific ‘strategic development objectives’, outlining, inter alia, the need to improve the innovation capacities of SMEs and develop support infrastructures for businesses and clusters.
STRATEGIC OBJECTIVES, PRIORITY AXES, AND SPECIFIC OBJECTIVES ADDRESSED
Obj. 1: “Improving research, development and innovation in regional areas of smart specialization by reviving innovation in SMEs and collaboration with public R&D organizations”
Obj. 3 “Strengthening the resilience and competitiveness of SMEs, including through access to modern business support structures”
These two objectives are realised in:
Priority Axis 1: “A competitive region through innovation, digitization and dynamic SMEs” and further specified in Specific Objectives:
a) 1.i “Developing and increasing research and innovation capacities and adopting advanced technologies”,
b) 1.iii “Enhancing sustainable growth and competitiveness of SMEs and job creation in SMEs, including through productive investments”
c) 1.iv “Developing skills for smart specialization, industrial transition and entrepreneurship”.

OVERVIEW
The RIS3 Extremadura 2027 aims to promote the smart economic transition of the region and enable a more effective use of the use of EU Structural and Investments Funds. It has been designed in connection with existing regional, national, and EU policies and strategies with the goal to promote the exploitation of territorial resources and capacities in a sustainable way and thereby make it an attractive destination for investment and talent. It is accompanied by the "VII Regional R&D&I Plan of Extremadura 2022-2025" which functions as its action plan.
STRUCTURE & OBJECTIVES ADDRESSED
The policy instrument has 4 Strategic Objectives (SOs):
SO1: Strengthening the regional ecosystem
SO2: Industrial transition
SO3: Equality, communication and internationalisation of the R&D&I ecosystem
SO4: Deployment of the Entrepreneurial Discovery Process (EDP)
Each SO is divided into Strategic Lines (SLs). RAW4RES addresses SO2, and in particular SL3: Cooperation of innovative companies, which includes actions on:
-Promoting business development, with the assistance of innovation clusters
-Developing regional ecosystems of innovation and secondary raw materials
-Initiating business associations in areas of economic importance to Extremadura

The S3 of Grand Est 2021-2027 is the main policy instrument defining the green and smart path in the post-COVID-19 era regarding the region’s innovation and business ecosystem transition. To that end, structurally, it identifies three strategic types of transitions (industrial, ecological-energy-social, digital) that permeate the three territorially-strategic sectors (industry, health, bioeconomy); the sectors are then broken down into eight priorities:
Sector A: Industry
Priorities 1: Technologies and equipment for the industrial transition; 2: Recycling and operationalisation of materials for industry and construction
Sector B: Health
Priorities: 3. Medical biotechnologies; 4. Digital tools for health; 5: Medical devices
Sector C: Bioeconomy
Priorities: 6: Bio-sourced molecules and materials; 7: Tools and systems for the sustainable and intelligent management of natural resources; 8: Energy systems and their performance
RAW4RES addresses priorities 1 and 2. Moreover, RAW4RES will address the following specific applications in the context of those two priorities:
1.1: Digital transformation, digitisation and automation of industry
1.3: Solutions for a more efficient industry, with reduced emissions and less energy-intensive
2.1: Eco-design, prevention, and recycling
2.3: Recycling of metals, plastics, and composites

The Regional Operation Programme 2021-2027 provides the strategic direction for the development of Hauts-de-France region, focusing on innovation, SME growth, digital transformation, social inclusion, climate resilience and environmental sustainability. The programme is organised around 12 priorities which are broken down into 16 specific objectives, covering actions that range from sustainable urban mobility to digital transition and green energy efficiency.
Recycling and circular economy, particularly the sustainable management and use of raw materials, hold a central place in the development programme recognised as pivotal for green transition. RAW4RES will primarily address the following specific objectives (SO):
- SO2.6: Promote the transition to a circular and resource-efficient economy
- SO8.1: Enable regions and people to address the social, economic, environmental and employment impacts of the EU’s transition towards its 2030 energy and climate targets […].
In particular, RAW4RES will address the following types of actions in the context of the aforementioned SOs:
- Support and consolidate the dynamics of projects and stakeholders aiming to promote the production and use of strategic resources (in particular Critical Raw Materials) in a circular economy logic
