A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Based on identified needs, effectively addressing structural weaknesses and exploiting the significant potential and benefits in the context of its Cohesion Policy 2021-2027, the main goal of the Regional programme 2021-2027 Notio Aigaio is to "strengthen and diversify the Region’s productive system by adopting a strategy of diversification of the tourism product, to ensure sustainable development and resource sustainability and to strengthen spatial and social cohesion for the benefit of its inhabitants and visitors". Smart and innovative projects are placed centrally in the arsenal to achieve goals.
To achieve its development vision, the Regional programme 2021-2027 Notio Aigaio, taking into account the specific EU recommendations for the year 2020 for Greece issued in within the framework of the European Semester, adopts the following Strategic Objectives:
• Strengthening and diversifying the production system
• Effective management of the environment and resources
• Improving regional connectivity and enhancing mobility
• Strengthening social cohesion and stimulating the labour market
• Strengthening spatial cohesion and alleviating intra-regional inequalities.
By embracing digitalization in tourism (TAAS goal), the Region will support the development/diversification of tourism products/services, add in sustainability (monitoring systems), enhance connectivity (digital solutions for mobility), increase its staff digital skills and facilitate destination management.

Tampere Region Tourism Strategy 2020-2025 has 3 main objectives: 1) competitive tourism ecosystem through digitality and data, 2) bold marketing of the Tampere Region adding value to the marketing and sales of our partners, 3) sustainable growth through a tourism-friendly operating environment and accessibility. It is the main tool for tourism business development in the destination and implemented by Visit Tampere in cooperation with partners and other stakeholders.
Main goals of the strategy were evaluated and clarified in 2022. Process identified 6 phenomena, which need stronger focus and action:
1) Utilising artificial intelligence
2) Developing virtual experience economy
3) Shortage of professionals
4) Rapid changes in the operating environment
5) Green and digital transition
6) Growth of experience economy
Renewed and focused strategic goals are:
1) Increasing the share of tourism income in regional economy
2) Customer experience that exceeds expectations
3) Smooth and attractive digital customer path
4) Carbon-neutral tourism and events sector
5) Increasing the attractiveness of the tourism and events sector
6) Desirable and valued partner
These goals are closely interlinked and require utilizing digitality and data to build a competitive tourism ecosystem. Main objective is to support and coordinate tourism business cooperation to create seamless and sustainable visitor service chain from marketing and booking to visitor’s stay in the region.

The Regional Development Program (RDP) is a basic programming, strategic and implementation document prepared at the regional level, which harmonizes development goals in the region for each period of the financial perspective and determines instruments and evaluates resources for their implementation. Each RDP contains an analysis of the situation, defines development opportunities, a vision of development, goals and priorities of the region and financially evaluated planned programs and projects. The RDP is implemented through regional development agreements, which include both regional and sectoral projects. The Ljubljana urban region for the programming period 2021-2027 vision is concentrated in the triptych ‘Innovative.Green.Connected’ that aims to transform the wider area to an attractive living and visiting area.
More specifically as mentioned within the RDP, 'purpose is to raise the level of tourist destination management, improve the quality of tourist services (staff, services, digital transformation), integrate the tourist industry and develop sustainable programmes in line with the guidelines of the green Slovenian tourism scheme.' while digital transformation of the tourist industry and the products and services it offers is required. REGION’S DEVELOPMENT SPECIALISATION as described in RDP is linked with 'an innovative, knowledge-based region that actively responds to the challenges of the present time: [...], digital transformation, new technologies [...]'.

The current version of Strategic plan for Tourism of the Municipality of Fano is related to the period 2020-2024 so it will be re-written and launched by the new City Council (local/administrative elections in June 2024). The new Strategic Plan for Tourism will cover a long period (most likely 2025-2029, five years of duration as well as the duration of the forthcoming Council political mandate).
Its own goal is making the City a smart, competitive, sustainable tourism destination based on a development market-oriented model that encompasses innovative tools for tourism sector. Moreover, accordingly with the Marche Regional DMS (Digital Hub Marche) the City of Fano is implementing new actions that make it possible to promote digitization, greater accessibility of Fano's information to potential tourists through the following actions: responsive website Visitfano.it; online agenda; Smart Destination Management System; installation of interactive and dynamic information panels / totems in points of the destination. Fano is investing in the DMO “Valli a scoprire” together with other 13 municipalities with the aim of increasing the interoperability of local DMOs with regional DMS and simultaneously with the national framework of the TDH (Tourism Digital Hub) ecosystem.

