CAPACITY BUILDING AND UPSKILLING

-    Chair of Social Economy and Cooperativism at the Public University of Navarra
The Chair is a collaboration between the Public University of Navarre, the Department of Social Rights, Social Economy and Employment of the Government of Navarra, and ANEL, the representative organisation of the Social Economy sector.
Its goal is to promote the Social Economy and Cooperativism as a business model through academic research, university education, and knowledge transfer to social and economic agents. It serves as a space for cooperation, training, research, and integration between academia and Social Economy organisations.
Key activities include the Expert Programme in Cooperative and Social Economy Management, the University Week of the Social Economy, and CEPES Navarra’s candidacy for the Gold Medal of Navarre.

-    EdukaCoop and Participatory Leadership programmes
The EdukaCoop programme, promoted by ANEL, is a training initiative on cooperativism and cooperative entrepreneurship for students aged 15-18, vocational training students, and university students. In collaboration with schools, it includes workshops on the co-operative model and collective entrepreneurship, practical activities to develop social skills related to cooperativism, and visits to ANEL-affiliated cooperative companies.
The Participatory Leadership programme, also promoted by ANEL, focuses on the leadership model of Social Economy enterprises. It is aimed at professionals with team responsibilities in these organisations. The programme consists of a series of training modules designed to develop knowledge, skills, and competencies for fostering participative leadership in individuals, teams, and Social Economy enterprises.

NETWORKING AND COOPERATION

-    Public-private collaboration: Comprehensive Plan for the Social Economy in Navarre
The Comprehensive Social Economy Plan of Navarre (PIES) is the Government of Navarre's key policy tool for supporting the Social Economy. It outlines the strategy for developing the sector, aligning with both regional public policies and the sector's needs.
The Plan results from public-private collaboration between the Government of Navarre and Social Economy organisations. Its design, execution, and monitoring are managed through a governance system involving a permanent Commission with key government departments and sector representatives.
This collaboration ensures the actions of the Government and sector organisations are aligned and coordinated.

-    Collaboration in the Social Economy sector: CEPES Navarra
The Social Economy sector in Navarre is made up of organisations representing key areas: Cooperatives, Labour Companies, Insertion Companies, Special Employment Centres, Foundations, and Solidarity Economy.
CEPES Navarra is a confederation that unites these representative organisations, fostering collaboration to strengthen institutional action and raise the visibility of the Social Economy. It serves as a space for addressing common interests across the sector.
Founded by various sector organisations, CEPES Navarra emerged from a collaborative process. All member organisations contribute to its financing, governance, and management of activities.

VALUATING, MEASURING AND MONITORING

-    Evaluation of public policies: compliance with the 2030 Agenda, evaluation and monitoring
The Government of Navarra has launched a plan to promote the evaluation of public policies, aiming to enhance transparency, accountability, and the effectiveness of its actions, plans, and regulations. The goal is to integrate a culture of evaluation into the region's administration.
A key step in this process is assessing the evaluability of government actions, which the OECD defines as the extent to which a public intervention (policy, plan, program, or regulation) can be reliably evaluated.

-    Return on social value: monitoring and evaluation systems in the Social Economy
In Navarra, Social Economy organisations use methods like Social Accounting and Social Return on Investment (SROI) to measure their social value.
Cooperatives use Social Accounting to gather stakeholder feedback and assess their social and economic impact. Special Employment Centres, which support disadvantaged groups, apply the SROI framework to demonstrate their social value in financial terms.
Solidarity Economy organisations also conduct social audits to evaluate their social, environmental, and governance impacts, ensuring alignment with solidarity economy principles.
These approaches help Navarra's Social Economy organisations track and communicate their social impact.
