A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Competitiveness Programme - CZ - ERDF aims to help businesses use less energy and lower pollution by focusing on clean energy projects, with a budget of €418 million. It supports the use of renewable energy sources like biomass, solar power, and heat pumps for all types of businesses, including small ones and larger companies in agriculture and retail. In the past, the program focused mostly on energy efficiency, but moving forward, it should include different energy technologies to ensure businesses can work independently and stay competitive. To improve, the program should offer combined funding options and set specific goals to help choose the right technologies based on their economic benefits.

The Regional Operational Programme 2021-2027 for the Epirus Region is a funding program backed by European money, mainly from the European Regional Development Fund (ERDF). It aims to support green projects, improve energy use, encourage renewable energy, and help small and medium-sized businesses. The program focuses on sustainable practices like making buildings more energy-efficient, lowering energy use in cities, investing in water management, and promoting the region's natural and cultural features.

PREAC is a plan by Lombardy Region to support eco-friendly development and tackle climate change. Its main goals are to use more renewable energy, improve energy efficiency, create plans to adapt to and fight climate change, and promote research in clean energy. By doing this, Lombardy aims to reach its sustainability goals and help in the fight against climate change.

The Biržai District Municipality Strategic Development Plan 2023-2030 (Biržai SDP) was created to tackle issues like high energy costs and the war in Ukraine, with plans to invest around 27 million EUR to help use energy more efficiently. This plan is important for the local economy and is linked to a Renewable Energy Action Plan for the area. However, it does not include advanced solutions like energy storage or alternative sources, and it doesn’t focus enough on energy security, showing that there is a need for better policies and more cooperation because Biržai is located far from the center.

LEK wants to help towns improve their energy use and economy by setting important goals for funding. The aim is to cut electricity use by at least 14.6% in local industries and promote clean energy sources. To attract investors, the community will create good conditions for infrastructure projects. The program will also look for obstacles to local industry growth, find appropriate green technologies, and suggest ways to fund new solutions. It will focus on using local renewable energy to provide reliable heat and electricity, while ensuring sustainable practices are part of local policies.