Donegal County Council Tourism Strategy 2024 - 2028 covers 4 year period to 2028. This instrument is intertwined with policy objectives in economic development, planning, transport, culture. The strategy is underpinned by the core principle of sustainability and focuses on:
• Achieving a balance between providing employment and business opportunities while ensuring a good quality of life for local people.
• Creating an interest in, and support for, the cultural heritage of the people of Donegal, through performance, arts and crafts, providing both gainful employment while strengthening the traditional culture, language and heritage of the county.
• Preserving natural heritage.
TAAS experience exchange will support PI's goals achievement:
• Promotion of Low-Carbon Travel and Tourism Experiences: Digitalization play a crucial role in promoting low-carbon travel options and sustainable tourism experiences. Digital platforms and applications can provide information on sustainable transportation options, eco-friendly accommodations, and local experiences that align with climate-friendly practices.
• Sustainable Destination Management: Through the use of smart destination management systems, tourism stakeholders can optimize resource allocation, manage visitor flows, and implement sustainable transportation solutions.
• Environmental Impact Monitoring and Mitigation: By integrating digitalization into tourism practices, it becomes easier to monitor and measure these impacts accurately.

The City of Stockholm’s climate goals for all sectors are enshrined in its Environment Programme and specified in the Climate Action Plan(CAP). The CAP contains the binding measures which should be implemented by the City organisation to meet its objectives and identifies e.g. responsible actors along with anticipated emissions savings.
The goals and measures form the basis for the City’s Climate Contract and its work to become a climate-positive city by 2030 and fossil-free by 2040. The CAP will be revised during 2023 and implemented during 2024-2030, with a mid-term review planned for late 2026. TAAS will contribute to this process by analysing existing approaches used by the City and adding inventories of new methods/actions which can be implemented in the near future. TAAS will result in an inventory of proposed measures which can be integrated into the CAP and implemented by the City administration, including the tourist agency Visit Stockholm. A modern destination has to be climate-positive and here is the exact link among the CAP & TAAS.
By integrating climate action goals and strategies into tourism digitalization initiatives, the tourism sector can contribute significantly to global climate change mitigation efforts. It enables better monitoring and management of environmental impacts, promotes sustainable practices, raises awareness, and fosters collaboration. This integration leads to a more sustainable and resilient tourism industry, aligned with CAP objectives.

Strategic Tourism Vision Destination South Limburg 2030 (Bestemming Zuid-Limburg 2030),unanimously approved by all municipalities (S.L.) in 2020 objectives:
To positively influence tourism towards a regenerative and GREEN destination, where rural and urban qualities are in balance, where all actors related to tourism cooperate, and where the local residents are involved in both the planning and execution.
Pillars:
1. IMPROVING QUALITY - Qualitative growth over quantitative growth.
2. SPREADING - Spreading tourism in time and place by enticing guests to visit less known locations during all seasons.
3. EXPERIENCE THE TRUE DNA OF SOUTH LIMBURG - Connecting the true (cultural & geographical) DNA of South Limburg to tourism by changing the existing narrative that is built on ‘hills & attractions’ to a narrative that is more in balance with the true DNA of the region.
4. SUSTAINABLE REJUVENATION - Continual rejuvenation, working on a better balance between demand and supply, providing accessibility and attracting guests.
5. STIMULATE CLIMATE CHANGE AND INNOVATION - Promoting and improving the innovation and the adaption to climate change of businesses.

The Sustainable tourism development strategy in Aspres serves as a policy document that outlines the vision and guidelines for the region's tourism development. It includes an in-depth audit of the territory, existing service providers, and the proposed tourism offerings. This audit provides a comprehensive understanding of the current tourism landscape in Aspres. However, in order to adapt to the changing landscape of the tourism industry and leverage the potential of digital tools, the strategy document needs to be updated.
The integration of digital tools can greatly enhance the effectiveness and efficiency of tourism development efforts in Aspres. By incorporating digital technologies, the region can improve its marketing and promotion activities, streamline visitor experiences, and effectively engage with tourists. TAAS contribution is considered as of great importance in this effort.

Sustainable Tourism Development and Action Plan of Ungheni is a strategic roadmap where priorities of interventions and measures are listed (based on a situational analysis) however availability of funding within this PI does not exist - sources should be identifi ed per case. The Document covers a 5-year action plan which is under revision now, its update being a top priority of the authorities. The plan is interrelated with the main instruments by which the administration is driven, such as economic development, culture, smart city principles. The document is aimed to economic development, improvement of environmental quality, and enhancement of living conditions for the residents of Ungheni city through the development of local tourism by: promoting the city's image as a tourist destination, utilizing historical and cultural heritage, establishing partnerships and exchange of experiences and visits, developing urban and rural infrastructure. The interventions contained in the document identifi ed as one of main value chains for economic development – exploiting touristic potential of the region, selected for piloting by local stakeholders, based on a thorough analysis of relevance, opportunity and possible impact. By TAAS, the objectives will be achieved by tourism digitalization that will facilitate the development of smart tourism, including smart destination management platforms, digital marketing and promotion of digital platforms.
