Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
CIM-RC’s PI is the Integrated Territorial Development Strategy which serves as the guiding framework for aligning Portugal's cohesion policy objectives and the Portugal 2030 Strategy with the new European Multiannual Financial Framework. This strategy focuses on energy transition, mobility, and transport as key development axes. Within these priority axes, the overarching objective is to promote energy efficiency, combat climate change and increase regional connectivity by modernizing infrastructure and equipment for efficiency, sustainability, and territorial cohesion.
To achieve this goal, the PI establishes as one of its domain interventions the promotion of intelligent, interoperable, sustainable, and intermodal tools and systems for traffic monitoring and control to facilitate a greener, more sustainable, and intelligent region.
Strategic actions include:
a) Encouraging intra-urban cooperation for sustainable and intelligent city development;
b) Leveraging available renewable energy sources;
c) Promoting sustainable urban mobility management;
d) Adopting intelligent transport systems for traffic monitoring, controlling traffic lights and access to limited traffic zones, and managing parking effectively.
The Municipality of Beinasco has taken a proactive stance towards climate change adaptation and mitigation impacts and access to more sustainable forms of energy by implementing a Sustainable Energy and Climate Action Plan (SECAP) approved with City Council Resolution No. 86 dated December 21, 2022.
Its main objective is to reduce municipal CO2 emissions by at least 55% by 2030 compared to 2000. To achieve it, this policy instrument defines eight main key actions:
-redevelopment of the perifluvial vegetation of Sangone
-municipal Plan of Civil Protection
-community awareness and preparedness for climate risks
-efficiency improvement and optimization of the public lighting network
-promotion of electric mobility
-municipal Residential sector building regulations - changes on Environmental Energy Annex
-sustainable cycle-pedestrian mobility infrastructure in the Beinasco area
-establishment of a renewable energy community
The measure that the instrument will take into consideration is P2: efficiency improvement and optimization of the public lighting network and the foreseen interventions will be:
-extraordinary maintenance
-energy requalification interventions
-adaptive lightning to environmental and traffic conditions in real time
In a context of resource optimization, these interventions need to be applicable not only for adaptive lighting itself, but also for future purposes such as environmental monitoring, tourism promotion or crime prevention.

The development strategy is mandatory for county seat municipalities during the current programming period, as beneficiaries of funding from the Regional Operational Program. This strategy is essential for defining a coherent vision for integrated community development.
For the 2021-2027 programming period, the strategy aims to provide a coherent development vision for Alba Iulia, featuring a portfolio of priority proposals supported by the community and eligible for EU funding.
The strategy envisions Alba Iulia as an inclusive, open, and intelligent city. It aims to facilitate growth, improve living standards, and enhance competitiveness through strategic urban management. By focusing on urban quality, it seeks to attract and retain businesses and a skilled workforce capable of competing on various territorial scales. The strategy promotes sustainable, resilient development and energy efficiency, aligning with EU territorial and urban policies.
Key pillars include good governance, collaboration, and community commitment, with an emphasis on dialogue through creative spaces for social, economic, ecological, and cultural convergence.
The strategy positions Alba Iulia 2030 as a people-centric city, oriented towards green, sustainable investments and environmentally friendly technologies to enhance residents' quality of life. It envisions high-quality public services, efficient urban infrastructure, and attractive neighborhoods with leisure spaces and children's playgrounds.

STRIA addresses the Integrated Transport OP Plus 2021-2027 (ITDOP Plus) in South Transdanubia. Aligned with the European Green Deal, ITDOP Plus promotes sustainable transport by greening motorized transport and replacing PO vehicles with lower-emission alternatives (e-buses). Applicants proposing novel solutions using locally generated, stored, and used energy are eligible for funding under ITDOP Plus.
ITDOP Plus aligns with the EU's policy objectives "A greener, low-carbon Europe" (PO2) and "A better connected Europe - mobility and regional ICT interconnectivity" (PO3). The focus is on strengthening clean urban-suburban transport, including emission-free public transport vehicles like urban electric buses, trolleybuses, and trams, along with developing related electric chargers and sites.
The ITDOP call for proposals aims to enhance clean urban-suburban transport outside the capital and in settlements beyond the Budapest agglomeration. Eligible activities include purchasing low-emission public transport vehicles, including those with self-driving functions, and connecting travel chains utilizing the same types of renewable energy sources. It also involves integrating these transport solutions with local grids, smart grids, energy communities, and vehicle-to-grid and vehicle-to-building systems.
Through these priorities, ITDOP Plus seeks to promote sustainable, low-emission transport solutions, enhancing connectivity and supporting regional development in South Transdanubia.

The accession of the Kamianets-Podilskyi community to the European Covenant of Mayors initiative and a voluntary unilateral commitment to reduce CO2 emissions in the subordinate territory by at least 35% compared to the base year 2020 has determined the main goal of the Sustainable Energy and Climate Action Plan (SECAP) for the city until 2030.
The strategic goal of the Kamianets-Podilskyi SECAP is to ensure the comfort of living of residents by improving the quality of services provided while reducing energy consumption of urban infrastructure and increasing the share of renewable energy sources.
The specific goals of the SECAP are:
- Reducing CO2 emissions by 2030 in the identified sectors by at least 44%;
- reduction of total energy consumption by 35%;
- Increasing the rationality of FER (Finite Energy Resources) use by utility companies;
- raising awareness and responsibility of residents for the rational use of FER;
- attracting investments in energy saving projects.
- technical re-equipment of luminaires based on LED technologies and implementation of a citywide street lighting management system
Implementation of the goal and specific objectives provided for in the Action Plan is carried out through the implementation of energy saving measures and information campaigns on energy saving.

The Vidzeme Planning Region Development Programme 2022-2027 defines 3 horizontal principles that are essential for the strategic development of the region: 1) ensuring accessibility; 2) improving governance, including the implementation of efficient and innovative public administration solutions geared to the specificities of the region via broad stakeholder involvement; 3) promoting the development of smart specialisations, in particular the bioeconomy, ensuring consistency of actions across priorities. In synergy with these principles, four goals are defined: 1) to preserve the nature-based eco systems and resources and manage them in a smart way; 2) to improve the quality of life of people; 3) to promote development and growth of the regional economy by transforming the models of economic activity; 4) to encourage cooperation and powerful organisations.To achieve these goals, 15 priorities were defined, three of them are horizontal and must be integrated into every VPR activity: 1) Cooperation and civic participation; 2) Climate neutrality and adaptation; and 3) Digitalisation. A crucial component of the Policy document is the Action Plan, which outlines specific directions of action, objectives, and indicators, as well as an Investment Plan that includes project ideas aimed at achieving the goals. The Investment Plan also provides an indication of potential funding sources, such as institutional budgets or EU funds, that could be used to implement the proposed projects.
