Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The medium-term plan for the development of social services in the Moravian-Silesian Region is a key strategic document defining principles and rules for planning social services and related processes. As mandated by Act No. 108/2006 Coll., the Region is responsible for ensuring the availability and sustainability of social services. The plan is developed in collaboration with municipalities, service providers, recipients of services, and experts from academia.
Key objectives and priorities include:
• Addressing demographic and social challenges, such as population ageing and depopulation.
• Ensuring quality, accessible, and sustainable services, focusing on client support in their natural environment.
• Promoting deinstitutionalisation and community-based services.
The plan stresses the involvement of all stakeholders, including municipalities, service providers (about 200), and the public, while ensuring transparency, continuity, and reflection of citizens' needs for integration into society. One major measure is optimising the regional network of social services.
The implementation of a digital strategy in social services is expected to have a significant impact. The Region's grant policy supports the plan’s measures, enabling their practical implementation by service providers.

The advocacy, protection and promotion of the health of the population and the reduction of health inequalities through universal coverage and the formation of an effective, resilient and people-centered system, with an emphasis on prevention perform the main objectives of the policy instrument.
Equality in access to health services is linked to risk prevention, especially for the elderly. Health systems must facilitate access to health services, one of the fundamental social rights. Comprehensive preventive, diagnostic, therapeutic, rehabilitation and palliative care procedures and procedures are strengthened on the basis of service networks through Primary Health Care. The Ministry of Health's strategy for Primary Health Care (included in the PI) presents an integrated network of actions in 4 strategic axes, one of which is "Elimination of obstacles to access to quality primary health care services".
The main actions about the elderly population included in this axis are actions for active & healthy aging that will promote independent, healthy and safe living. Such actions concern the promotion of the health of the elderly (physical exercise, nutrition), the facilitation of access to quality health services, reduction of falls and their effects on the elderly, improvement of care provided by informal caregivers and the improvement of health and quality of life, both of the elderly and their caregivers, in strengthening the independent and dignified living of the elderly.

The Silver Małopolska 2030 Strategic Programme is one of the instruments of the Małopolska Region’s ageing policy aimed at creating conditions to extend professional and social activity of senior citizens as well as to enable independent, healthy, and safe ageing of the inhabitants.
The Programme’s structure based on four priorities reflects the wide range of needs and challenges as well as respective recommendations and actions. The priorities are the following: 1. Health and care, 2. Social activation, 3. Vocational activation, 4. Space and housing.
The project goal of promoting the use of ICT tools in health and care services corresponds with the first Programme priority: “Health and care” and its third intervention direction: “Social and technological innovations in health and care services”.
The “Health and care” priority responds to the problems of increasing demand for senior-oriented services, significant shortage of medical staff and carers as well as assistive infrastructure to support active and healthy ageing. Given the high speed of the ICT development, the programme provides for the implementation of ICT-based solutions, prospectively also those harnessing AI. Within the third intervention direction, the following tasks are applicable to the project goal: Task. 2 Creating pilot programmes to assess the need of implementing new technical tools for remote monitoring of patient condition, Task 3. International cooperation for technological and social innovations.

Community-Led Local Development (CLLD) is a European Union policy framework integrating the LEADER approach (EAFRD) and the European Social Fund Plus (ESF+). It empowers local communities to develop and implement strategies tailored to their unique social, economic, and environmental challenges. By combining these funding streams, CLLD supports sustainable and inclusive development aligned with EU cohesion goals.
The main objective of CLLD is to foster local ownership through a bottom-up approach. It engages communities in decision-making and problem-solving, creating Local Action Groups (LAGs) composed of representatives from public, private, and civil society sectors. This partnership ensures balanced, inclusive governance.
CLLD integrates the strengths of both funding streams: LEADER focuses on rural diversification, entrepreneurship, and environmental sustainability, while ESF+ addresses social inclusion, employment, education, and skill development. The combined approach enables comprehensive, multi-sectoral strategies, covering economic, social, and environmental dimensions.
Through CLLD, local capacities are strengthened, ensuring long-term resilience and improved quality of life in diverse territories. The framework emphasizes collaboration, innovation, and integration, making it a cornerstone for sustainable local development.

The VPR Development Programme 2022-2027 is grounded in an understanding of the challenges and driving forces that will impact regional development in the future. It is a regional medium-term territorial development planning document which, when effectively used in cooperation between national, regional, and local stakeholders, will contribute to the development of the Vidzeme region.
It was developed by the VPR administration with input from regional municipality experts, industry specialists, and residents, as well as in consultations with line ministries.
The VPR Development Programme focuses on supporting social and health services in objective No. 2 and related priorities and directions of actions.
Objective No. 2 aims to improve the quality of life of people by prioritizing:
- Safe, inclusive, and healthy society (C2), with the direction of action (RV1) being the development of accessibility to health promotion and care services;
- High-quality and accessible social services (C3), with the direction of action (RV1) focusing on the quality and accessibility of social services.

The ESF+ and ERDF Regional Programme for the Molise Region is a strategic framework aimed at fostering socio-economic development. Approved under EC Decision no. C2022_8590, it integrates financial resources and targeted measures to address key regional challenges.
Objective:
Promote inclusive growth and territorial cohesion, enhancing social, economic, and environmental development in both urban and rural areas.
Characteristics:
A comprehensive financial and strategic plan tackling demographic, economic, and healthcare-related issues, particularly concerning the aging population.
Focuses on integrating assistive technologies and ICT solutions to improve healthcare and social services.
Priorities Addressed:
Enhancing healthcare accessibility, especially in remote areas, through telemedicine and mobile health services.
Supporting aging residents by developing home care services and assistive technologies.

The policy strategy aims to foster socio-economic development, improve public services, and ensure sustainable resource management, positioning FBiH Canton Sarajevo for growth and stability in line with European and global standards. Objectives: Accelerated economic growth through digitalization, technology transfer, and business sector support; Prosperous and inclusive social development by improving education, healthcare, employment, and poverty reduction; Sustainable resource management via environmental protection, energy efficiency, and rural development; Efficient public sector by strengthening governance, reforming public administration, and improving financial management. Characteristics: Integrated, multi-sectoral approach aligning with EU and UN SDGs; Inclusive planning involving government, private sector, and civil society; Emphasis on digital transformation and innovation for resilience; Balance between economic growth, environmental protection, and social inclusion. Priorities: Economy: Digitalization, technology development, business competitiveness; Social: Education, healthcare access, and inclusion; Sustainability: Resource management, renewable energy, crisis resilience; Public sector: Governance, administration reforms, fiscal responsibility. Implementation: Budget of BAM 2.5 billion, 78 measures, and 550 activities; Use of external funding for additional initiatives; Measures include AI development, transparency, reform and post-pandemic recovery.
