CE IMPLEMENTA: Boosting Spain’s Energy Communities

The CE IMPLEMENTA Program has become a key pillar in promoting the development of energy communities in Spain. Designed to support unique pilot projects, the program aims to foster self-consumption and citizen participation in a more decentralized and sustainable energy model. Rooted within Component 7 of the Recovery, Transformation, and Resilience Plan, and part of the PERTE for Renewable Energies, Renewable Hydrogen, and Storage (PERTE ERHA), CE IMPLEMENTA underscores Spain's commitment to transitioning to a cleaner and more participatory energy future.

So far, the program has allocated €71.79 million to 129 projects through its previous calls. These initiatives have been crucial in advancing self-consumption, energy efficiency, and sustainable mobility, setting benchmarks for future actions in the sector.

The upcoming Fifth Call of CE IMPLEMENTA will allocate €30 million to projects involving both electrical and thermal renewable energies, as well as energy efficiency and sustainable mobility. Electrical renewable energy projects are required to include an energy storage system. This call is targeted at smaller projects, with a maximum investment limit of €1 million, allowing more modest initiatives to participate.

In contrast, the Sixth Call will allocate €90 million to larger-scale projects in the same fields. As with the Fifth Call, electrical renewable energy projects must have an energy storage system. However, this call is aimed at larger projects, with a minimum investment of €1 million per project.

CE IMPLEMENTA's main objectives are to strengthen support for citizens, small and medium-sized enterprises (SMEs), and local entities interested in developing energy communities. It also seeks to encourage the involvement of traditionally unengaged actors in the energy sector and stimulate the development of projects in renewable energy and energy efficiency.
