Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The events roadmap is a vital policy in directing the strategy and guiding the operations for the whole events sector in Pori and the nearby regions. In the city’s strategy, events are one of the key factors fulfilling the “Growing Pori” goal. The current events roadmap 2020-2025 was composed before the pandemic with several societal & economic changes, and the situation has changed severely. The events roadmap consists of Background, Pori as an Events City + SWOT, Market Competition, Events Marketing, Goals and Activities.
Main goal: Pori is a competitive, appealing & interesting events city to any event organiser.
Activities: increase accommodation capacity, enhance responsible & safe events, developing events through projects, increasing accessibility, measuring financial impacts region-wide, develop data analytics.
Internal importance: change in attitudes towards Pori being an events city, cross-divisional work towards achieving the goals. Some goals need improvement, parts of strategy should be revised.
Measures: Increasing # of events. Amount of events off-season, throughout the year. Visitor amounts in events.
There is no budget allocated to this policy. It is executed by Visit Pori, the marketing and tourism entity/department of the City. Citizens are currently involved only as visitors in the events; the roadmap is currently used more internally and to investors in hopes of attracting more events.
The new one which will be revised, will cover the years 2024-2029.

Masterplan of Green Spaces is a Kosice city administration policy instrument on developing and managing green spaces in the city. It represents a strategic document made of analytical parts on the state-of-the-art of public parks and green areas in the city of Kosice, strategic concepts proposed to manage and develop green areas in the city and of the concrete actions proposed to meet the strategic goals defined. The main proposed action is composed of establishing 10 new city parks at the city outskirts, with the accompanying feasibility study.
The Masterplan is a main strategic document for the city owned organization City Green Areas Management Facility (Sprava mestskej zelene) and one of the pillars of the management and mid-term development of green areas in the city for the city administration (government and the mayor).
The Masterplan, together with other strategic documents (Masterplan for Biodiversity and Masterplan for Water Management) was integrated into the Economic and Social Development Masterplan of Kosice (PHSR) for the period 2021-27, which represent the key strategic document addressing the city development in the mid-term prospect, introduced by the City Parliament.

The Policy Responsible Authority for the Regional programme 2021-2027 Kentriki Makedonia is the Region of Central Macedonia (RCM). The ROP (approved by the EC 05/09/2022) is the main financial instrument to support development policy in the Region of Central Macedonia. The Programme has a total budget of EUR 1,440 million in terms of public expenditure and is co-financed by the ERDF and the ESF+.
The Programme's resources are directed to financing actions under the 5 main EU Policy Objectives:
PO 1: A more competitive and smarter Europe by promoting innovative and smart economic transformation and regional ICT connectivity
PO2: A greener and more resilient low-carbon Europe and on the way to a net zero carbon economy, by promoting a fair transition to clean energy, green and blue investments, the circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable urban mobility
PO3: A more connected Europe through enhanced mobility
PO4: A more social and inclusive Europe through the implementation of the European Pillar of Social Rights
Policy objective 5: "A Europe closer to its citizens by promoting sustainable and integrated development of all territorial types and local initiatives" which is more relevant to the project and more specifically the specific objective RSO5.1. Fostering the integrated and inclusive social, economic and environmental development, culture, natural heritage, sustainable tourism, and security in urban areas.

The Design Guideline – Liveability of Public Space ‘New Space’ is a document that serves as inspiration for projects in public space: a visual medium that reveals changes in public space over time using photographs, profiles, 3D images and brief notes and explanations. The Guideline visualises what a public space with more room for meeting places, pedestrians and cyclists, and greenery would look like for various usage types, streets, areas and neighbourhoods in the city. The Guideline identifies principles and conditions that are required to create a different type of public space while remaining true to the area’s identity. Additionally, the Guideline also explains what the implications will be for all areas of focus and all users of the space, both above ground and underground. The Guideline is gradually being implemented at this point; the images contained therein serve as inspirational visuals, but they should in no way be interpreted as designs. The Guideline offers an alternative way of looking at the city, and there will continuously be a need for individual solutions whenever streets are being redesigned. The Design Guideline – Liveability of public space aims to support this process.

The Braga 2030 Cultural Strategy, approved on 30 October 2020, was the result of an extensive consultation and cooperation process from 2018 to 2020. It involved artists, communities, policymakers, and education and research organizations. The strategy envisions a city where culture is everyone's business, providing opportunities for active participation in the city's development. It emphasizes inclusivity, inviting citizens from diverse backgrounds to contribute to the global development of Braga. In 2022, a revised version of the strategy was developed during the preparation for the European Capital of Culture 2027 bid. It outlines specific actions and measures, assigning tasks to departments, players, and stakeholders. The strategy focuses on Europe in Action, Creativity in Action, Citizens in Action, and Place in Action, aiming to overcome barriers and enable positive change. It highlights the importance of understanding the consequences of technology, fostering creativity, critical thinking, and problem-solving skills, and incorporating artistic practices and culture to find innovative solutions. The proposed work for the future involves continued investment in this direction, collaborating with local and international partners and building upon established relationships.

The Municipal Plan Strategy (MPS) was adopted by the Guldborgsund City Council in 2022 and is the overall strategy document that by Danish national law all municipalities must prepare during the first year in office. The Strategy sets out directions for all parts of the municipal policies and sectors. Based on this document a municipal physical plan will be developed, as well as Municipal political committees will make sector sub-strategies. The MPS includes 7 strategic themes: The A good life for children, The educational city Nykøbing Falster, A good business climate, Green transition, Tourism and settlement, Care and public health, The municipality as an attractive workplace.
The MPS also sets out 4 approaches for the municipal to follow in all dealings: (1) Openness dialogue, and partnerships, (2) integrated and cross-disciplinary approach, (3) professionalism and timely action, and (4) utilise the potentials.
For the current project GBS will have focus the theme “The educational city Nykøbing Falster” and the approach Openness dialogue, and partnerships.
The MPL does not have any expiry date. However, by year 2028 a new city council have to issue a new MPL

The two main objectives of the policy instrument are mobilizing citizen support and innovative ideas from economy for social and environmental transformation to make Kiel an attractive place to live and hold qualified employees in the city. Characteristic for this is the focus on the power of arts and culture combined with capacity building, extending facilities and support from city administration. This key issue tackles most of city policy areas, especially social services, urban-, culture-, business- and environmental- development.
Priorities are strengthening the cultural sector and decentral initiatives to address citizens in their neighbourhoods, change behaviour of City administration to solution-focussed and facilitation-orientated, support citizens as agents of change, establish facilitations for collaboration and innovative activities out of society and students groups.
Concrete measures are a capacity building program for city administration staff in public interested design, establishing four innovation hubs at different places in the city, different funding programs for citizen projects and creative initiatives (> 1 Mio € a year), establishing six cultural areas in different districts, establishing idea competitions for students and pupils, facilities for innovative startups, establishing different city-wide festivals. The department for creative and innovative city will coordinate the measures in strong collaboration with the Lord Mayors department.
