Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The Regional Development Program of Gorenjska (RDP) 2021-2027 main objective is to set goals that allow harmonizing the development policies of the region of Gorenjska in the field of economic, social, educational, public health, spatial, environmental, and cultural development in the region.
RDP is prepared at the level of the development region, which is a territorial unit of NUTS 3l - Gorenjska, which includes 18 municipalities
The strategic aspect of the RDP (the regional development strategy represents a common starting point) provides the basis for goal-oriented development planning while considering the placement of interventions in the region.
The transition towards better exploitation of RES is partly addressed in priority protection of the environment, measure: start-up of the center of sustainable energy and climate change is defined. That represents base line for better usage of RES. Further on we want to boost the start-up of energy communities that will significantly contribute to the effective usage of RES and the improvement of the environment.

The ROP for Extremadura for the period 2021-2027 is currently under validation and is expected to be finally approved in Autumn 2022, so it will be in place and operating by January 2023.
The objective addressed will be Policy Objective 2. A greener low-carbon Europe, towards a carbon-neutral economy and resilient, promoting a clean and fair energy transition, green and blue investments, circular economy, climate change mitigation and adaptation, risk management and prevention and sustainable urban mobility. Specific Objective 2.2 Promotion of renewable energy in accordance with the EU Directive 2018/2001 and in particular with the sustainability criteria it defines.
The objective addressed focuses on the need for priority investments that promote renewable energy, in particular: encourage the deployment of capacities for renewable electric generation at a small scale, with ownership of energy communities, small and medium-sized companies and individual consumers; and foster the transition to renewable energy for heating and cooling purposes.
This measure is aligned with the regional agenda for 2030, Objective 7 to guarantee access for all to an affordable, secure and sustainable energy; and with the regional energy and climate plan PEIEC 2021-2023 and its measure to promote renewable self-consumption and distributed generation.

According to the Law on Development Planning System of Latvia, regional development planning and operational documents are subordinated to the National Development Plan (NDP) for Latvia 2021-2027 and the national OP associated with NDP.
The regional development programmes include medium-term priorities at regional level and list measures and instruments that allow to implement and monitor the strategic development goals.
The new Riga Region Development programme 2021-2027, which will be improved during the implementation of ShareRES, consists of 3 main parts: the strategic part that describes the existing situation and identifies priorities; the investment plan to match these priorities; and the monitoring system to measure changes over time.
The regional programme will be aligned with the national development planning documents (NDP), the National regional policy guideline and the national OP.
The actions to improve policies regarding community energy projects in Riga Region will be defined through ShareRES activities and will mark the roadmap for the development of energy communities in the region, addressing strategic objectives as an “Ecologically tolerant way of living”.
Practical improvements to the development programme will include new objectives, performance indicators and outputs to be achieved in the field of the policy, solutions, impact assessment and evaluation of the planned policy. Financial resources and responsible institutions will also be identified.

The North West Regional Energy Strategy (NWRES) provides a strategic rationale and direction for the North West region to achieve its vision for a net zero emissions energy sector by 2045. The Roadmap contained within it proposes a strategy that can deliver real reductions in annual carbon emissions, whilst encouraging the growth of a low carbon economy, improving the security of supply and minimising the environmental impact of all future activities.
The main objectives of this policy are to reach:
1. Smart energy management: smart control and coordination of regional energy assets to minimise energy bills and unlock new revenue streams.
2. Renewable generation and energy storage: maximising the potential for green renewable generation in the region efficiently coupled with energy storage technologies.
3. Low carbon transport: delivering a low carbon transport system to reduce emissions and improve air quality.
4. Low carbon heating: enabling the transition from fossil fuelled heating technologies to low carbon or emission free heating solutions.
5. Energy efficiency: increasing the efficiency of energy use across the region to minimise consumption and reduce the associated carbon emissions.
The NWRES recommends that a Whole Energy System approach is taken to assess opportunities across multiple energy vectors: gas, electricity, heat, and transport. This will allow the generation, consumption and storage of energy to be optimised, and the cost to achieve it minimised.

Alba Iulia joined the Covenant of Mayors in 2010, initiating its local vision for climate change adaptation. The decarbonization goals aimed to reduce CO2 emissions by 24% by 2020, compared to 2008, through sustainable energy measures.
In 2016, the city joined the Covenant of Mayors for Climate and Energy, extending its targets to 2030 and even 2050. With the technical support of ALEA, Alba Iulia developed the Sustainable Energy and Climate Action Plan (SECAP 2030), validated in 2019. The plan aims to reduce CO2 emissions by 40% by 2030, compared to the 2008 baseline. Now, the municipality plans to update its commitments to achieve carbon neutrality by 2050.
The policy instrument is integrated into the Alba County Energy Master Plan, aiming to:
• Establishing an effective energy management at the level of public authorities and private companies;
• Increasing energy efficiency in all areas of activity;
• Widespread use of energy from local renewable sources where a potentially exploitable in economic terms;
• Increasing security of energy supply;
• Fighting the problem of energy poverty.
Key objectives include improving economic efficiency and sustainable development through the use of local renewable energy resources, while reducing the environmental impact of energy consumption in the municipality. The strategic actions focus on public buildings, transport, public lighting, renewable energy, land use planning, citizen involvement, and smart city initiatives.
Through the ShareRES project, the SECAP 2030 will be updated to include a chapter on energy communities, addressing the perspectives, motivations, and barriers faced by energy consumers in adopting and utilizing green energy in the context of the green economy transition.

The Integrated Spatial Development Strategy (OXA) of Latsia and Geri Municipalities overall objective is the spatial and economic integration of Latsia - Geri area to achieve conditions of social prosperity and social cohesion, through the upgrading of the productive environment and social services, the upgrading, protection and utilization of its environmental resources and the improvement of the quality of life of its inhabitants.
Priority Axis 2 - Environmental Protection & Sustainable Development – the main objective of this axis is the prevention and addressing of the effects of climate change by integrating renewable energy and waste prevention practices into the city's day-to-day operations.
For the specific sector of renewable energy, it includes several expected results such as: an increase in the Renewable Energy Sources (RES) percentage in the total energy production, an increase in the energy efficiency of public buildings and an increase in the use of RES in public buildings.
The instrument should be improved so that the different types of Renewable Energy Sources (RES) are approached instead of addressing Energy Efficiency in a generalist way. In addition, the development of energy communities and community energy projects are not included and emphasized in the strategy. Through ShareRES project, it is aimed to be revised in order to include the above-identified gaps.
